Something you might consider for a third option would be a twisting of the real life Permitted Protest compromise. Protests are permitted in the streets only with a police-issued permit and escort, giving sufficient time to arrange signage and detour routes for commuters, and ensure safety and good order. In a meta context, that would allow for a sort of big brother, police state game response, where the government uses the excuse of permitting to monitor protestors and prohibit what they don't like.

For the sake of humor with the fallout of the other two options, those could be talked up in crazy ways. The first could incline towards something like "protestors are afraid to even use crosswalks." The latter might be akin to "Protestors must walk to their rallys as no driver will come close."

A minor item in the first option text. Where it says "...comes barreling towards" it should probably be "...comes barreling towards them."
