Position: Commissar for Justice
Name: Elisa Navarre Moreno
Birthdate: 21. July. 2003 (Assuming Commonwealther current date is 2068)
Birthplace: Atlanta, Gulf District (formerly Georgia), Commonwealther Mainland, North American Socialist Commonwealth (Post War America)
Elisa Navarre Moreno was born into a recently immigrated family in 2003. As a child she was often made to experience firsthand discrimination on account on her immigration status. Her family was radicalized as a result of increase in hate crimes in the later part of the 2010s, and the commencement of the Sino-American War. Losing her two eldest brothers to the conflict, and becoming the only child in the family resulted in much of the family pushing to get for the young Moreno best life possible. During secondary education Moreno was pressured into, but ultimately successful in taking on the most advanced courses of study available to her impoverished inner city school. Moreno was an apt student, but particularly excelled in the humanities, eventually enrolling at Georgia State University as student of Law. Moreno completed her undergraduate education shortly after the conclusion of the Sino-American war in 2025, and completed her Juris Doctorate just as the Revolution (distinct from the War for Independence) was undergoing its initial phases. Moreno was however, somewhat preoccupied with personal issues to engage properly with the Revolution in its opening and most militant phases, but was sympathetic to the revolutionary cause and did defend, pro-bono, revolutionaries in some of the few cases that made it to court during the revolution.
After the successful overthrow of the pre-revolutionary government, Elisa Navarre Moreno served in many meetings of the Southeastern Truth and Reconciliation Commission, and was deemed an invaluable legal mind among many of the revolutionaries, and her fair mindedness won many people over, both revolutionary and non-revolutionary alike. Most notable among these cases was the Tyson v. Georgia chicken farmers Commission wherein she managed to simultaneously prevent the unlawful execution of several of the representatives of the former Tyson Food Production Corporation, while successfully collectivizing the whole of the company, resulting in the formation of one the largest and most influential independently operated agricultural cooperatives in the Commonwealth
After the conclusion of the final phases of the revolution, Moreno became a rather important part of the Gulf District prosecutorial department, and was briefly considered for a position on the District appellate court. She was however tapped to serve as a legal attaché to the Mystrian expedition, and managed to assist with the securing of a number of treaties with Mystrian powers, as well as legally enforcing trade protections for socialist states in the region. In 2068 Elisa Navarre Moreno was brought again to the attention of the Foreign Ministry, and will serve as candidate for the ISC Commissar of Justice.

Location: Torusogu, North Cardwith, The Cardwith Islands
Population: 348,000
This city has seen a large population boom in recent years, as well as economic growth. During the war of independence from Hutanjia, Torusogu was relatively free of conflict and damage, but for some riots during the early days of rebellion from Royal Hutanjian rule. During the war, Torusogu was a major center for the resistance to Hutanjian and its foreign allies’ rule. Most of the major battles on North Cardwith were on the Eastern half of the island.
The city is now host to several foreign enterprises who are active in supporting the Cardwithian economy, as well as restaurants, an entertainment district, some shops and sports venues and teams. Rugby, like in the former parent nation of Hutanjia, is the most popular sport in the Cardwiths, but many aquatic activities are also popular there.
Being a coastal city, there is plenty of industrial activity at the port, as well as opportunities to see wildlife like Wishtonian seals and whales. Fishing expeditions are a popular tourist attraction. The climate is tropical and warm for most of the year, but for some cooler couple of months during monsoon season.
The Cardwiths’ major benefactor and ally, Falkasia, is a large player in security of the Democratic Socialist Republic from it’s neighbor and former ruler, Hutanjia, as well as other foreign capitalist forces. This leaves Cardwithian forces to secure the northern island.
Construction, funded by allied aid, has already began on a large complex that could house the Congress, including a large assembly area and gallery. It is inset from the coast by four kilometers for security reasons, but shuttles to the beaches will be available.
