This world diverges from our own in September 19th, 1983, when a certain Colonel Stanislav Petrov is assigned to a training seminar on Soviet Officer practice. As a result, the command of bunker Serpukhov-15 - a major Soviet missile monitoring station - falls instead to a different Soviet officer. When the computer monitoring system detected several US nuclear missiles approaching Soviet airspace, the young officer followed protocole and immediately alerted the Kremlin to the data he was receiving. Fearing that the United States had launched a first strike in order to put a definitive end to the Soviet Union, within minutes of the report Soviet leaders decide to retaliate, and launch their nuclear arsenal.

The Americans, also believing that their enemy have launched a first strike, proceed to launch their own arsenal. Minutes later, other nuclear states have launched their own arsenals. By the time the first alerted missile is proven to be a false alarm, it is too late. Thousands of nuclear warheads subsequently detonate over targets worldwide. Nuclear holocaust engulfs the globe. Firestorms stretch across the world, and dust fills the atmosphere, sending the world into a nuclear winter.

Within hours, millions have perished. The total death count, including those having perished from famine and other related-causes, is estimated at just over a billion; a fourth of the world's total population. For close to a decade following the Third World War, most of the northern hemisphere was embroiled in horrifying accounts of cannibalism and the breakdown of order. Yet, eventually, the world calmed. Though chaos still reigns, order is beginning to be restored, and the world rebuilt.

Now, thirty-five years after the fall, many areas of the world have coalesced into new nations and states, eager to emerge from the chaos better than before. All is not rose-tinted, but there is hope yet for progress. While this hope persists; famine, disease, and an overall lack of resources still continue to provoke conflicts and wars across the globe, and without a unified voice, humanity is far from free of this dark age.

Perhaps one of the worst affected regions outside of the former United States, the former United Kingdom was essentially destroyed as soon as the bombs fell. With a reliance on food imports, a high population density and a total unpreparedness for nuclear war, the pre-war United Kingdom suffered hard during the Great Collapse. But there is now a slither of hope, as the Three Powers of Alba, Wessex and the North rise from the ashes.

Continental Europe

France, Spain, Italy and other NATO members on the continent were targeted by Soviet nuclear weapons. That being said, none were harder hit that West Germany. On the other side of the Iron Curtain; the same story, reversed. The only pre-war state to have survived the fall into the modern age is Switzerland, owing entirely to it's neutrality and defensible position among the Alpine range.

Eurasia

Neither the advantages of an inadvertent first strike, nor the preparations for this scenario were sufficient to save the Soviet Union and its satellites states from the thousands of nuclear warheads that rained down upon the land as the Third World War unfolded. But the thousand suns were only the harbinger of the end: the nuclear firestorms soon traded place with a seemingly everlasting winter, bringing back famine, and death to Eurasian lands to a scale never seen before. With an abundance of weapons available from military stockpiles and vast swathes of land to conquer, what once was the Soviet Union is now a land of conflict. Many new polities appeared in the aftermath of the collapse — minority states rising anew, military-run territories, or even haphazard successors of the previous government — but the most notable of them is a familiar face: the surviving pre-war government of the Soviet Union, arising out of their Moscow shelters to re-enforce the authority of the Party of Lenin over the entire Union, no matter the cost.

When the bombs dropped, the Subcontinent was already primed for war. India’s and Pakistan’s armies stared at each other from mountain top and glacial peak. Islamic radicals infested Pakistan’s borders, fleeing the War in the Afghanistan. Sikhs in Northern India were under siege in their golden temples. When Moscow launched their first strike and the Americans retaliated, Prime Minister Indira made her choice. One by one, the great cities of Pakistan were reduced to radioactive rubble. The Fourth, and Final, Indo-Pakistani War had begun. Armored columns from both sides collided as their aircraft dueled for control of the skies. India plunged deep into the disorganized state. Soon after the nuclear hellfire engulfed Pakistan, India herself felt the unholy flames of atomic fire upon her cities. China, for the same reasons as India, launched her own strikes upon her enemies. New Delhi, Kolkata,and the whole Gangetic plain felt China’s wrath. In turn, India nuked the cities of Southern China. The war between Pakistan and India bogged down as each state collapsed. Southern India united together, untouched by nuclear fires. Pakistan and Northern India dissolved into a collection of warring states and armed groups.

Association of Nations

The Association of Nations was born from the ashes of the world in the year 1998, in the Indian capital of Bengaluru. Fifteen years after the bombs dropped, fifteen years after diplomacy and the United Nations ceased to exist, India lit the fires of global community anew. Through radio and courier, over land and over sea, India reached out to the surviving states in the new world. From all corners of the world, India gathered representatives in its capital. The new Association of Nations was born. Each state sends a representative to live in Bengaluru in the AoN complex. Representatives usually live in Bengaluru for about a year before taking a trip to the home country.Representatives from more advanced states, such as Indonesia, return home more frequently. India operates a series of passenger liners that collect representatives from states that lack the ability to get to Bengaluru. The Association of Nations is a much looser organization than the late United Nations. It mostly fosters global communication and trade.

Well, don't ask me, I'm trying to imagine how it would work out.
Russiyskaya Respublica is most def too long and too much of a mouthful, so, just call me Russia or Russian Republic, officially though it's "Russian Federal Republic".

Government Type: Confederal Republic
Brief Explanation of Government: The Government of the League is a confederal republic comprised of separate entities with significant autonomy in internal affairs. To date, these entities include three free cities, the Republic of Michigan, and the Commonwealth of Columbia.
Leader/s: The current president of the League is Benjamin Sutter, a native of Traverse City who has lived in Sault Ste. Marie for the majority of his life. His vice presidents include Eric Chambers and Helen Clay. The free cities are governed locally by councils varying by locale, notably Traverse has a Doge. A common congress is based is Sault Ste. Marie, with representatives appointed from all League territories to create a common vision for the government.
Relations The League attempts to maintain cordial relations with those it comes in contact with, often trying to absorb them into its own structure if their belief sets are found to be compatible enough. It considers some of its larger neighbours a threat to its existence, owing to aggressive military nature or religious fanaticism. Airship expeditions are organized to attempt some sort of continental communication with other polities, though communication outside of North America is likely nonexistent.

Religious Situation:Freedom of Religion is guaranteed by the League charter, though a branch of the Roman Catholic church survives in Columbia. No contact has yet been established with the papacy in Italy. A church based off of former Amish and Mennonite groups exists in Michigan, known as the Church of the Restoration. Other Christian groups make up the majority of the religious makeup of the League.
Culture(s):Culture varies with a general midwestern base in the League, from Metropolitan Sault Ste. Marie to the trading cities of the Great Lakes. A Finnish resurgence has been seen in the Western parts of Columbia, to the point that a large minority of the population can now claim to speak Finnish as a first language.

Military Info
Army: The League army comprises of a core of highly trained, disciplined soldiers, and then the rest of the adult populace, all of which are trained at least one year in the armed forces as a militia. Hunting and wilderness survival is heavily emphasized as a desired skill set in the League.

The professional army is comprised of 20.000 men and women, equipped with gas masks, steel helmets, and bolt action rifles. A quarter of these are the heavy infantry, equipped with a form of body armor as well, sufficient to deflect many small arms and primitive weapons, but likely useless against more modern arms. Any serviceable modern weapons are given to this group, as they will be able to make the most use of them. Expeditionary forces of 1.000-2.000 soldiers are sent to areas considered to be of interest to the League to secure militarily, usually dangerous areas still ruled by the fall, or recent applicants to the League that are in need of more concrete protection during integration.

Gatling guns are manufactured in addition to bolt action rifles, and are equipped to a variety of the League's equipment, from armored trains to ships to attachments to infantry groups. Plans have been made to replace these with more advanced machine guns once more reliable manufacturing is available.

Poison gas is manufactured mostly in Michigan, and is also purchased from the Grand Rapids Republic, it is to be used as a weapon of last resort in the event of truly problematic enemies.

The League maintains a small number of airships, which in times of need may be used as bombers by the military, but generally are not owing to the fact that they are lifted by hydrogen.

Navy: The navy is largely comprised of mid size wooden schooners, armed with sufficiently advanced cannon and gatling guns to deter piracy on the great lakes. Three ironclad warships powered by steam and armed with more significant combat ability are also present for more belligerent threats. The primary focus of the League navy is the protection of merchant vessels on the Great Lakes and sufficiently navigable rivers.

Other Info
Goals: Expand to fill states currently touched, mostly Wisconsin, Minnesota, and Ontario. Michigan Expansion is planned, but owing to the high density of independent polities, it is considered that a more diplomatic approach likely will be taken, in order to preserve the populations of that area.
History: First came the fall. Millions died in nuclear hellfire that ravaged the continent. Then came the long night. The great lakes froze for years, while ash and smoke dimmed the sun to a pale disk of cold light. Food could not be grown on farms, and those not wiped away by the bombs soon faced the new horrors of a nuclear winter.

Brief Explanation of Government: In spirit a continuation of the pre-war Soviet government, with the primacy of the Communist Party institutions over the government proper. The major changes are the informal consolidation of the positions of General Secretary of the Communist Party and Chairman of the Praesidium of the Supreme Soviet, making its sole holder the undisputed head of state of the Soviet Union, as well as the provisional direct rule of the all-Union government over the Russian SFSR.

Religious Policy: State atheism remains the main promoted "religion" but the Soviet policy of controlling the various churches continues
Religious Situation: On one hand, the destruction of the Third World War managed to convince many that God left, or perhaps died, and drove them to atheism. On the other, the chaos and hopelessness of the world has instilled a reinvigorated sense of spirituality into others, be it in the form in devout Christianity that even the Russian Orthodox Church has trouble to control, or brand news post-apocalyptic cults.
State Ethnicity: Officially the state ethnicity is the nebulous concept of a "Soviet people", but de facto is Russian, even more so than the pre-war USSR given that it is mostly reduced to Western Russia for now.
Other Ethnicities: The more significant minority is Ukrainians, but you can still find the minorities of the Soviet Union in their respective lands, and Moscow remains a cosmopolitan city.
Slavery: Official document would never call it so, but the Gulag has been created again and the Soviet government makes use of forced labour for a variety of tasks such as large infrastructure restorations projects or coal mining in the Donetsk-Don PSSR.
Ethics: The core of the Soviet Union is in Moscow and generally consider their survival to be thanks to the Soviet government, and as such are quite accepting of Soviet totalitarianism as long as it keeps them alive and safe. Outside Moscow, where dissidence is more tolerated, can be found many people that don't share that sentiment in full, but will still agree that the relative protection offered by Soviet rule is worth the taxes and occasional trouble. Direct access to the Sea of Azov has been recovered only recently, and the current Soviet Navy lack experience for large-scale operations in seas, making it dependent on support from the Black Sea Fleet remnants which keeps delaying pledging its allegiance again to the Soviet Union.
Levying: Same as the army, although it also recruits Black Sea Fleet support and mercenaries for most of its Azov and Black sea operations.

Owing to a major programme of civil defense established in the Second Interwar period, a significant population of the urban centres of the Soviet Union were able to survive the nuclear attacks in the number of bunkers established. Despite the city being one the single most targeted area in the Third World War, the network of shelters in Moscow and most notably the Moscow Metro served their purpose well, with the quasi-integrality of the Soviet leadership in Moscow on 26 September 1983 evacuated in Metro-2 facilities. The remnants of the Soviet government were quick to re-establish contact and over the Metro and other shelters, despite being challenged in a few conflicts collectively known as the Metro Wars, the most important being the Green Line Pamyat Incident. Large scale surface activities would start a month later, with the Soviet government enforcing its authority over the remains of Moscow and coming into conflicts with several survivors groups in the Surface Wars.

Driven by a need for food, the Soviet Union was quick to start campaigns of re-enforcement of its authority in the European Soviet Union, expanding along the major railways and the Volga river, bolstered by a number of loyalists remnants of the Soviet Armed Forces. After subjugating the areas around Moscow and east of the Volga, the Moscow Government looked south, coming into conflict with the Don Hetmanate and the Astrakhan Khanate, defeating them both at the Second Battle of Stalingrad and paving the way for expansion into the coal-rich Donbass, which has grown to be Mossovet's second most important area after Moscow itself. Eastern expansion is currently dependent on the results of the Battle of Kazan against the Idel-Ural Federation, with northern expansion being stalled in Valdaysky National Park but continuing along the Severnaya Railway. Under General Secretary and Chairman of the Presidium Gennady Zyuganov, the country's expansion has started with reinvigorated strength as part of his Second October Revolution programme.

The Velites of the Nova Roman Army are the skirmishers of the legions, heading into battle first to harass the enemy with a mix of guns, bows, and crossbows as their weaponry. Expert marksmen, they are fast on their feet and a much needed force in the legion. The Nova Roman Legionary is a heavily equipped soldier, his armor is made up of recolored SWAT and Riot armor thus giving him extra protection from melee and ballistic weaponry. He also is armed with a shield, either a riot shield or a ballistic shield (albeit the ballistic shields are more rare than the common riot shield), those in training however are given wooden ones as to keep the shields needed and supplied to the legions. For weaponry they are armed with their trusty gladius, their short sword whenever they need to enter into melee combat. They are also equipped with sawed-off shotguns which to them are called pilum, using them in close range to devastate enemy soldiers. Lastly, some are armed with longer range rifles, so that when in testudo formation they made be able to stand or crouch between the gaps of their fellow brother's shields and fire upon the enemy. Rotating to ensure fresh troops are always at the front. Finally, the equites. They are the cavalry of the roman legion, being armed with a round riot shield and given both a spear, gladius, and a sawed-off shotgun (pilum). Perfect for flanking and heavy shock charges.

Unlike many would like to believe, the Nova Britannian nation doesn't refuse to use technology, it instead embraces it. Focusing production into the creation of riot shields, riot armor, and guns and ammunition. They also have more dedicated jobs as such for blacksmiths and carpenters, to create the gladius and roman siege weapons respectively. While the replacement of the more specified swords and siege weapons are difficult, the other equipment is quite easily replaceable, especially a legion's shields.

The Nova Britannian Army focuses heavily on discipline and formation fighting, thus training is put as a must and communication is necessary. Which has led to the Nova Britannian adoption of the hot air balloon and short range radios to ensure that a legion can be properly coordinated. With Generals giving orders safely from above and leaders of units capable of relaying those orders, it gives the Roman Legion an edge in all battles.

Navy:

The Nova Britannian Navy or Nova Roman Navy is made up of 3 Famous-class cutters, all of them having been laid down before the nuclear launches in 1983, but left in a state of neglect afterwards until the Government officially took control of them. In which they finished and launched them, adding them as valuable flagships to their fleet. Other than the cutters, the Nova Roman fleet is mostly made up of a mix of wooden paddleships with great wheels to propel them. Along with other recreation of Roman ships using a focus on sails than that of oars. Numbering in at least 24 Nova Roman Navy controlled paddleships and with around 125 other ships.

Marines are in charge of defending and boarding ships in the event that they either have to board or are boarded, being the only line of defense to protect the defenseless rowers. They are mostly armed with bolt-action rifles to focus on accuracy than ammunition expenditure, as well as given the usual sawed-off shotguns for close range and then gladius for melee combat. But the main defenses and offensive weapon for the wooden ships are the Roman onegers capable of firing flaming balls onto other wooden ships or onto land, bringing devastation. While the paddleboats are given what modern weapons that could be fielded onto their hull, such as mounted machine guns and a platform for a crude copy of the M16 multiple rocket launcher to be fired in any possible direction. All but the cutters are capable of being manufactured, and the discipline of the navy is severely lacking as the army is given more attention in its campaigns.

The FZS is a federation of 4 semi-autonomous states that make up the entirety of the island. Although the state governments are responsible for regional matters, such as policing and taxation, the federal government is responsible for national portfolios, such as defence, economic matters, and foreign affairs. This arrangement makes politics in the FZS complex, as any new legislation must comply with both federal and state laws. As a rule of thumb, if there is no existing laws as to which government takes responsibility on an issue, it falls to the federal government. Each state government is made up of a legislature with a governor at its head, while the federal government is made up of an elected President, Vice President, and a federal legislature composed of an elected 3-person delegation from each of the 4 states.

Relations Due to its location and lack of reliable marine transport, the FZS is a isolationist nation. Its main foreign relations are with the groups on the North Island, where all of their exports go. The federal government has established cordial relations with Tasmania, but has no contact with the rest of the world.

Religious Policy: The federal government has so far refused to install any sort of religious policy, and has left the matter up to the states, who have also left the matter alone.
Religious Situation: The FZS has no dominant religion. Christianity is the largest religion in terms of followers, but Judaism and the doomsday cult the Children of the Division also have several thousand followers. The nation also has a massive irreligious population, with nearly half of the population identifying as such.
State Ethnicity: The dominant ethnicity is European, as 85% of the nation is descended from European immigrants.
Other Ethnicities: The largest minority is the indigenous Maori population, making up about 10% of the nation.
Slavery: The FZS forbids slavery on a racial grounds. However, temporary enslavement of criminals as a punitive measure is permitted.
Ethics: The citizens of the FZS are generally tolerant of the federal government and its version of democracy, as long as they continue to be employed. However, the semi-autonomous nature of the states means that citizens are just as likely to identify with their state as they are with the nation, and federal attempts to assert dominance are likely to spark unrest.

Commander Selection: Commanders are primarily selected through merit, although popularity among the troops has occasionally overruled this.
Weaponry: The Army mostly relies on pre-war weapons and ammunition, with limited amounts of new weapons and ammunition coming out of the factories of Christchurch. The Army has no armour to speak of, and relies on non-standard tactical vehicles for transportation.
Sophistication: The Army is capable of basic offensive operations against untrained enemies and can mount an effective defence against comparable forces if given adequate preparation time. However, most Army troops are employed as police forces, and are not highly trained.
Levying: The standing army is made up of a mixture of recruits and conscripts, but federal law allows all persons between 17 and 30 to be conscripted. However, a cap has been enacted on the number of potential conscripts, to prevent an economic collapse.

Commander Selection: Naval commanders are selected entirely on a merit basis.
Weaponry: The Navy relies entirely on four old patrol vessels for maritime operations. It also commands a collection of coastal batteries that monitor the coastline of the FZS.
Sophistication: Because the Navy lacks any sort of modern ships, it is unable to carry out any sort of offensive naval operations. Its ships are mostly used to patrol the coastline and maintain its hold over the Cook Strait. Naval personnel are trained to the same standard as Army personnel, and can be relied on to carry out basic tasks; however, they are unable to carry out any complex naval operations, due to a lack of equipment or training.
Levying: The Navy is made up of transferred conscripts and recruits from the Army's personnel pool.

History:
At the time of the War, New Zealand was in a slump. The economy had gone into a recession, the 1981 Springbok Tour had exposed deep social divisions, and the government had responded to these issues by attempting to drag the nation back to the 1950s. As a result, most New Zealanders were too distracted to pay attention to global tensions and, when the War kicked off, New Zealand was initially unaffected. The nation was not targeted for attack and was too small to be economically significant; as a result, New Zealanders were able to prepare for the oncoming nuclear winter.

Although the winter killed many citizens, most of the nation's population managed to survive, thanks to the region's isolation and agricultural basis. The collapse of the global economy, however, had destroyed the nation's export market, and without any way of generating revenue, the government quickly approached collapse. Finally, in 1986, the South Island declared independence. The federal government in Wellington was unable to prevent the secession, and as the North Island continued to descend into chaos, the communities of the South Island began to form new nations. By 1995, these nations had solidified into four competing states, but the split of the small island meant that the island's resource chains were disrupted and unproductive. In a bid to overwhelm their opponents, in 1996, the states of Dunedin and Aoraki created the Federation of Zealand States. Although it was originally intended to support economic growth, by 1998, the FZS had grown to become its own political entity, and both states had informally ceded control of international affairs to the new federation. In 2001, Manapouri joined the Federation, and in 2004, North Island did the same.
