"WHAT DO WE WANT? JUSTICE! WHEN DO WE WANT IT? NOW! NO MORE KAFALA! NO MORE KAFALA!" The chants of the protesters ripped through the air as they gradually made their way throughout the capital. Over 50,000 demonstrators were marching towards the Pearl Roundabout, located at the heart of Medirayat's usually bustling financial district. Today it was different however, the protest had started in the residential area of the city and shut down several smaller shops and businesses accused of benefiting off of what they called 'slave labour', however the government had ignored them so far. Despite roads being closed and travel subsequently being disrupted, these types of protests have occurred all the time. There was little sympathy for them. Counter-protesters vowed to fight back against the 'usurpers.' But as they approached the core of the financial district, where several high-end foreign corporations and businesses were located, protesters planned to storm and blockade these businesses to make their point. If the government had ignored them before this, they wouldn't ignore them now. And that's when the situation completely changed.

With the protesters now occupying the roundabout... CRACK! WHIZZ! POP! The first shots - fired as just warnings - were heard by the crowds, causing them to nearly freeze simultaneously. Up until then, the protesters were busy assembling camps and blockades on and around the roundabout. They looked around confused to see the army assembled on one of the exit roads, with armoured vehicles and automatic weapons aimed right at them. Not being intimidated, the chants of the protesters only got louder as they fixed their attention onto the soldiers. "DOWN WITH DICTATORSHIP! RIGHTS FOR ALL! END THE SHURA COUNCIL! END KAFALA!" Some of the protesters at the front of the crowd, carrying rocks and wooden sticks, began to run towards the blockade, and more gunshots rang out. However this time it was different. The bodies of the runners dropped to the spot where they were just standing, sprawling out on the floor. The protesters did not know they were shot, but thought it was just more warning shots, so more and more people began surging towards the blockade. More gunshots, more bodies dropped. And then it hit them. They were being shot at.

Infuriated, the forward section of the crowd began to charge forward as one and were cut down by a sudden hail of automatic fire after a short period of silence, being cut down like animals sent to the slaughter by 5.56, 7.62, 12.7 and 14.5 mm rounds. Suddenly, people were scrambling in every direction, desperate to save their lives from the hail of bullets sweeping through their ranks like the winds of winter. Others tried to rescue the wounded but soon found themselves joining the sea of bodies littered on the ground as the army continued to fire. Those that refused to abandon the protest retreated down the road, away from the army, where they liaisoned with anti government protesters that had been attracted to the chaos, and formed a coalition with them, working on the camps and blockades at the roundabout. After approximately 2 or 3 minutes, the automatic fire ceased, however several potshots continued as protesters scrambled forwards disorganised, trying to collect the dead and wounded, whilst others hurled rocks, sticks, and molotov cocktails at the army, causing them to shoot sporadically. After 10 minutes, it was finally all over.

News cameras had managed to capture the carnage from the midst of the crowds, footage that would be shown all across the world. Though, could the news cameras really be trusted? It was no coincidence that they just happened to be there - the protesters had called them in. Independent footage taken by citizens of Basran, from the balconies and roods, would both support and dispute the protesters chain of events. Regardless, this would surely trigger a diplomatic response from the world.

Later That Night
MEDIRAYAT, Kingdom of Basran


The darkness of the night covered the sky like a blanket. It would have been pitch black on the streets as the government cut power to the area surrounding the roundabout, but the protesters in the camp had lit bonfires and were holding torches to make out their surroundings. It was nearly silent as the majority of the protesters - a shell of their former size prior to the shooting incident - were now asleep in their camps, with select groups standing guard on the edge of the perimeter, acting as lookouts against military and police intervention, however the intervention they feared was coming wouldn't come from the ground... it would come from the sky. At about 11 pm, four Uh-1 helicopters began circling around the area before each one dropped two barrels on the camp and left. When they hit the ground the barrels exploded, dispersing an unknown gas which immediately caused pandemonium in the camp as people gasped and choked, fighting for their lives as they struggled to breathe. A few moments later, snipers opened fire indiscriminately at the camp from elevated positions, waking up those that had remained in a slumber so far. Suddenly, tanks and armoured vehicles emerged from the shadows converged on the camps while armed soldiers began clearing out the tents and taking prisoners, shooting anyone that resisted. The camp was burned down by the military. This time only amateur footage shot by phone cameras would manage to be leaked to the world as the government had ordered a media blackout, forcing non-government owned radio stations and television channels to go off the air indefinitely to stop info spreading.

But with the footage of the first incident already leaked, perhaps it was too little, too late. It was time for damage control. Now, the Kingdom of Basran would have to prepare itself for the diplomatic firestorm that would without a doubt stir the situation into something much worse. To the average outsider it looked like nothing but a violent crackdown of peaceful protesters by another repressive Arab kingdom, but on the ground, it was something much deeper. Rooted in old ethnic tensions and an unrelated terrorist attack against one of Basran's oil refineries that had sent the government scrambling for control. To them, the protesters were against the status quo - especially due to their collusion with anti government demonstrators and their anti government chants - and thus supporting the terrorists. To the average Basrani Arab, the fact that most the protesters were black sparked a xenophobic reaction based off of awkward relations between Arabs and Blacks since the Ottomans brought them to the country as slaves. Later, under the Ottomans, certain 'loyal' blacks were given military and political power in the vassal, a history not taught in Basrani schools. Arabs viewed this as a threat and revolted against the Ottomans. Now Basrani's perceived their protests - especially the anti government rhetoric - as a call to restore that power, even if in reality the blacks wanted equal rights. The Kafala system discriminated them. To them, any change in the status quo to favour blacks was a threat.


Some IC notes:

1. Approximately 32 people were killed, 100+ wounded in the first incident

2. Approximately 60 people were killed, 200+ wounded in the second incident

3. Approximately 14 people were killed, <30 wounded in the terrorist attack

To the Government of the Kingdom of Basran

The Prime Minister of the Federal Republic of Eemeria has formally signed a statement condemning the actions of the Basrani government in regards to protests in the nation's capital. The Basrani government stifling the voices of its citizens by violent means not only shows that the citizens of Basrani are no longer safe within their own borders but that the government is an active threat to it's own people. The Eemerian government has already begun discussions of diplomatic action against Basran such as sanctions and trade blockades if these attacks against it's civilians continues. As always the Federal Republic of Eemeria has an asylum program that will evaluate the situation of anyone who applies and provide them safe haven in the process. We welcome any citizens of Basran who feel like they are in danger to report to the Eemerian embassy in the capital city immediately. The federal government also encourages any Eemerian citizens currently in Basran to immediately return home, if you need help securing transport home the Eemerian, or any of our allies, embassies can help with that process. Again, the actions of the Basrani government is inexcusable and if they are not immediately remedied they will be met with diplomatic sanctions and possibly military intervention.

That's militarily, economically, and politically. Laerenia has subsequently invested a lot in the development of Basran. As a firm ally dedicated to the stability of our Arab partners, the Federation of Laerenia has consistently supported the advancement of human rights in Basran, amongst other things, and Basran serves a loyal partner to Laerenia's international cause. Henceforth we believe the recent developments in the Kingdom of Basran are nothing short of a tragedy, and we urge the Basrani government to exercise restraint, take the necessary precautions to avoid civilian casualties in the time of unrest, and investigate wrongdoings by the military and law enforcement agencies. Laerenia continues to support the Kingdom of Basran in its advancement of human rights and is dedicated to working with Basrani officials to prevent another incident like this from happening. With this position adapted by the Senate Foreign Affairs Committee, the Laeutchian government is expected to make clear an official stance similar to that of the committee soon.

There are other calls for government reform, but the main focus is an end to Kafala. Behind me, you see the demonstrators approaching the Roundabout where we can expect speeches from the ringleaders of this protest; in front of me, however, is the Basrani Army setting up shop on one of the roads. Peaceful protest crushed by government forces.

Only a few hours approximately 90 people were killed and over 540 wounded during a protest in the small Arab nation of Basran when soldiers opened fire on protesters that were protesting the Regimes recent tyrannical policies. The protested began in the streets of the capital but surged to over 50,000 members even despite the government attempts to control the numbers by blocking strategic roads. The protesters had previously shut down several business shops for using an exploited workforce. There were reported to be counter-protesters though it may seem that they were few in number and failed to stop the protest. Late in the day, the protester approached the financial district and there were rumors that they may attempt to storm several corrupt business headquarters but were stopped by the Army before entering the district at a roundabout.

They were warning shots but the number of shots is disputed. Suddenly the army began to fire into the crowd with sporadic gunfire but many in the crowd were not aware of it. Suddenly fully automatic fire cut down multiple members and the protesters panicked. Many bystanders were shot and a child watching the protest from a rooftop was injured and his current status is unknown. However, among this tragedy, many heroes in the crowd emerged, instead of running away many members dragged away wounded protesters or used the bodies to shield the crowd. Members of the protesters managed to escape the carnage and rally other protesters and attempted to storm the group of soldiers firing upon the surrendring crowd however despite their bravery they were cut down now by APC's and a tank that had arrived. Soon the protesters despised but there were unconfirmed reports of the army still shooting at the retreating crowd and even at wounded protesters unable to move. The Kaiserin has publicly condemned the Basran regime and has called them "A show that even barbaric systems exist in far remote reaches of the world". Many viewers of the speech reported her face as turning red in rage as she talked about the Basran regime and coming close to tears and stuttering when having to talk about the protesters being shot. Parliament is in the processes of debating what to do with the Basran Regime and are soon to be expected to make a choice. The Basran embassy in Berlin is in lockdown as there are rumors of a protest happening outside.

Dear sir,
Our two nations have not had much dealing in the past and it is indeed unfortunate that recent events must force us together in such a manner. In all my diplomatic optimism I will grant you the benefit of the doubt- how you run your country is none of my concern. What bothers me though are the actions of your armed forces against a relatively peaceful protest and in such close proximity to not only a major population centre but a not-insignificant oil processing plant. I'm sure I don't need to explain to you the risks presented by an uncontrolled firefight and potential insurgency at one of these facilities. Simply put the results could be disastrous for your people, your environment, your economy and perhaps the world oil market as a whole.
It strikes me that the escalation of violence that took place was irresponsible, undemocratic and unprofessional. If your government is unable to restore stability without executing more massacres on the civilian population it is possible that an intervention may be unavoidable.

I have it on authority from Lord Protector Rimmer that the full extent of His Imperial Fiefdom's military and economic might is ready to be mobilised against the Kingdom of Basran if this state of affairs is to continue. Take this not as a threat, but as a warning. We wish Basran no ill but we must stand by our principles.

However, we are concerned not by the actions of the government but by the protests in the country. As a firmly capitalist country that has only enjoyed prosperity by being wary of things such as worker's strikes and labor unions, ceding almost no ground to movements like these in the past decades, we would like to urge Basran to continue on its current path and crush these protests.

Basran Peace Talks

Speaking on behalf of the government of Iespon we have a peace proposal for the turmoil in Basran.
The department has seen that the struggle is primarily between the black and arab communities in Basran with the government claiming to fight terrorism and the population demanding equal rights.

Proposal:
1. The protesters and citizens submit a written, specific statement of their demands. Seeing as there is some historical tension and fear of blacks regaining power, the protesters may want to alleviate these fears by specifying that they would like equal rights and are not a threat.

2. The terrorist action at the oil refineries was un called for and any terrorist networks should be dismantled. Instead the terrorist or so called terrorist leaders should, similar to the protesters come to talks with the Basran government.

3. The Basran government may enforce law and order in the country but with only necessary force from police and only against combatants (terrorists) who actively try to plan and perform more attacks. Protesters have the full right to protest and have their voices heard

4. Seeing as Basran is a volatile nation, The Department of International Affairs is happy to host the conflicting parties from Basran at the Aman International House. This way leadership from Basran, the protesters and any other nations involved with this conflict may come and constructively solve the issue. Although it is strongly recommended that only the direct participants perform direct talks.

5. External intervention from other nations is strongly discouraged as this is an internal affair. Proceeding on to military action will destabilize Basran with more terrorism and a continuity of the same problem in the future.

6. 20 Iespon Army personnel have been allocated to provide security at the Aman International House if this event is to occur.

It had been three days since the 'day of blood' that had left more than 100 dead and over 300 wounded. With the state blocking non-government owned television channels and radio stations from the air, coverage of the events and its aftermath within Basran had been stifled greatly, and the relative calm had not been broken down. At least, not on the surface. The official mantra was that a mixture of terrorist sympathisers and ethnic nationalists had violently challenged the army and disturbed public order, leading to a small 'incident.' Focus was shifted to the terrorist attack against the oil refinery, maliciously accusing the protesters of supporting anti-government terrorism in Basran. Regardless, anti-kafala and anti-government protesters remained unified in their cause and planned another, larger demonstration, which would once again occupy the Pearl Roundabout. Over 100,000 protesters had gathered this time, prompting concern amongst the Basrani government that the civilian unrest was getting out of hand and would impact tourist visits to the country, particularly since protesters were causing disturbances in the capital with roads having to be shut down and buildings occupied. The army had once again deployed to the streets of Medirayat in similar numbers and force, with the police taking a reserve role.

When the horde of protesters approached the Pearl Roundabout, the army opened fire with warning shots into the air and after a tense standoff involving pipe bombs, flashbangs, rocks, sticks, stun grenades, and molotov cocktails, they retreated deeper into the city. Seeing this as a great victory, the protesters cheered ecstatically, believing Basran was secretly yielding to international pressure. With the Pearl Roundabout under their control, it had once again become the bastion and symbol of Basrani civil resistance. But they weren't done there. They had much greater plans, to remind the government that the people are in control, not them. For far too long had the people been oppressed. It was time to take control of the government. After setting up a large camp in and around the Pearl Roundabout, the protesters consolidated their strength and marched into the city, approaching the heart of Medirayat where the government was located. It was here that the army had retreated to and regathered their forces. Staring the protesters in the eyes were tanks, armoured vehicles, helicopters, snipers, machinegunners, riflemen, the whole array. Not one step back was the order from the government to the army, reminiscent of Joseph Stalin's infamous decree. Would such an action generate the same catastrophic ends?

A few hundred at the front of the march would surge forward, many wearing balaclavas and military-esque fatigues. Armed covertly with grenades, pistols, batons, sticks, machetes, rocks, and molotov cocktails, the improvised army attempted to force the military back. A hail of gunfire - drowned out by the steadfast chants of the protesters that refused to budge even as some them were hit with pot shots - soon cut short their idea but not before long there was another distinct crack of gunfire. This time it was not coming from the military or the armed militia that had retreated back into the crowds, but the buildings overlooking the army's defensive positions. In the blink of an eye, soldiers were scrambling for cover as several of their comrades dropped to the floor either silently or in agony, having been shot by snipers and riflemen concealed in elevated positions. The protesters were unsure of what to do; Half of them had no idea what was happening whilst the other half began to charge forward aiming to takeover and occupy government buildings, with the confused half eventually following along like sheep. A van suddenly sped by and turned the corner as it took fire from the military, and then a large explosion ripped through the air. The police headquarters had just been bombed. As the thick black smoke bellowed into the air, the army's tanks and armoured vehicles were able to shell the attacks into submission before turning their sights on the angry crowds that had gradually pushed the soldiers through the exclusion zone and towards key government buildings. Seeing them rumble forwards, the protesters panicked and retreated to the roundabout.

Had the civil resistance just become armed resistance? That was the story put forward by the government dominated air waves, citing that 'key intelligence assets' had directly tied the 'so called civil resistance' to 'terrorist and radical organisations backed by foreign powers operating in Basran', without elaborating on who these organisations were and their backers. The King was flirting with the idea of declaring a state of emergency and granting the military power to enforce martial law. Great attention was paid to the bombing of the police headquarters and the actions of the armed protesters. Roughly 32 policemen and staff had been killed in the blast. Meanwhile, 11 soldiers were killed during the armed clashes. On the other side, 350 protesters had been shot dead and the number of wounded was believed to be greater than 900. An estimated 70 'armed insurgents' had been killed. In all, over 400 people were killed. If the international community wasn't pissed before, it would be now.

Is this not a great injustice and violation of our own people's freedom and liberty? Look at those Germanic vermin who blockade our embassy. We shall not be silence in the face of gross international hypocrisy. We remain absolutely steadfast in our actions. I am sure that all of Basran understands and is ready to make the sacrifices entailed with defending the homeland until the very end. We will not succumb to terrorists or foreign pressure. Basran bows down to no one.

DEADLY CRACKDOWN AGAINST ANTI-KAFALA PROTESTORS IN BASRAN DRAWS INTERNATIONAL CONDEMNATION

NEVI SELESTE - Four days ago protests broke out in Medirayat, the capital of the Kingdom of Basran, a small nation located in the Maghreb. These protestors were primarily black migrant workers from foreign countries, protesting against the Kafala system. These protests have descended into violence when the government opened fire on protestors.

The Kafala system is often translated as the “sponsorship” system. It is called such since a sponsor is required to bring the worker into the country. The worker is then bound to his/her sponsor who holds dramatic power over them; including control over bank accounts and even driver’s licenses. The most important issue however is that the sponsor controls the worker’s ability to switch jobs, as well as leaving the country. This in effect makes the worker his sponsor’s property. The Kafala system has often been described as something similar to Russian serfdom. The Kafala system is used as a form of coercion to also deprive workers across the Middle East of their wages and basic human rights.

This shows that the current violence in the country is simply another case of the forward movement of the wheel of history. The nation of Basran is going through the “growing pains” of a society moving from feudalism towards liberal capitalism. Such a change is inevitable over time in all countries, though this has generally occurred already in much of the world. The struggle between classes will never end, and this is just the latest manifestation of it.

The conflict itself broke out when a large group of protestors congregated to move towards the city center. Reports from reporters embedded within the protestors suggest that they came into contact with a military blockade. There were some warning shots fired, but after a few moments this turned into automatic fire. It’s still not clear how many died in the chaos, but it estimated to be at least 20 people. VCN’s own reporter was injured in the stampede away from the military blockade. The protestors then camped further away from the city center. Shortly after the shooting, the government cut power to the area to make it harder for foreign media to observe the events. The VCN reporter withdrew from the area shortly before darkness fell.
It is unknown what exactly happened that night, but there was no camp by the next morning. The government has made no comprehensive statement on the issue, however there is some cellphone footage. A few shots from a cellphone that VCN has obtained suggests that the attack began from above using chemical weapons deployed from helicopters, as well as sniper fire. The camp was then stormed and burned by ground forces.

There are now reports coming in today that yet more violence has erupted in Basran. Unlike the conflict 3 days ago, this is less of a massacre. Cellphone footage appears to show sniper fire from the rooftops. These mysterious snipers were firing on the Basran government forces, suggesting there may be armed anti-government groups.

The Victoresian government has announced today that it totally condemns the use of violence by the Basran government. Consul Zarkove himself as described Kafala as a “medieval institution of slavery” that is “unfit for the modern world, and contrary to progress”. The Consul has stopped short of directly supporting the protestors’ violence however. The government has also called for an international investigation into the use of chemical weapons. This is unlikely to occur of course, given both the lack of substantial evidence as well as the closed off nature. Basran is a relatively well off nation and is not likely to face significant scrutiny. Despite this, the situation in Basran may heat up in the coming days. There is even a possibility of a full civil war breaking out.

The Victoresian government has called for all Victoresians to leave the country as quickly as possible. The National Economic Planning Center has instructed the National Airways to offer discount flights out of Basran. The government has instructed any Victoresians that absolutely must stay to be aware of their surrounding and and any developments, as well as ready to leave at any time. The Foreign Commissariat has announced that the consulate will remain open for the foreseeable future.

We have footage from a Solovien news team from the Erae Post-Dispatch. However, their office has not had any contact with them since they received the footage and photos. There was also a second incident this morning in which shots were fired both from the crowd and the military. Both the military and the protesters have sustained casualties. We haven't had any contact from our deep cover agent in Basran; we've sent another agent to make contact with the agent in Basran and report on the situation."
"Currently, there is no tangible relationship between our two countries." noted Foreign Minister Alev Nzomo, "There are private businesses that have interests in Basran, and therefore we have citizens there. Considering the situation, it's a good assumption that they're safe."

"Well let's stay optimistic for the moment. In the meantime, we can examine kafala. It means "sponsorship" and is possibly a version of a guest worker program. Foreign workers go to a country under sponsorship from their employer; seems simple enough, right? The problem arises in the execution of the program. Once in the country, the worker is bound to their employer where at best they are indentured servants and at worst they're slaves. Once you add in the factors of nationality and race, the system becomes a petri dish for xenophobia and racism to flourish. I would advise a statement of concern or even condemnation in regards to the first incident. I would wait to respond to the second incident until we hear from the SEF."
"Minister McLaughlin, what's your input?" I asked the ever stoic Minister of War
"Well, sir, working off the assumption that our citizens are safe, I would advise getting all non-essential Soloviens out of Basran as soon as possible. If there are any citizens that have been in any way harmed, I would advise a full condemnation of the Basrani government and explore possibilities of retaliation."
"Thank you, Ministers. I'll update the Chairman and I would like a statement from the Foreign Ministry in two hours. This meeting is adjourned."
