Elections Conclude Successfully
The New Constitutional Empire: Predictions and Surprises

Imperial City - With the conclusion of polling and the results tallied, the Enlightened Matriarchy joins the majority of the region in forming its first democratically representative government. Not a mere foreign import, these elections are a culmination of over a century of Shrailleeni republican philosophy on such subjects as the rights of the subject, the social contract, and the exaltation of the Children of the Goddess. As the first meeting of the National Imperial Shrailleeni Assembly (NISA) prepares to convene, there is much speculation as to what this new legislature will look like and what policies it is likely to pursue.

Of the 544 seats of the People's Representative Council (PRC), 234 belong to candidates who adhere to a set of politics being referred to as the Imperial Republicans. Mostly women from the states of Ra'ilti, Vangar, Sevreen, and Kurungo but hailing from every territory in the empire, these representatives will doubtlessly support the Constitution as it is without pushing for revision, and are expected to guide Shrailleeni policy in a direction more reminiscent of the mid-twentieth century. Many of them have ties to the tourism and oil industries, and have spoken vocally on the need for non-intervention in foreign affairs.

Surprisingly though, these candidates failed to secure a simple majority in the PRC. This means that the Imperial Republicans will have to negotiate with other political philosophies in order to form an effective government. Their most likely allies will be the 37 candidates representing the religious orders, who share many Imperial Republican ideals but who are also vocal advocates of defending the Leenic faith both at home and abroad. With their support, however, the Imperial Republicans will secure a majority government.

These two voting blocks will face their most substantial minority opposition from the Radical Republicans, who made predicted gains throughout Muldera but who also picked up seats in Fromathra, Ra'ilti, and Vangar. A total of 158 Republican candidates have been elected to the NISA, representing a variety of manufacturing, agricultural, and shipping communities including several candidates with ties to the oil industry. They will likely be pushing for Constitutional reforms and for increasing ties with Adiron, Novitera, and other strong regional democracies. It is likely however that they will find common ground with the Imperial Republicans on several issues of trade and economy. They Radical Republicans also claim the largest number of male representatives in the NISA, at a ratio of nearly 1:3.

One of the major surprises in this election came from the minority votes. Minority candidates mostly representing Ashlanders, Shamanists, Small Islanders, and the Navaretta won 76 seats, mostly from the Ashland Confederation, Navarett, and Kurungo but including one surprising Leenic Christian candidate from Imperial City and another representing the New Edomite feminist exile community. A much greater surprise came from the Nine Feathers, judged initially to be a fringe sect limited to Imperial city, which earned 36 seats - nearly as many as the religious vote!

The newly elected representatives will face their first test with the convening of the NISA's first session in three days. All of the empire will watch eagerly to see if this new democratic experiment will produce sound results, or if as some have postulated the Shrailleeni people are still not ready for self-government.

Meet the Matriarchs

A great deal more coverage has been done on the women running for the Imperial Matriarchate, the upper house of the NISA which will wield considerable authority in the passage of legislation and which will work closely with the Mother Empress on matters of policy. With one women elected from each of the constituent states of the Enlightened Matriarchy, the matriarchal campaign was perhaps surprisingly tame with frontrunner candidates emerging early on. Thus the eight seats of the Matriarchate were filled with few surprises. Here are the women who will wield the guiding hand of the imperial legislature for at least the next two years:

Tesseya Ressefren, Matriarch of Ra'ilti - Hailing from the northern port city of Vesfri'a, the Ressefren family became one of the forerunners of the new middle class when its matriarch Vallera Resfri'a founded the Shalben Shipping Conglomerate. Tesseya Ressefren first made a name for herself in local politics by challenging the corrupt policies of the Queen of Vesfri'a with accusations of tax farming and interference with Imperial proclamations. Tesseya was one of the few revolutionaries of 2015 who publicly allied herself to the Mother Empress over the local Queen, a decision which proved wise following the Second Enlightenment and the failed coup by the nobility. During the campaign she made appeals primarily to the populations of Imperial City and Blue Sea concerning the need for a unified economic vision and liberal trade policies, gaining a majority vote over her Temple-based opponent.

Yessara Fenin, Matriarch of Muldera - One of the more contentious candidates, Yessara Fenin was the public face of the Mulderan rebellion in 2015 which briefly overthrew Imperial authority in the industrial city. Despite the deaths of the Mulderan royal family during the uprising, Yessara is credited with preventing the Mulderan militias from engaging with Black Wing forces and widening hostilities. Following the declaration of the Second Enlightenment, she chose to negotiate with the Mother Empress and succeeded in gaining semi-autonomy for Muldera and its environs in exchange for rejoining the Imperial system and reopening the factories vital to Shrailleeni heavy industrial development. She is one of two Radical Republicans to be elected to the Imperial Matriarchate.

Vella Remban, Matriarch of Vangar - A business woman and entrepreneur from Tahlmatora, Vella Remban ran a successful campaign by appealing to the rainforest agriculture industries of Vangarra. Herself directly involved in the trade of coffee, she promised to fight for the continued growth of the forest industries by taking a hard stance against its competitors in Ayaca and against unionized labor efforts on the plantations. The rest of her platform is considered Imperial Republican, to which she made strong statements against allowing men in government, "wasteful" military adventurism in places such as Gavinium, and the need to establish Shrailleeni influence in the region on the basis of "soft power" and economic development.

Trissa Velar, Matriarch of Fromathra - One of the few surprises in the campaign for the Matriachate, Radical Republican Trissa Velar defeated her Imperial Republican opponent by a small minority of the vote. The rebellion in southern Fromathra was more violent than that in Muldera, and was suppressed by the deployment of the Black Wing and with the aid of New Edomite troops. Afterward the leaders of the republicans were found and arrested, but the Second Enlightenment partially justified their efforts and led to lenient sentencing for many. Trissa Velar was one of those who accrued only a light sentence, and even participated in the National Assembly which drafted the Constitution. She gained powerful support across southern Fromathra by promising to fight for the republican ideal, and it is believed that she was able to sway undecided voters by publicly praising the Mother Empress for the Constitutional reforms.

Princess Kalato fe Messalika, Matriarch of the Ashland Confederation - The second true surprise of the Matriarchal elections also came from the island of Fromathra, with the almost unanimous election of Princess Kalato fe Messalika to the position of Matriarch of the Ashland Confederation. The rebellion of Prince Niseyai against imperial authority, which resulted in the kidnapping of several hostages including foreign industrialists, initially led to the confiscation of the royal family's holdings and the dismissal of its titles. However, the Queen of the Messalika was able to demonstrate in court that the Prince acted against her own authority and that her family remained loyal to the Mother Empress. Afterward her youngest daughter, Princess Kalato, began a campaign to unify the Ashland tribes and begin their economic recovery through the establishment of several new oil wells. Seen as balancing tradition and modernization, the Princess had little difficulty in winning the vote against her common-born opponents.

Sevessa Vristek, Matriarch of Sevreen - Sevessa emerged as the moderate candidate from Sevreen, defeating in the elections a more radical opponent as well as a member of the surviving Sevreeni nobility. The partition of the island into two new polities consolidated the Railtic population and has left many facing new questions about the future of their economy. Sevessa has promised to represent the concerns of the plantation and fishing industries and to work to strengthen the current constitution. She also made several speeches on the importance of promoting Leenic values, and has voice support for the growth of the religious judiciary and the seat of the Mother Empress as important moderating factors in government.

Lisabet Shay, Matriarch of Navarett - The second major surprise of the Matriarchal elections, Lisabet Shay is an infamous Navarettan activist from a proud Cetan-descended lineage. The new Constitution specifies that only worshippers of the Mother Goddess can be considered citizens. As such, many Magi Navaretta are formally barred from voting, and this was expected to move the election in favor of a Railtic candidate. Lisabet overcame this obstacle on account of her suspicious but public entry into the Order of Comfort in 2016, thus qualifying herself for elections. Her election was nearly a tie, but she managed to win enough of the Leenic vote to achieve victory, a feat attributed to campaign promises made regarding badly-need Navarettan infrastructral and economic development. As a well-known Navarettan activist Lisabet will doubtless have to tread the political waters of the Matriarchate very carefully, but in her acceptance speech voice only optimism and spoke of a new age of Navarettan and Leenic Sisterhood.

Princess Zala Anbesa fe Kurungarra, Matriarch of Kurungo - The second-eldest niece of the Regent of Kurungo, Princess Zala has been active politically for the last ten years in the state and was the favorite candidate to win. Notable for her efforts in human rights and her opposition to the Kurungarran Amazons, who were declared illegal late last year, she is seen by many as the model of the enlightened nobility in a state that still holds the Mother Empress in extremely high regard. Her passionate speeches regarding the need to take a firm hand against Deadora have made national headlines of late, and she spearheaded the campaign to promote the new treaty with the Imperium of Arbites and spoke well of reconciliation.

The selection of a Matriarch of State, which will be conducted by the Mother Empress upon the first convening of the Matriarchate, could go to any of these women. However, it is rumored that Tesseya Ressefren and Sevessa Vristek are favored options within the Imperial Palace for the position.

Elections for the new Civil Assembly, having been postponed twice this year, are now confirmed to be held on December 1, 2018. Caesar Servius Ahenobarbus announced the election date, in his capacity as one of the consuls of the year. The three hundred fifty member assembly will be elected for three year terms, with all Roman citizens, regardless of sex, religion, race, or ethnicity, aged seventeen and above eligible to vote, and any Roman who is twenty years of age and above eligible for membership in the Civil Assembly.

The Civil Assembly will serve as the lower house or chamber of what is emerging as a sort of Roman parliament, with the Senate acting as the upper house. Unlike the Senate, which is elected on the basis of non-partisan ballots, the Civil Assembly will be elected on a partisan ballot, with seven political parties now permitted. The Senate has exercised some limited legislative powers of late, but now it will share this capacity with the Civil Assembly. By contrast with the younger Assembly, the Senate's members must be at least thirty years of age, though both sexes can be represented in each chamber. The Senate is elected for five year terms.

While the new, bicameral Roman parliament has increasingly acquired legislative authority, the Emperor has not abolished his own lawmaking powers or even substantially curtailed it. Furthermore, the imperial veto continues to exist against any legislation which he considers destructive. When asked if there were any laws that would definitely be vetoed if introduced, the Caesar singled out any proposals to permit female accession to the Belisarian Throne, noting that "any nation which bars male accession cannot judge us for denying the female without being hypocritical in the process. Our laws and customs make only the male sex suitable for imperial authority, which is the sovereign power and shall continue to function as such. Our mos maiorum shall remain intact. Women can hold any civil office in the councils of Roman government, which is more than men can say in certain other countries, so we patriarchal Romans are more egalitarian than some of our friends elsewhere, but the Divine Augustus is consecrated to Almighty God as the Vicar of Christ and He would not permit a woman to be His Vicar on Earth."

Ahenobarbus noted that, "in essence, Rome's constitution has always been unwritten, the mos maiorum being our constitution, the laws and unwritten customs and traditions serving in that capacity. Reforms are sometimes necessary, but we will not abandon our essential Roman laws and customs simply for the sake of change. We will maintain what needs to be preserved, but we will adapt as necessary. Constitutional reform is a grave, serious matter and should not be undertaken lightly or frivolously, but with sober, serious contemplation, deliberation, and judgment beforehand. Roman society remains governed by the rule of law, not the latest whim and fancy of the most recent developments in the social sciences."

The following political parties are registered to submit candidates for the ballot:

Also, under the newest Roman election law, enacted by the Senate with full Imperial assent, the lex Marcellina de suffragium et civitate, introduced by the Master of Offices, Count Marcellinus, the other consul of the year, all persons eligible to vote will automatically be registered to vote upon reaching the age of majority, though no citizen would be registered as a member of a political party. In order to join such a party, one would apply for membership and pay membership dues, which would be the sole lawful source of campaign funds aside from public financing.

In a remarkably aggressive raid conducted by Federal Police SWAT units, forty-one rebel Federalist Party Militia, the so-called "Blue Shirts," were killed yesterday, Sunday evening, along with five Federal Police agents and two hostages. Twenty-three rebels were arrested and the remaining seven hostages were liberated. The assault began at 7 pm and it ended by 7:45 pm. The majority of the weapons used were fully automatic battlefield rifles, sniper rifles, pump shotguns, and submachine guns, though flashbang and smoke grenades, Molotov cocktails, and knives were also used in the process. One of the hostages was also attacked with acid in the face during the gunfight, presumably as an act of revenge for the raid.

While the Leenic shrine will be returned to the custody of the Leenic Cult of the Mother Goddess, the organization to which it belonged, it must remain in the control and possession of the Federal Ministry of Justice as a crime scene, presumably until the criminal investigation is complete, Justice Minister Anton Matusik noted, something reiterated by the newly appointed Federal Prosecutor, Thea Katzakis. The previous Federal Prosecutor, Nico Barone (full disclosure, he is the first cousin of this reporter), was dismissed from office as it was discovered that he had repeatedly demonstrated a "vicious religious bias that created a conflict of interest with his public duties as an officer of the court and prosecutor of criminal law." It was not stated what the precise nature of Barone's religious bigotry was, but his social media accounts all included fiercely anti-Leenic rants and other such vitriolic commentary. Katzakis is a Christian of the Panhellenic Orthodox Church of United Valik, so has no religious ties such as Barone had to the Orthodox Magi, the preferred religious affiliation of the Federalist Party militia now being arraigned for mayhem, murder, and terrorism.

Undisclosed sources informed this reporter that while the Mayor and Chief Solicitor of Rudnik are no longer Federalists due to recent elections, the Chief of Police of Rudnik, Caspar Szkolny, is a known and avowed Federalist as well as a Magist of the Orthodox variety. Rudnik has a large Magi minority, more so than most cities, and they have had a disproportionate influence on the city's politics for their demographic, at least partly by voting as a religious bloc for the Federalist Party in the past. It is widely believed, due to recent backlash and criticism from various sources, including Mayor Oskar Oleksa and City Solicitor Lesław Wilczewski, that Szkolny's days as Chief of Police are numbered, with his termination happening at any point in the near future. The sources have informed this reporter the Mayor is especially impatient to see a crackdown on a perceived "proprietary culture of Magi control and dominance bent on persecuting dissent and tolerating abuses against the non-Magi majority of the populace."

It has been noticed, especially of late, that the former Magi members of the City Council and Zoning Commission had "gone out of their way of late to harass, intimidate, disfavor, and inconvenience Leenists more than most, singling them out more than any other sect for hostility and abuse of power to mistreat them," to quote the sole Leenist member of the City Council, Agnes Zygoda, a member of the Progressive League. The Federalist members of the City Council were all voted out of office in the last elections, to a man (the Federalist Party has a long-standing policy of only nominating men for public office).

The captured Federalist militiamen (all of them male, as women are forbidden to join) will, if convicted on all four hundred eighty-five charges between them, potentially face the ultimate penalty in the Federal Criminal Code: public execution, whether by hanging, guillotine, or firing squad. As of this moment, no one has offered to represent them in court, so it is likely that they will be represented by court-appointed solicitors instead. Criminal trials are by jury in Valikan jurisprudence, which will take some time to select, assuming that they all plead "not guilty" to the charges against them.

So ends this particular, notorious stand-off, but it does not solve the systemic problem of a wide variety of organized, heavily armed, private militias affiliated with certain political parties, trade unions, or religious bodies. The Leenic religious organization, however, has steadfastly refused to employ any kind of armed security or private militia of any kind. It remains to be seen if this continues, given the growing violence aimed at Leenists in Valik, mostly carried out by Orthodox Magi.

Leenists Slaughtered and Raped in United Valik
Shrailleeni Government Responds

Glauconeum - Two days ago The Rudnik Herald reported that members of the Federalist Party Militia assaulted a holy shrine of Leena'i in Rudnik, killing eight people and injuring seventeen. Four women were reported to be sexually assaulted, and a further nine taken as hostages. The dead included priestesses, worshippers, and at least one child, and the shrine desecrated. Coming so soon after the horrific crimes against the Enlightened committed by the mad tyrant Lucian in Gavinium Magnus, the report stirred horror and fear in the hearts of many Shrailleeni.

The Government of United Valik immediately condemned this attack, Prime Minister Stanislav Lubinski calling it a "grotesque and abominable act of mayhem and atrocity," and further advocating for an end to the nation's system of militias. Yesterday evening, the Federal Police liberated the shrine and rescued the hostages who remained, killing forty-one of the assailants. Aside from a report that one of the hostages was attacked with acid during the fighting, their condition remains unclear. Although this incident of terror is now concluded, the pain that the victims have endured and the funerals that must now be arranged must further suffer under a cloud of fear in United Valik. Will further attacks become the norm? And what, if anything, should the Enlightened Matriarchy do to ensure the safety of our co-religionaries?

The slow response of the municipal police department in Rudnik to the attack is deeply concerning for all Shrailleeni. The hatred for Mother Goddess Worship in United Valik runs deep, particularly among the nation's Magi population. It is no coincidence that Rudnik is known as a bastion of the orthodox Magi Federalist Party, with many former and even current city officials having ties to the militia.

The first response from the Shrailleeni government was from Foreign Minister Zattem Resbruck, who on Sunday issued a statement saying that the Enlightened Matriarchy was "following this horrific attack with critical interest," and that "the Enlightened Matriarchy will act to preserve the lives of all Children of the Mother Goddess if we must." Following the successful raid carried out by the Valikan government, the Mother Empress Chella Resyanna fe Shrailleen issued a public statement of gratitude and prayer for the victims.

"I commend Prime Minister Stanislav Lubinski for his swift and decisive action today, which certainly saved even more lives and demonstrated the conviction of the Valikan government to justice and security. We Children of the Mother Goddess, still in mourning for our Sisters and Brothers in Gavinium Magnus for whom help came tragically late, must now mourn yet again. The Unenlightened, who scorn our values and worship only violence, seem to spread their hatred more with each passing day. Now is a time for solidarity and righteous action. The Enlightened Matriarchy will work with he government of United Valik ensure the security of our co-religionaires and the stability of the Valikan state."

The Shrailleeni representative to the CPO has already put forward an initiative to meet the call of the Valikan government for intervention and assistance in destroying the Federal Party Militia terrorists, with primarily Shrailleeni contributions. When questioned about other initiatives to help the Leenic community of United Valik, the Matriarchy of Foreign Affairs stated that "it is our wish to cooperated with the Valikan government and local officials to help organize and support the Leenic communities there." No further details were released.

Incoming Matriarch of Ra'ilti Tesseya Ressefren issued a statement today condemning the massacre and calling for the NISA to prioritize aid and cooperation with United Valik in its opening sessions. Matriarch Yessara Fenin went one step further, promising a crowd in Muldera that she would head an effort to prioritize strong friendly relations with United Valik as a fellow democracy and supporting military intervention to help the Valikans remove the militia insurgency. Several private organizations and the Order of Comfort have stated that they are collecting donations to help the victims and their families in Rudnik, including paying for funeral services, counseling, and medical rehabilitation.

The Magi Factor

It appears certain that the attack was perpetrated on the basis of religious extremism on the part of United Valik's Magi minority group. Hostility toward Mother Goddess Worship by the Magi is nothing new, as the conflicts in Krutongo and Kurungo can amply attest to. The Imperium of Arbites, the seat of orthodox Magi worship, was for decades hostile toward the Enlightened Matriarchy and a major rival in regional affairs. Although this now appears to be changing thanks to a peace initiative between Shrailleen and the Imperium, the resentments between the two religious communities clearly run deep in many places, including United Valik.

Matriarch Zala Anbesa fe Kurungarra, newly elected Matriarch of a state with a bitter history with fanatical Magi, had strong words for the situation in United Valik, calling the Federal Party Militia "misogynist patriarchs," "terrorists," and "man-worshippers." Although she has been supportive of the entente with Krutongo, today she made it clear that she is not prepared to entirely forgive and forget. "The Magi hate everything that we stand for, and we cannot forget that. We need constant vigilance in our society, and we must be prepared to defend ourselves."

The official Shrailleeni stance on the issue has been a great deal softer, with the Mother Empress lamenting in her speech the outbreak of more religious-based violence.

"Children of the Mother Goddess and the Magi are not natural enemies. Our ways are different, but not exclusive of one another. I believe in the sincerity of the Curia's wish for peace and mutual toleration between our religions. We must not be blinded by old prejudices, and instead trust as always in the will of the Mother of All. We must seek understanding and compassion, and to correct the misguided notions that continue to foment strife between our communities."

The Divine Augustus, Titus, Emperor of Rome, denounced and condemned the violent murders, false imprisonment, mayhem, and sexual assaults in the city of Rudnik in the DMZ in United Valik this morning. He also applauded the actions of Prime Minister Stanislav Lubinski and offered, "substantial military, economic, and humanitarian assistance to the Federal Democratic Republic of United Valik in this latest tribulation which they now endure. We stand firmly with our Valikan brethren and our Shrailleeni sisters in this moment of crisis, both political and religious, and we commend the resolve of the Lubinski Cabinet in taking serious police action against these insurgents as well as seeking to ban these private militias of political partisans."

Speaking jointly with the Divine Augustus was his wife and consort, the Diva Augusta Livia Marcella, who stated, "I am a woman and this matter is of a great importance to me. I do not share the vision or principles of the Leenic faith, but any civilized country has religious freedom to at least a moderate extent, and no one deserves to be raped because of her religion. My heart breaks for the women who were assaulted in this matter, as well as for the many who were slaughtered and wounded. My husband and I pray for the souls of the deceased as well as the living victims. We also pray that God shall call these butchers and rapists to repentance for their sins and wickedness. We must pray for the peace and safety of the Valikan people."

In related news, the Emperor has decreed that the Malacanosian Legion, a force of five thousand foederati from the Roman Protectorate of Malacanos, a Hellenistic territory of the Empire just outside of the region, be mobilized for deployment to United Valik as the first such unit deployed there. Since Malacanos came under imperial rule earlier this year, the Legion has been the first such legion levied by the Protector of Malacanos, Count Justus Florianus, formerly Legate to New Edom. Prefect Daedalus Costas is the commander of said legion. The deployment will take at least some time to mobilize for, not to mention time spent in transit, but once it arrives, it will be a significant presence. The Emperor has also ordered that the Airborne Legion prepare to deploy to United Valik if granted permission by the Federal Government of United Valik.

Update:

The Roman Senate has approved an economic and humanitarian assistance package worth 108 million NSD as an "initial aid grant" for United Valik and its "people and government." The Emperor is expected to give his assent to the decree, making it the law of the land.

Count Marcellinus, the Master of Offices, today announced that the Caesar, Servius Ahenobarbus, has formally been engaged to marry to Her Royal Highness, Princess Blanca of Free Garza, widow of the late Edomite President, Brigadier General Perrin Pahath-Moab. Princess Blanca is also mother to the only son of the late President, Stephen Pahath-Moab the Younger. This will be the Princess's second marriage and the Caesar's first. The Caesar, of course, is the heir presumptive to the Belisarian Throne, the designated successor in the event that the Divine Augustus, Emperor Titus, should die without a son above the age of majority.

The Caesar is a war hero and military veteran, having served in the Imperial Marines in the East Bara campaign against the Anarchists in New Edom in 2013. He was wounded during that campaign as a tribune and left the military to become a historian and later a diplomat. He has also served as Master of Offices prior to becoming Caesar. He was the immediate successor of the disgraced Statius Gallienus, now in exile in Ghant. He succeeded the Augustus as Caesar some time after the Emperor ascended the throne.

HRH Princess Blanca is the youngest sister of His Catholic Majesty, Diego IV, King of Free Garza, and upon marriage, the Caesar would become the King's brother-in-law. Given the recent talks about strengthening Roman-Garzan relations, this is clearly a step in that direction. Garza is apparently also in talks with Rome about leasing rights for the Imperial Roman Navy in Garzan ports and for the Imperial Air Force in potential air bases there.

By a very party-line vote of 373-27, the Federalist Party and United Proletarian Front being the sole dissenters, the Federal Assembly has approved a bill called the National Peace, Unity, and Order Act, whose purpose is to formally disband all private and partisan militias. The Rudnik Incident, as some are calling the attack of the Federalist Militia on a Leenic shrine, as well as the Ministry of Justice raids that exposed the Federalist Party's and Militia's links to an organized crime and human trafficking syndicate called "The Association," have both contributed heavily to the passage of said bill, as has strong support from most religious entities and the leaders of most parties, including Prime Minister Stanislav Lubinski.

An attempt to add stricter gun control to the bill, however, was defeated handily by a vote of 295-105, again in a party-line vote, with only the Progressive League voting in favor of the amendment. The measure was apparently an opportunistic effort to take advantage of the crisis to push a political narrative against the constitutional right to keep and bear arms. Naturally, it was a miserable failure and rightly deserved to be, as a serious affront to and breach of the natural and constitutional rights of the citizenry.

Now, of course, it remains to be seen whether or not the bill can be passed in the Senate.

Seven hundred illegally organized Federalist Party militiamen have seized Parliament House, the Prime Minister's residence, and much of the government district of Glauconeum, including City Hall, as well as three TV stations and four radio stations, in an apparent armed insurrection and attempted coup d'etat against the Federal Government. A sort of "rump" Federal Parliament, composed solely of Federalist Party deputies, has assembled, called for Federal Prime Minister Stanislav Lubinski, whose location is unknown at this time, and his entire cabinet, to resign. They have declared the formation of a "Federal Provisional Government" and suspended the 2013 Constitution.

It remains to be seen what the Prime Minister, if he is even alive, his cabinet ministers, including Foreign Minister Talia Tsaros, and President Dvora Aziz might do as a result of this assault on the Constitution, democracy, and the rule of law in United Valik, to say nothing of the armed forces, the Ministry of Justice police, and Patrian Order, as well as other political parties and their recently disbanded militias, as well as trade unions and the various workers' militias. However, shots have reportedly been exchanged between Federalist Party militia in both the capital and other cities, and the municipal and provincial governments of most cities and provinces have apparently refused to accept the alleged authority of this so-called Provisional Government, headed by Federalist Party Chairman Janos Magyari. Magyari's claim to be Interim Prime Minister and President has also been denounced by most mayors, city councils, provincial governors, and legislatures.

For now, at least as of this moment, habeas corpus has been suspended and Federalist Party militia appear to be trying to control the streets and seize power in other cities throughout the country, including in the DMZ. Magyari has called for the CPO peacekeepers to withdraw completely from Valikan soil and accept the "2019 National Revolution" in United Valik. Magyari has also called for foreign governments to recognize his rule and he has formally denounced the disarmament provisions and clauses of the Treaty of Beaulieu, indicating a refusal to comply with them. He has especially appealed to the Imperium of Arbites Materia and the Curia in particular, as well as the God-Emperor in Serrice himself, for recognition and alliance at this time.

Gunfire has been exchanged in the capital city of Glauconeum between Federalist Party militia and regular Federal Army units that have prevented the Federal Ministry of Defense from falling into Federalist Party control, and which have also guarded police stations that haven't fallen, as well as guarding the foreign embassies of New Edom, Ghant, New Othman, Rome, Shrailleen, and Adiron from potential assault. There is some dispute as to whether or not an actual attack on said embassies were intended, but Federal Army brass loyal to Lubinski have insisted that while his condition is unknown, he would have feared for the safety of foreign diplomats from these countries in particular and for any Valikans who might have fled to the embassies for refuge.

Update: It has been confirmed, by Federal Army sources who asked not to be named, that Federal Prime Minister Stanislav Lubinski was slain during the assault by the Federalist Party militia, that Federal President Dvora Aziz is in hiding, along with Foreign Minister Talia Tsaros and most of the cabinet. Tsaros is reportedly unhurt, but President Aziz has been injured, though how severely is unclear. As of this moment, Tsaros hasn't appeared publicly, but the sources in question confirm that she claims to be the lawful acting head of government of United Valik, and that she has reaffirmed a recent request to the Roman Government for military assistance to crush the "lawless insurrection of these fascist pigs."

Anti-Leenist Fanatics Stage Coup in United Valik
Mother Empress Calls for Immediate Intervention

Radakat - The Glauconeum Herald reported late yesterday that the Federalist Militia of United Valik, infamous for conducting the rape and murder of 25 Mother Goddess Worshippers in the city of Rudnik, have launched an attempted coup against the government. As of this hour Federal Prime Minister Stanislav Lubinski is reported dead, and the President in hiding. The capital city has become a battleground between Militia forces and those still loyal to the elected government, with several embassies including those New Edom, Ghant, New Othman, Rome, Shrailleen, and Adiron being placed upon guard upon suspicion that the Militia is likely to make them military targets.

The Federalist Party Militia, led by Chairman Janos Magyari, has declared the formation of a "Federal Provisional Government" and suspended the 2013 Constitution. He has also rejected the implementation of the Treaty of Beaulieu regarding disarmament. In Rudnik, where Shrailleeni humanitarian aid volunteers had been sent to tend to the grieving Leenic community and seek justice for the perpetrators, it was reported before communications were lost that Federalist Militia members appear to be murdering all non-Magi citizens at will. This is of course in keeping with their history and radical Magi ideology.

The incident has sparked alarm throughout the Shrailleeni Empire, convening an emergency session of the NISA and prompting a swift response from the Imperial Palace. Foreign Minister Zattem Resbruck released a brief statement early this morning, stating that: "I said after the massacre at Rudnik that the Enlightened Matriarchy will act to preserve the lives of all Children of the Mother Goddess if we must. The events in United Valik have placed the necessity of military action at the forefront of Her Enlightened Majesty's considerations. We gave the Mad Tyrant Lucian too much time to consolidate his insane rule, we shall not make the same mistake in United Valik. Naturally the Enlightened Matriarchy does not recognize the leadership of Janos Magyari, and we will continue to support our friends in the legitimate elected government of United Valik."

Sources here in Kurungarra indicate that all military forces of the Enlightened Matriarchy have been placed on high alert, and the fleet at Keepar Naval Base has apparently been deployed into the gulf.

The Emperor of Rome today accepted the call of acting Prime Minister Talia Tsaros for Roman military intervention, declaring the Federalist Party an enemy of Rome and vowing to "to restore law and order to United Valik and bring these renegades to heel." Legislation has also been introduced to the NISA today which would provide the Mother Empress with the power to intervene in United Valik as she sees fit, in order to secure the legitimate government there and to protect both Leenists and other religious groups targeted by the illegal regime. The legislation is expected to pass nearly unanimously, and none of the Imperial Matriarchs have spoken against it.

In the meantime, the Matriarchy of Foreign Affairs has issued a moratorium on all travel to United Valik. Shrailleeni citizens are urged to leave the country as soon as they are able, and to contact the Shrailleeni embassy for assistance. The embassy itself will not shut down until all Shrailleeni in the country are accounted for.

His Catholic Majesty, King Diego IV, has broken his relative silence on the matter of the LGBT protests in New Edom by stating, categorically, that, "While we do not believe that most of these protesters are Homofront affiliated, as was alleged by Princess Jocasta, there remains a considerable risk of continued Homofront infiltration, however uncertain, and the Edomite state has every right to investigate both the shootings, the bombings, and any alleged Homofront connection.

"It seems to be that the only human rights issues that matter to these neoliberal democracies is LGBT rights, but that only affects a percentage of the populace in any given country. Who will speak for the human rights of all nations, of ordinary people denied bread, land, the right to vote, the right to hold public office, the right to an unbiased police force, the right to fair trials, etc.? Where are these champions of civil and human rights then? Conspicuously silent. Perhaps they need to expand their understanding of human and civil rights and consider this, as well as the rights of the unborn who get slaughtered in the womb every day of the year through abortion."

I can add almost nothing to this, for as true and pious Catholics, surely, we have no fault to find with the words of His Catholic Majesty, a moral force for the good and the right in this world. Once again, King Diego IV shows us moral clarity and a firm commitment to the path of Christian principles. I would simply like to affirm my own applause to this strong moral stance of His Catholic Majesty against the vicious, hypocritical platitudes of the ignorant and hateful of this world, who as the Scripture stated hated Christ as well as his disciples.

CEO of Largest Tech Company in Nueu Regensburg Arrested and Deported for Visa Fraud and Illegal Business

In a model of police work and investigation, Samuel Saarberg, CEO of Gallinium Technologies was apprehended by a task force of the National Police in his hotel yesterday. He and thirteen other high-ranking executives had committed visa fraud by attempting to gain government contracts under tourist visas. Gallinium Technologies also failed to notify the Ministry of Trade, about their intention to do international business in San Carlo. Also, according to a source inside the National Police, the group of foreign businessmen had also been charged with conspiracy to commit visa fraud in the future. All fourteen of the men were deported and given ten year bans on reentering San Carlo, and their names have been submitted to the Organization of Ayacan States for an extended ban over all of Ayaca.

The Task force was led by Police Procurement Sergeant Luis Naranja, Procurement Corporal Angel Cambeiro, and Immigration Sergeant Tomas Iglesia. All three men are being rewarded with good conduct medals, for their exemplary efforts to uncover such a scandal against San Carlo by a foreign business. When asked for comment, Angel Cambeiro said, “We just want to do what is right by our nation and people.”

The men are being praised by both the president and the congress for their efforts. The Foreign Ministry has stated that it has filed an official complaint with the Nueu Regensburg Embassy, and has decided to reevaluate how visas are given out in that nation.

All in all this has been a proud day, showing the world that San Carlo cannot be pushed around.

Government Offensives met with heavy resistance

A major offensive conducted by forces of the Imperial Columbian Army and their tribal allies has met with stiff resistance after only a day. Particularly around the village of Ja'aek'ro, where the Third Infantry Brigade has attempted multiple attacks, strong enemy positions have proved a barrier to the progress of the offensive. Reports from the frontline are scarce and much information is confidential but it appears that enemy forces have strongly entrenched themselves in the Northern Deserts of New Oakliffe Province and New Adeleux Province. Casualties are supposedly low on both sides and casualty lists are scheduled to be released at 8 am each morning.

Governor-General Laurenstowe, before leaving for a Gala in the Union of South Ceti, commented on the planned offensive, stating: "Our brave forces, well-equipped and trained will have no problems in dealing with the enemy, no matter how tenaciously he resists the inevitable. Our allies in the Imperial Native Confederation will, too, show their infinite martial prowess in the coming fight. It seems clear that the offensive currently in planning will put an end to hostile resistance in both the Northern Deserts and the Protectorate of Ei'che'het." It appears that the Governor-General's enthusiasm may have been misplaced, unfortunately, he is unavailable to comment.

Celebrations at yesterday's closing bell of the Avantine Stock Exchange.

Shock waves ran through Gallows Street in the past couple weeks as several large nations have submitted their membership applications to the CTO. Neue Regensberg, Cossack Khanate and the Solisian Union first. Mounting pressure to not be left out in the economic sphere have also brought in the nations of New Edom and Adiron. Economic experts on Gallows Street predict the Empire of Shrailleen is soon to follow. New development prospects in Arcologia, combined with the stunning growth of CTO membership has driven the D&D 500 up 112 points with markets continuing to climb.

Chairman Lucas North addressed the nation yesterday evening on the steps of the Directorate Center.

"We named the Cornellian Trade Organization, Cornellian, for a reason. This is a pact meant achieve mutual prosperity for all Cornellians. To give the ordinary man access to all the goods and services the region has to offer. So that the lives of entrepreneurs and most of all the consumer, can be empowered. The Second Tower of Babel

A new ambitious project is being undertaken in Heselory, Calirma, bringing the attention of much of the nation. The Calirma Tower is on a trajectory of becoming the tallest building in the region and will dominate the Heselory skyline. Several real estate private equity firms and banks are invested in the building the monument which has been nicknamed "The Second of Tower of Babel."

To those who do not know, the Tower of Babel is an object of Judeo-Christian mythology. Sources differ on the story but from what we here at Savvy Novi understand, the Tower of Babel was constructed by humans after the great flood in an effort to reach the heavens. The God of the Christians confounds the speech of man (a mythological explanation for the different languages spoken across the world) and scatters them throughout the world. Sources differ on whether the Christian God destroyed the tower or simply scattered humankind. But the main point is that interesting parallels have been drawn between the Tower of Babel and Calirma Tower.

Christian Devereaux, Project Director, speaks on the matter.

"It's a funny thing to call it although there are similarities I have to admit. The Tower of Babel could be a metaphor for arrogance. That man tried to reach the heavens themselves in defiance of God. From what I have read it is a cautionary tale against hubris. In many ways, Calirma Tower is an act of defiance. I wouldn't necessarily say against God, if one exists, but against nature. I believe, as many of you do, that man is meant to defy nature. Look at the cities we have built, the technology we have produced, our command of the skies, our ability to cross entire oceans and survive in the harshest climates. To defy nature has always been our path and I think our ultimate destiny.

Heselory has less high rises than Avantine because it is an earthquake prone city. We intend to build this heaven reaching skyscraper anyways using new stabilizing construction technology that makes it possible. Calirma Tower will serve as an example so that Heselory too can achieve the same glorious skyline as Avantine one day. What man has produced will sweep away the limitations of the world placed there by nature. Or God, so to say."

Mythology aside, we at Savvy Novi are inclined to agree that to build Calirma Tower will certainly be an act of defiance. It will be the tallest building in the world built in a city not meant for tall buildings at all. Many firms have already signed on to lease space within Calirma Tower and the investors are close to securing all the space. There will be three observation decks at different levels and the top floor will consist of a restaurant and lounge.

Although it is not all smooth sailing for the project. Plenty of labor has been brought in from several countries overseas for construction. There have been delays and mishaps due to language barrier communication issues between foremen and laborers prompting concern from investors. Whatever the case, Christian Devereaux has ordered the project press on without delay.

Civil Guard Squad Massacred in Arcologia

Lone Survivor Rescued by Ashabi Hero!

A squad of Civil Guardsmen who were stationed in Arcologia as part of a peacekeeping mission, were betrayed and slaughtered by the very savages they were trying to protect. 11 of the 12 guardsmen were hacked to pieces with machetes and other hand tools with one young man barely escaping with his life as he was out patrolling the perimeter of the village when the violence occurred. The young survivor, identified as Carlos Blanco, informed us that his comrades were striped naked and their weapons and equipment stolen from them.

Blanco was forced to flee into the jungle after firing off all his ammunition at the assailants. Forced to leave his navigation equipment behind and hunted by a hostile mob, Blanco became disoriented in the forest. Fortunately, he was discovered and rescued by Captain Karzan Javanai who was out risking his health on a one-man recce of the jungle. Captain Javanai quickly put aside the differences and wrongs of past conflict, and drove Blanco to safety, before returning to the village and personally leading the charge to put down the rebels and avenge the fallen guardsmen.

“He was like no one I have ever seen before! When he could not use his rifle, he used a pistol. Closing still, when he could not use his pistol, he drew his knife, and still led the attack. He fought like a lion. I owe my life to Captain Javanai, and I will never forget the dept I owe him.” A tearful Carlos Blanco reported.

The office of the president has announced that Javanai, popularly known as the “Shield of the Republic” for stopping the Edomite invasion of Ashab, will be given an award for valor.”

GHISH – Father Marcos Jimenez, a Chacoan Priest, has been awarded the 2018 Ismos Peace Prize for his humanitarian work in Ashab following the civil war that ravaged that country. Father Jimenez was supposedly the runner-up to last year’s award, which was captured by Ghantish Prime Minister Nymun Izarbegiratzeak. In a statement released from the Ismos Peace Committee, the reasons for awarding Father Jimenez are elucidated upon:

The Ismos Peace Committee has decided to award the Ismos Peace Prize for 2018 to Father Marcos Jimenez for his humanitarian work in post-civil war Ashab. These efforts include building schools for children in poverty-stricken areas, providing food for the starving, medicine for the sick and ensuring that the worst off citizens of Ashab, be they Intaki or Catholic, have the basic needs necessary for life satisfied.

Father Jimenez has shown what impact one man can make in a dangerous situation and how a dedication to humanitarianism can improve the lives of thousands of people who have been deprived basic human rights as a result of poverty, famine and war. Father Jimenez’s dedication to serving the poor and needy regardless of race or religion is of profound importance in a world increasingly divided on those grounds. The Ismos Peace Committee wishes to express the hope that others may be inspired by his efforts to make the world a better place.

The Ismos Peace Committee focused especially on Father Jimenez’s aid to those affected by war regardless of race or religion. Sources from inside the San Carlo embassy in New Columbia say that a military airplane from Neue Regensburg violated the sovereign territory of New Columbia and landed unannounced at the airport in their capital. The arrival caused chaos at the airport with local air defenses ready to shoot down the incoming C-130 aircraft. Instead of arresting the foreigners for an illegal act, the visiting Regensburger Colonel was apparently welcomed with open arms and brought into a meeting with their highest military command. Alone this should be a novel, if not worrying event, but with the recent past of Neue Regensburg government tied companies violating our laws it is distressing to say the least.

What is also distressing is that out southern neighbor, who is a puppet run by foreign imperialist masters has apparently decided to ignore the actions of these law violating adventurers and welcome them to high level secret talks. What does Neue Regensburg want with Ayaca, and more specifically, San Carlo, and what have they done to buy off the New Columbia, and by extension the Vionna-Frankenlisch government to assist them? Clearly that extremist nation of German kin-slayers has made peace among themselves and is looking for new lands to sow their chaos in. In my 25 years of journalism, I have not seen such blatant disregards for the laws and peace of other lands.

I believe that we need to call upon the government to step in and to make sure that our southern border is secured. Already it is an open mess, with bands of armed Indian savages running wild and spewing rebellion. What happens now though if the New Columbians actually get off their bottoms and crush the wild threat? Then we have a Regensburg friendly, foreign run colony on our doorstep. We must put pressure on the president to do something. He sits in Seville, praising himself for the work of the National Police, but I ask you, has he really secured San Carlo? Ministery of Internal Affairs reaches deal with Khanda forces


Minister of Internal Affairs Venu Raj said that Khanda radical forces in the Montz province had agreed to strike a deal with the MoIA over land and political disputes.

“Commander Bachchan has been very cooperative throughout the peaceful process and we have reached middle ground”, Minister Raj said Tuesday.

Khanda, an armed group that exerts power over the northwestern Montz region, released a statement today saying that it would cease attacks against government and civilian infrastructure, and that it was willing to follow the agreement “with a light heart”. Previously, Khanda members were known for seizing outposts and police stations, which significantly decreased the Cossack government’s authority in the area.

In exchange for ceasing attacks on Cossack assets, the Ministry allowed Khanda members to run for office in the local area (previously prohibited), gave them more authority over the local jurisdiction and law enforcement, and allowed them to purchase assault-grade weapons. The latter was the most significant part of the agreement, signed yesterday. Assault weapons are for sale even to civilians, but known members of various groups, including Khanda, were not allowed to purchase them, until now.

When asked if he thought the decision would impact the relationship between the Cossack government and Khanda, Minister Raj said “I don’t think so. This was a win-win situation, and they also have a history of combating communist, anarchist, and Helsentian forces. I only see further cooperation from here”

Cossack force in Lanorth settles in as fighting stalls

The several thousand man-strong Lanorth Intervention Task Force that established a base in Sajelik, Lanorth have been stationary for the past week, officers report.

“The Cossack task force here, along with the Vionna-Frankenlischian Imperial force, have both held our positions for several weeks now. A platoon of ours had a major firefight with anti-government forces in Vanatol, where our forces were able to bravely hold out against well-armed enemies until Tyronian police and military were able to arrive. We estimate 12 soldiers died in combat, we don’t know how many others are wounded. We have not received word from the platoon commander,” said Marshall Chander Keo, commander of the LITF.

He also said that he thinks that “the Cossack and Imperial forces will end up playing a historic role in stabilizing this country, and that this will lead to a future of cooperation and goodwill between all of our countries.”

New Edomite Rail Directorate to lay high-speed double track

FINEBERG, New Edom-- The National Edomite Rail Directorate, in collaboration with Kehrahn,, has planned to lay a high-speed double track from Fineberg to Kehrahn City but it has yet to finalise the mode of financing for the project which will cost billions of rupees, said the railways minister on Tuesday.

“We, along with Kehrahn, will lay a double track from Fineberg to Kehrahn City with minimum speed of 160 (kilometres per hour) and maximum of 260 if and when we get the go-ahead from the government,” said Minister of Transport Obadiah Quent.

He was speaking to media at the Levi Dathan Rail Station after seeing off the first scheduled cargo train under public-private partnership on the Fineberg-Kehrahn route. He was accompanied by Rail Director Dolores Maccabee.

The Minister said that after a planned meeting with the President of the Council and Finance Minister that the Monarchs would soon announce a decision on the source of financing for the high-speed rail project – whether it would be an investment, loan, build, operate and transfer mechanism, public-private partnership or joint venture.

“The decision is to be taken by the Monarchs and this will be decided before October 23 so that work can be kick-started,” the minister revealed, adding old railway tracks, which would be replaced by new ones, would be utilised for other routes later.

“As we are laying a railway track network across the country, the increase in train fares has become inevitable,” he remarked. He blamed previous administrators, particularly Free Congres, for the increase in fares as corruption on their part had caused price hikes and inflation.

He also announced that employees of the Rail Directorate would be promoted on the basis of grades. Mr. Quant also urged the business community to play its role in steering the Rail; Directorate out of the financial crisis because the economy could not grow until wheels of trains were not in motion.

Minister Quant suggested to them to pay in advance or arrange bank guarantee worth C50 billion for the Rail Directorate to help it recover from steep losses. Against the assistance, the railways would hand over all cargo trains to them for transporting import and export goods from Fineberg to upcountry dry ports.

At present, around 35 freight engines and dozens of wagons are lying in the parking yard of the railways. Cargo movement via trains cuts freight charges by a minimum of 20% compared to roads while transportation time comes down to two days from Fineberg to Nass compared to three days via roads. Under the new service, they will run five cargo trains a week initially. The number of trains will be doubled to 10 by the end of next month . Later, a maximum of 20 trains will be run in a week in March. The key to success of the new service will be its punctuality, accuracy and pre-defined timings for departure and arrival. Each cargo train would have a capacity of carrying 75-80 containers of 20 feet each.

NISA to Debate CTO Application
Shrailleen's Economic Future In Question

Imperial City - The People's Representative Council today introduced legislation which would lay the foundation to join the Enlightened Matriarchy to the Cornellian Trade Organization. The highly divisive subject is expected to bring intense debate among the representatives, with no clear indication of whether it will be adopted or not.

The proposed legislation will allow the Matriarchy of Foreign Affairs to submit an application for entry into the Cornellian Trade Organization, or CTO. It will also contain legislation that will lay the groundwork to begin applying the statutes required of membership. The most important of these will be the elimination of tariffs for all imports from CTO member nations.

The CTO is a multinational, regional organization based on the principles of free trade doctrine. The CTO eliminates all barriers to trade between member states, provides judicial recourse for trade violations, and includes methods to strengthen international property rights and antitrust laws. Originating in the heavily corporate United Federation of Novitera, the organization quickly encompassed several Ayacan and Acheronian states. Most recently, its membership expanded to include the Republic of Adiron and the Holy Empire of New Edom, two of the region's largest economies and vital Shrailleeni trading partners.

The government of the Enlightened Matriarchy has viewed the CTO with some suspicion since its inception. Since Her Enlightened Majesty began an ambitious modernization program to Shrailleeni industry and infrastructure upon assuming the throne in 1985, protectionist policies have created a burgeoning domestic arms industry and enabled private manufacturing firms to achieve success in the construction, automotive, and shipping industries. The prevailing theory in government thus far has been that these sensitive industries require protection, or will risk collapse. This would make the Enlightened Matriarchy dependent on foreign, patriarchal manufacturing for its growing needs. There is also great concern, especially among Imperial Republicans, of the potential unemployment crisis if agricultural and manufacturing workers are laid off in large numbers.

However, many say that the entry of Adiron and New Edom into the organization has changed the situation completely. Formerly the Enlightened Matriarchy was able to do business with both CTO member nations and non-member nations in relatively equal portions, bypassing some of the difficulties placed against it by the CTO. Now that two of the empire's most important trade partners have joined the organization, it is predicted that Shrailleeni trade will be negatively impacted, possibly to the point of another recession. Shrailleeni businesses have begun petitioning the government to take action before the Enlightened Matriarchy can be left out of important trade deals in an increasingly hostile market.

The legislation was sponsored by a group of representatives from some of the empire's largest industrial and shipping areas. It includes members from both the Imperial and Radical republicans, creating a broad coalition that could achieve a legislative victory. However a great deal of resistance to the joining the CTO remains among dedicating Imperials, and sparked outright demonstrations among the Nine Feathers in Imperial City who have vowed to defend Shrailleeni native industries with their lives if necessary.

There have been no statements yet regarding the possibility of entry into the CPO by representatives of the Imperial Throne.

CTO Application Bill Passes PRC

Imperial City - After many weeks of sometimes fierce debate, the bill to authorize the Enlightened Matriarchy's application to join the CTO has passed in the People's Representative Council. The divisive measure will now be sent to the Imperial Matriarchate for further deliberation.

In the end the measure passed by just 14 votes, by an order of 286 to 258, making it the narrowest measure to pass the PRC since its creation. It was supported by a coalition of Radical Republicans and dissenting Imperial Republicans, as well as representatives from the Ashland Confederation and a select few of the Temple representatives. Taressa Vallenden, a Representative from the Enlightened Queendom of Ra'ilti who ran on an Imperial platform but strongly supported the measure, made this statement when the vote was resolved:

"Our Enlightened Matriarchy cannot ignore the inevitable any longer. With the majority of the region's strongest economies joining the CTO, forging our own path will become unnecessarily difficult and time-consuming. We owe it to the Shrailleeni people to ensure their economic prosperity. This measure will allow the Shrailleeni Empire to simply join the CTO, smoothing trade barriers for all of our territories and strengthening both our trade and investment opportunities. Any other course would be ultimately to our detriment."

Her speech was given to a Council Chamber that was rapidly thinning as members of the opposition movement walked out. Specifically in violation of decorum were the members of the Nine Feathers, who vehemently opposed the bill on the grounds of absolute Shrailleeni sovereignty. A spokeswoman for the Nine Feathers offered this statement to the press shortly afterward:

"It is unthinkable that any Shrailleeni would willingly put our Enlightened Matriarchy at risk of falling into the hands of morally vacant Noviteran bankers or greedy Cetan investors. At the very least we are more than capable of going our own way, on a case-by-case basis, as we always have. Let foreigners come to us begging for our trade, as is their place. Our biggest trade partners, New Edom and Adiron, already enjoy free trade with our empire. We have nothing to gain from this, and everything to lose."

The Nine Feathers have drawn criticism recently, not least of which on accusations of forming a political party in the PRC in violation of the Constitution. But the vote proves that they are not alone in their concerns. Many Shrailleeni are wary of allowing foreigners possible economic control over the Enlightened Matriarchy. However experts say that these fears are mostly unfounded and based only on a suspicion toward foreigners.

With the measure passed, speculation has begun on how the Imperial Matriarchs will decide the matter. Three of the eight Matriarchs have voiced their support for the measure, the most vocal being Vella Remban of Vangar. However, they will have to persuade two other members of the Matriarchate in order for the measure to be passed. At that point it will be placed before the Mother Empress for ratification. The Imperial Throne has still not made any formal declaration regarding the matter, but is expected to do so ahead of the IM vote.

Matriarchy of War Announces Downsizing
64 Battlegroups To Be Placed On Reserve

Imperial City - A spokesperson for the Matriarchy of War announced early this morning a major effort to downsize the active number of Imperial Army Battlegroups. The decision will release nearly 930,000 personnel from active duty, but the Matriarchy says that it will be highly beneficial for the military as a whole.

The cuts will be made entirely from the the Motorized Infantry Battlegroups, retiring Battlegroups 11 to 72 and retaining just ten. Motorized Infantry Battlegroups have famously been considered somewhat of tired tradition within the Imperial Military, under-equipped and under-trained. They have functioned mostly as a holdover from the pre-1985 tradition of military service as public works, as well as providing nearly one million Shrailleeni with financial support from the Imperial government. Although supposedly assigned trucks, artillery, and a variety of small arms, the Matriarchy of War stated that the majority of these Battlegroups lacked ammunition and sometimes even weapons.

In their statement, the Matriarchy said that retiring the Battlegroups would get rid of combat-ineffective units, free up much-needed arms and ammunition to the rest of the Imperial Army, and save millions of shicks that could be better spent on enhancing the combat readiness of the empire's more technologically advanced Battlegroups. The reduction will be accomplished in stages, to allow the nearly one million personnel affected to find other work as well as to efficiently reallocate resources. Additionally, most of those soldiers affected will become party of the Imperial Army Reserves, to be called upon only in the event of significant foreign threat to the sovereignty of the Enlightened Matriarchy.

The decision was ultimately made by Her Enlightened Majesty the Mother Empress, and required no legislative approval. Although the NISA could dispute the measure, only a small minority of Representatives voiced any disapproval, and it is not expected to be contested. The Temple also voiced its approval for the measure.

Northern Acheronian Mutual Rail Development Talks in Progress

FINEBERG, New Edom-- Ministers, Department Directors and developers have begun a series of talks to formalize agreements on what is being called the Mutual Trans-Acheronian Rail Development Agreements. In order to maximize trade, particularly between CTO nations, rail improvements and development through areas lacking highways is being proposed between the governments of New Edom, Novitera and Jedoria. Hostillia may be considered for development following the success of present talks.

Many considerations are going into these talks, including financing, available labour, contracts, agreement on rail gauges, pricing, and establishing a fair standard for freight contracts according to CTO principles.

Minister of Transport Obadiah Quant has expressed great optimism about the talks, and points out that they have actually been ongoing on an exploratory basis since 2016. “Now,” the Minister reported, “We are going to be sitting down to discuss the basis for making policy decisions which will improve and modernize rail transport throughout the northern parts of the Region. As freight transport increases, we hope to see it increase to other parts of the continent along with peaceful trade.”

Leading all considerations from the Edomite side is Count Thomas Lalery, Minister of Finance, who continues to lead all things economic among the advisors to the Monarchs on the Council of Ministers. Together with the Ministers of Trade, Transport, the Directors-General of Labour, Resources and Industry, it is hoped to Almighty God that the best foot will go forward to prepare the way for the growth of our nation’s economy and the richness of our Empire’s treasury.

The CTO expansions has business and government alike pondering how the various member-states can effectively comply with its numerous provisions. Enacting of statutes to align each member-state’s economic legal framework to align with CTO policy is one issue at the forefront. The State Department expects this to be an ongoing process. A problem seen as possible to be solved in the short-term are contractual disputes that may arise in day-to-day transactions has firms worried about cost overruns in litigations. One issue that has interested parties concerned is the CTO’s articles involving arbitration and arbitration enforcement.

Wade Setsuko, Director of International Trade had this to say, ”Generally, arbitration agreements are a good cost saving practice for any business contract entered into. But a lot goes into those agreements. Under what contractual law should the contract fall under? What forum do the parties use to arbitrate the contractual dispute should one arise? How are the arbitrators selected? Keep in mind, under the CTO provisions, all arbitration awards are binding which makes this a very important part of any commercial contract. Think of how hard it will be to get a solid arbitration agreement now between international parties. Every company will want their nation’s laws, their nation as a forum and to select their own arbitrators.

Before, it was not so difficult. Companies of CTO nations were generally willing to accept Noviteran contractual law to govern. Along with the Noviteran Arbitration Association selecting the arbitrators. We do have very sensible contract legal framework and have been practicing arbitration to settle contractual disputes for some time now. The CTO member-states and their companies recognized it as fair. But with these new nations, we foresee more difficulties when private parties are trying to come to an agreement.”

Foreseeing problems in the future for these arbitration agreements, a coalition of Noviteran corporations, law firms and the national government is sponsoring the first Avantine CTO Convention. Leading the convention will be Wade Setsuko himself.

“This is both a private and public sector event. We are inviting the CTO member-states to send a delegation of their best legal minds and commerce officials, along with their official CTO Delegate, to achieve three things.

First will be opening talks on integrating the new nations into the CTO. Many of the new members will need to enact or repeal certain statutes to comply with the CTO Articles. The removal of trade barriers through legislation and change of regulatory policy being the main thing. But also adapting their judicial systems to factor in CTO policy in disputes. We want to prevent an overflow of cases going to the CTO Courts. Instead, have the bulk of the matters settled in each member-states’ courts. Better to deal with this sort of thing now to save on litigation costs.

Second, the creation of the CTO Commercial Code. It will not be a binding statute on any nation per se. This is so that private parties have another option to select when creating an arbitration agreement. It is very likely that private parties of different CTO member-states will need a ‘compromise choice’ when they cannot agree on which nation’s contractual law shall govern the contract they are about to form. Private parties can still select any contractual legal framework they want of course. Noviteran law, Edomite law, Shrai, Adiran, Terician, Chacano...whatever. Private contracts are private contracts. This just gives them a more neutral option. Naturally, we will need member-states to recognize the CCC as a legitimate code of law to govern commercial contracts when private parties do elect to use it.

Third is the formation of the International Arbitration Association. This would be an adjunct but independent body from the CTO that parties could turn to in order to fairly select arbitrators should the arbitration process be necessary. There is a Noviteran Arbitration Association already with its own rules on who can be an arbitrator and how arbitrators are selected for a contractual dispute. It has worked very well for us in the past. But we believe we need something more internationally inclusive to get the new and enormous batch of foreign companies that are now part of the CTO to trust it. Again, this gives private parties another neutral option when determining how arbitrators are to be selected. They will be able to have the IAA do it for them which, should the convention be a success, will do so in an impartial and neutral manner.

Is all this really necessary? Technically no. That’s the beauty of the free market and arbitration agreements. The parties can decide for themselves all these things themselves. But we believe it will become necessary by de facto as disagreements arise during contract formation that will unduly burden the business process. We are offering options that all member-states and their private parties can see as fair and neutral given that they’ll all have a hand in creating them.”

Benefitting from the CTO Convention is the annual Avantine International Technology Exhibition which hopes to see a much larger crowd than previous years. Foreign and domestic companies are already bidding for space at the Aka Teien Public Events Center, University of Avantine Stadium, Ishukone Stadium and Tolly Stadium.

AITE Director Niko Yukisane commented, “We’re hoping for a large turnout this year. Of course you’ll see the big names. Today, the Empress has given her blessing to the state concerning the confirmation of an alliance with Vionna, Regensburg, and the Cossack Khanate. With great pleasure and delight, much of the population greeted this confirmation with joy and relief as they realized that their country would no longer stand alone as a stranger to this region.

Meanwhile, Her Majesty has given word to the government that she would want a request given to Vionna in the hopes of strengthening relations with their new ally and in the hopes of sending a battalion of volunteers to assist them in their fight against rebels in New Columbia. The government has also issued requests to the populace for donations of money, food, water, and fuel to the people of New Columbia.
