The Senate House of the Osean League stood at the extreme southern end of Chang'an Avenue, and if it were possible to see all the way down the length of Chang'an Avenue, you would be able to just make out the golden Meridian Gate of Xindaming Palace embossed with the imperial seal of the reigning Emperor. Changan Avenue was lined with hundreds of buildings, all built on the same inhuman scale, as if designed by giants to crush the human spirit. The avenue itself was too wide to feasibly cross on foot. The steps up to the Senate House were too many to climb without tiring oneself. The entire ensemble belonged more in Hitler's vision for Berlin than reality.

To the west of the avenue, stood the financial district. This was the modern heart of the city, filled with over a thousand soaring skyscrapers, all metal and glass, and on their lower floors, covered in advertisement screens. For the iPear 8, or the Eastern Pearl internet company, or for one of the many financial institutions that occupied the buildings.

To the south, were the residential districts. This was where the majority of the city's 50 million+ population lived. There, amid the endless sprawl of thousands upon thousands of high rise apartments, invariably built of concrete and ranging from 20 to 50 stories, speckled amid with the newer steel and glass facades of the more prestigious buildings, tens of millions lived and commuted.

In the east, were the entertainment districts. Closer to the rest of the city, on the main avenues, stood the more reputable restaurants and hotels, while tucked away in a maze of side streets and alleys, hid the undercity of crime and depravity. From brothels to the headquarters of international crime syndicates, this area was said to be the only place in the famously authoritarian empire where the Emperor did not actually rule.

And finally, to the north, stood the thousands of buildings of Xindaming Palace. Built during the reign of Emperor Hongli the Great, and expanded during the Yuanfu Era, this palace was a representation of heaven on earth. In the southern part of the palace, stood the Outer Court. Vast courtyards stretching further than the eye could see were centered around massive halls, the ceilings of which could just be made out in a distant gloom of beams, centered on the largest hall of them all, the Taididian, or Hall of Imperial Supremacy. To the north, stood the Inner Court. Nearly a million courtiers and officials, not to mention guards and the Emperor himself lived and worked within its' golden halls, relaxed in the massive gardens and lake, in which were the three islands to represent Penglai, the home of the Immortals. Even further to the north in the palace, stood the palaces of exotica. Baroque gardens and palaces, with relentless symmetry and endless axes were placed in forest near Turkish divans and pavilions and Mughal gardens and domes. And finally, in the extreme north, stood the Gate of Divine Might, the main entrance to the Inner Court, and the silhouette of Coal Hill, the vast artificial mountain constructed by the orders of Taoist geomancers.

It was uncustomary for the President of Chilokver to conduct diplomatic missions between any less than trusted allies- she was far too busy sorting out her own country's own issues to deal with an alliance of nations worth. Nevertheless, here she was, strolling into the grand vaulted chambers of OSEAN side by side with a military attache. It was a mark of respect to how much this meeting mattered, and how much important this alliance was to Chilokver.

"My first meeting," nervously whispered the President. "I think i'll just listen quietly...maybe make a couple suggestions?"

"You must be bold!" Black exclaimed, every word forced and sharp. "Seek every advantage!"

"Need I remind you i'm still new to this? Relax, i'll make suggestions, but only if necessary."

The Premier of OSEAN coughs slightly, rearranges a few papers on the podium, and begins speaking.

"Our alliance has recently been facing some trouble, including decreased prestige abroad, and the diversion of our alliance from its' original aims. The cause of the first issue is twofold. One factor is the resolving of the LUN civil war to the advantage of a party not favored by us. This, to all intents and purposes, cuts us off from the rest of the alliances. Another factor is the slave trade, most notoriously in Pandoska, which at this point has gotten so depraved to the wider community that the nation of Arirang uses it as benchmark for measuring the deplorability of other nations' actions. The second issue is more sensitive. Originally, our alliance aimed at having a more democratic government, and our very charter reflects this. In it, there is provision for a legislative Senate, which, to this day, has not been established. We are in the current position of the Cabinet issuing legislation as decrees, much like the one that summoned you all here. We must focus on resolving these two issues, and for the path to resolution? I leave that up to you."

The Antiyardian delegation consisted of the Prime Minister Stephen Washington, the COAMICO Admiral Robert Castaneda. The PM brought the Mike nearer and began.
"Good afternoon, ladies and gentlemen.

This alliance was formed to provide stability to its members. As much as it pains me, the slave trade in Pandoska is an internal matter of the Pandoskans. Any project to stop it involves disrespect to the internal matters of a member. This howsoever, does not imply that the alliance, respecting the internal mechanism of the Pandoskan state, convinces it of the folly of the slave trade, or by using other methods, Pandoska gives up the slave trade on its own."

Currently the alliance that we have the best relations with is WP, which is, I believe, somewhat neutral, although leaning against us. HL is in a cold war against us, and IL (LUN), although we have nothing to fear from them, is reverently opposed to us, going to the point that they have contemplated invading the new OSEAN member Tommatito, as he left their alliance and after they threatened him, joined OSEAN. They were only stopped when it was made clear that an act of war against Tommatito would probably result in OSEAN invading and overturning everything they have done since the civil war. Your thoughts and opinions on our situation?"

"Oh my, we apologize for any trouble we cause. I highly doubt that IL would try to attack OSEAN without HLs support. If HL does get involved it would probably result in another wourld war, witch I think they wouldn't want. But I don't know."
