From left to right sat the Tsar Nikolai Sergeievich Ramanov, Head of the State Council Boris Nikolaevich Kharkov, Prime Minister Dimitri Konstantinovich Ustinev, Defense Minister Ivan Gashnorov, and Chief of General Staff Anatoli Kalashnarov looked on in uninterest until Prime Minister Ustinev stood up "Mister Washington and distinguished delegates we welcome your respect for our internal workings but we ensure you that our Tsar our nation has no interest in closing the economically and socially important slave trade."

Ustinev turned towards President Lamais "again this is also a social issue for if slavery is abolished those people will be at the mercy of unfriendly natives, officers, and soldiers who will most likely engage in the cleansing of these imported ethnic minorities without serious consequence also some of the nobility will not support this abolition and will likely raise against the tsar Pandoskans will not kill Pandoskans for the well being of moral values."

The tsar lifts his head and begins to speak "my subjects have been taught from birth to protect the empire from foreign threats to our sovereignty and our race they will not stand idly by and see a possible hostile minority gain instant citizenship receiving equal treatment". Kalashnarov picks up after the tsar's statement "the military can be controlled but will not be prosecuted for an offense against these minorities in custody such as the displaced toshavoans and enslaved foreigners as a result of the trade".
