International Civil Equality Index (ICEI)

An independent organization within Nua-Asàiti has developed the International Civil Equality Index. It measures the relative civil rights, freedoms, and liberties within a country, breaking it down into several sub-categories as well as measuring civil rights in the nation as a whole.
This index was designed to show countries how their civil rights and equality stacks up in comparison to other countries, as well as areas to improve upon. In addition, it is publicly available so that international travelers, tourists, and businesspeople can know which countries are more likely to value their liberties based on various factors. The breakdown is as follows:

Economic Score: 0-125 (Economic Parity Subscore: 0-70, Economic Opportunity Subscore: 0-55)
Political Freedom Score: 0-125
Immigration Opportunity Score: 0-100
Cultural Integrity Score: 0-100
Non-Resident Score: 0-50
Overall Score: 0-1000

While a higher overall score generally indicates a more fair, equal, and inclusive society as a whole, individual subscores will also be published (though not ranked) for specificity. A nation may rank highly in other areas, but treat its disabled citizens poorly, so while the overall score will be high, giving the nation a higher rank, the international community will still know of their shortcomings.
Of course, the organization responsible for the ICEI recognizes that authoritarian governments may use this index as a means to find more methods to exert control over its populace, but believes the index will do more good than harm. Any scores not filled out will be scored as a 0, thus lowering the overall score, though a note will be made in the record which scores were not able to be calculated. Note that this index also isn't indicative of quality of life, which is better measured by the Human Development Index, but rather equality of life. While a nation may score very highly on this index, they may underperform on other indices, such as the Democracy Index or the Economic Liberalization Index. Likewise, a nation that scores low on this index may score high on other indices.

The ICEI rates the Alinghi FDR as ⬤ Very Equal, with a slight weakness in Immigration Processes. Civil rights are seen as Not At Risk. The ICEI awards the Alinghi FDR with the ICEI Utopia Award, recognizing it as a nation among the elite few whose society and government strive more than anything to provide all people equal ground.

The ICEI found almost no civil rights issues in Erystan, though a lack of a legal framework for marriage (though this extends to all marriages, and is seen by the ICEI more as a civil rights risk rather than a case of civil inequality) and slight social conservatism towards the LGBTQ+ community did dock a few points. The ICEI rates Erystan as ⬤ Very Equal, with a slight weakness in Economic Opportunity. Civil rights are seen as Not At Risk. Neo Azati, the home country of the ICEI, has superb civil rights, though economic opportunities are somewhat lacking, and some slight cultural conservatism can result in unwitting discrimination against non-native cultures. Between cultural clashes, an effective lack of cohesive political opposition, and a slight increase in income and wealth inequality with the recent economic growth, Nua-Asàiti falls short of the ICEI's benchmark. However, legislatively Nua-Asàiti sets a relative standard of civil equality, and despite its shortcomings, is among the top of the list. Transgender and nonbinary persons are scarcely recognized, and though the government provides legal protections for transgender persons, transgender identities are classifed as a mental illness by the government, and the Normundic government has been known to call the TGNC community "irritating" for being vocal about their rights. Cultural integrity is not as respected as it should be, and the government is attempting to create a "native identity". Though not considered nationalism yet, the ICEI is keeping a close eye on this process. The ICEI rates Normund as ⬤ Very Equal, with weaknesses in Cultural Integrity and Transgender Rights. Civil rights are seen as At Slight Risk due to the attempt to create a "native identity" and the government's propensity to pushing back against vocal minority groups, as well as some Islamophobic stances on immigration. Dreshand has very good civil rights, though a lack of a truly fair and representative presidential election, limitations on the recognition of the rights of transgender citizens, and the lack of full employment protections based on race do reduce full civil equality. Some economic difficulties for those in the working class and those with disabilities do exist, though on relative terms, it is much better in Dreshand than it is in most countries. The ICEI rates Dreshand as being ⬤ Equal, with slight weaknesses in Racial Discrimination, Transgender Rights and Political Representation. Civil rights are seen as Not At Risk.

Private businesses are still allowed to do as they please, within reason, though in practice, little discrimination takes place. Some discrimination in the immigration does take place as well, though treatment of immigrants is much better than most countries. Transgender rights could be better, but active discrimination or oppression is not very common. Economic opportunity is excellent, and social welfare prevents the disabled and disadvantaged from being cast aside. The ICEI rates Mahrenbach as being ⬤ Equal, with slight weaknesses in Immigration, Transgender Rights and Gender Equality. Civil rights are seen as Not At Risk. Hate crime legislation is sparse, but overall legal protections for minorities are very good. There is, however, a lack of enforcement of anti-discrimination laws protecting non-heterosexual persons. Currently, the most notable problem is in immigration rights, though the government of Ryurik Rossiya assures this is temporary, due to the sociopolitical climate. Also, though the government as a whole is representative of a people, the mere monarchal structure of the government reduces its connection to those outside the government and the elite. The ICEI rates Ryurik Rossiya as being ⬤ Equal, with slight weaknesses in Immigration, Cultural Integrity and Political Representation. Civil rights are seen as Not At Risk.

Nonbinary identities are neither recognized legally nor culturally. Non-majority cultures are often stamped out or assimilated, and freedom of religion is lacking. However, protections based on ethnicity and gender are strong, political rights are relatively unimpeded, and economic opportunity is plentiful. The ICEI rates Thermodolia as being ⬤ Equal, with weaknesses in Cultural Integrity, Freedom of Religion, and Transgender Rights. Civil rights are seen as Not At Risk.

Rerkeo has very good civil rights for the most part, but no anti-discrimination laws exist for private employment, housing, and education. There aren't many societal boundaries in these areas- in fact, education is easily accessible to all citizens- but some regions within Rerkeo do have some continuing racism. While LGBTQ+ rights are largely protected in Rerkeo, nonbinary and gender nonconforming persons may find some societal pushback, as well as a lack of governmental support. Economic parity could be better, but economic opportunity is almost unrivaled. The only other thing the ICEI notes is the lack of an elected leader, though the legislative body is elected by the people. The ICEI rates Rerkeo as being ⬤ Equal, with weaknesses in Racial Protection, Support of the Disabled, and Transgender Rights. Civil rights are seen as Not At Risk.

A m e n r i a is a mixed bag when it comes to civil rights. On one hand, racial equality, gender equality, and equality for disabled persons are perfect or near-perfect and set international standards. On the other hand, treatment of non-heterosexual persons and those who are not in government-recognized religious communities is egregious. Arrests and even executions on basis of religious affiliation and homosexuality are very common, and nonbinary persons are not recognized. The government even touts this as a positive aspect of society. Also notable, the government is not truly representative, and only polygyny is recognized, which poses the greatest civil rights risk of any treatment of plural marriage (slightly behind no recognition, as recognition of only polygyny typically accompanies high rates of exploitation of women and domestic abuse). The ICEI rates Amenria as ⬤ Equal, with egregious problems in LGBTQ+ Equality and Religious Freedom. Civil rights are seen as At Moderately High Risk due to the government's propensity to great maltreatment of those it deems "less than". Amenria also has an Urgent Travel Warning for LGBTQ+ persons and religious minorities.
*This is a rare case in which a subscore has a negative value. In this case, it is because not only were there no civil rights for this group, but active persecution of it as well.


⬤ Somewhat Unequal - These nations have some civil rights abuses, though there is some effort from the government or from the citizens to make the nation a more even playing ground. Some minority groups may be ostracized, or simply lack protections from the government. Comparable nations are Brazil, Russia, and Ukraine. (ICEI 500-699)

Cosmopolitan borovan has very good gender equality and support for the disabled, but racial tensions, and above all, a complete lack of protection or recognition of any LGBTQ+ citizens, make it somewhat unequal overall. Economic opportunities are sparse as well, and the government is not representative of the people. No outright civil rights abuses of LGBTQ+ citizens or tourists is known of in Cosmopolitan Borovan, but this is something the ICEI will keep a close eye on, as it can easily turn into a civil rights crisis. The ICEI rates Cosmopolitan Borovan as ⬤ Somewhat Unequal, with major problems in LGBTQ+ Rights, Economic Parity, Racial Equality, and Political Representation. Civil rights are seen as At Moderate Risk due to gaps in anti-discrimination law and the society's propensity to disfavor of minorities. A Travel Warning has been issued for all LGBTQ+ immigrants, transgender tourists, and married non-heterosexual tourists.

Shackley is a nation which has a notable difference between de facto and de jure civil equality. Legal protections tend to be disfavored, instead relying more on the assumption of civility from the majority of the society. Unfortunately, with racial tensions high following a recent military conflict, and with the value of productivity over human life, disabled persons and racial minorities get the short end of the stick. Additionally, both the government and the society of Shackley are discriminatory and even hostile towards transgender persons. Legal recognition of transgender and nonbinary persons' gender is unheard of, and there are much fewer legal protections as a result. Additionally, with the way the government and economy are structured, political representation is weak, and economic disparity is quite high. The ICEI rates Shackley as ⬤ Somewhat Unequal, with major problems in Transgender Rights, Economic Parity, Support for the Disabled, and Racial Equality. Civil rights are seen as At Minor Risk due to gaps in anti-discrimination law and the society's propensity to disfavor of minorities.
