The phrase has two meanings. One of them is almost positive, recognizing the oldest city in Thalasus as a center of trade and a place where all goods and services, legal or not, could be found for a fair price. The Catholic Church even used to sell indulgences from the historical Cathedral Maria del Oceano, built there before the Reformation, meaning that at one point and for a certain faith tradition it was even possible to buy your way into Heaven in San Salvacion, a bit of historical trivia that few Thalasi have forgotten.
The second meaning, and the one that is most often meant when the phrase is used, is that bribery is a notoriously big problem in San Salvacion in particular. This was in contrast to the other big city of Farbanti where the harsh spotlights of the hi-tech modern media landscape and a heavily present national government obsessed with efficiency and integrity kept this sort of corruption to a minimum, and to the rest of the country where the people are either too devout or the local politicians too worried about self-image to be seen demanding an unfair fee from anyone. But San Salvacion had the riches of Farbanti (thanks to a busy port and an omnipresent and ever-growing tourism industry) combined with the easy-going attitude of the quainter parts of the Thalasi countryside, and this combination unfortunately allows public officials to indulge their avarice as much as possible short of provoking unrest.

This tendency meant that judges like Enrique Galvez could exist. Enrique had become a multimillionaire while being a judge most of his adult life, and it was not because of his already generous salary. The man took bribes like it was a simple matter of his duties: from store owners seeking to avoid the wrath of suing customers, from developers facing class-action lawsuits from those they plan to displace, and even from the Cartel seeking protection from local prosecution, there was no one who could not buy their way out of prison if they had the fee. Galvez had been something of a bribery prodigy as well; through clever financial shenanigans, he was able to both ward off agents of the Department of Revenue (how these sorts of criminals were usually caught) by accounting for all his revenue and thereby officially paying his taxes, and was able to avoid numerous attempts by the Policia Federal to put him behind bars by making sure payments made by those he was protecting could never be traced back to him.

So, when the call from a hysterical Mrs. Galvez reporting her husband's disappearance and the bloody massacre of his private guards made its way to the authorities, many of them felt an immense sense of schadenfreude, tempered only by whatever sympathy they had for his wife and young kids. It seemed that the lifestyle of an insanely corrupt judge had finally caught up to Enrique, that he pissed off the wrong people with his naked greed and was going to pay the price. The police almost didn't investigate: even though they frequently took bribes, those were for small things like tickets or minor arrests, not grand theft or rape or murder, the kind of things Enrique would let go. The local chief of police was making plans to give Mrs. Galvez their condolences, making a big show of searching for the missing (and presumed dead) judge, then heading to his favorite bar to celebrate the removal of arguably the most corrupt judge in Thalasus with as many shots of añagua (a popular artisanal Thalasi liquor made from fermented and distilled tropical fruits) as he could stomach.

However, when preliminary investigations began, something was entirely off. This had none of the hallmarks of a kidnapping or a murder orchestrated by a cartel, which would have been the primary guess of the police. Those tended to be noisy, bullet-filled affairs that worked due to their speed and brutality, not because of their stealth or precision. There would have been plenty of evidence of a fight, and it is unlikely that the rest of Enrique's family would have made it through without being killed. However, neither of these things were the case: all of the guards looked like they had been assassinated without firing a shot, and the rest of the Galvez family had in fact slept through the whole affair, having dozed off together while watching a children's movie in their home theater and only discovering the massacre and disappearance when Mrs. Galvez awoke hours later (evidence from their home security camera, which the kidnappers apparently missed, confirmed this). Plus, there was the matter that Enrique had been kidnapped, not killed, and that nobody had received a random demand yet, which would have been very unlike almost any criminal organization in Thalasus.

Then there was the IAT. The liaison between Thalasus' military intelligence community and the San Salvacion police had been unusually active recently, with focused attention given to the discovery of the brutalized corpse of a certain Manuel Cortez in a San Salvacion warehouse a few days ago. From what could be pieced together by the police, Mr. Cortez was a cartel member who despite being a Thalasi national was supposed to be in Allouxia, not in Thalasus, and the fact that his corpse wound up here was of particular interest to the IAT. When word of the unusual nature of the disappearance of Judge Galvez reached the liaison's office, it immediately piqued her interest as well, and waving around the "national authority" card she was able to weasel her way into the case. To smooth things over, a joint task force was formed between the SanSPD (whose territory this was, in terms of jurisdiction), the Policia Federal (who had been watching Enrique for some time and were obligated to investigate the sudden death or disappearance of any public figure), and the IAT liaison to investigate this vanishing.

Using the footage captured by the houses CCTV, the task force was able to identify the car that Enrique Galvez was dragged onto, even catching a license plate number. Across San Salvacion, police and military patrols were put on high alert, and the port and airport authorities were told to be on the lookout for any similar vehicles and to detain their drivers with necessary. A manhunt began as the task force began to request CCTV footage from nearby areas to make a trail of tape sightings. The hunt for these mysterious assassins began, now that there was a lead.

A caravan of bulletproof cars from the task force, their occupants equipped with ballistic armor and with automatic weapons, began to follow the trail left behind by the van that contained Judge Galvez as it popped up, piece by piece.

LUMIENS — The Noble Congress pressured members of the Lumiere royalty into approving new defense reforms on behalf of the Midland and Varonne Autonomous Provinces this Thursday. Politicians of the National Princely-Democratic Coalition such as Janviers Boullonsais had been pushing for these changes to such defense codes in order to formally ratify into being closer ties to the overseas provinces. The Midlandais and Varonnais Defense Bureaus both affirmed that these changes would be implemented within the following week, and apply to all active servicemen in the Marine de l'Étoile Marin and its subordinate branches.

The Defense Reform of National Protection, or DRNP, is a series of documents proposed by the National Princely-Democratic Coalition of Etoile Marin in 2015 to revise how the militaries of the Principality and her holdings were expected to perform. It initially covers many of the unorganized civilian logistics supporting the military, and puts forward the future creation of an independent naval supplies arm to directly support maritime operations. In addition, it discusses many of the current amenities provided to active servicemen, and proposing revisions to such services in ways to their benefit. The reform received strong opposition from members of the New People's Government Coalition, causing the reform to fail in its first two years of voting. However, as of 2018 with help from the renowned patriotic Blue Cloak Society, the legislature has turned to support implementing the reform.
