Doesn't narrow it down much when you describe it like that.

The English are routinely cast as wankers. Being easily-writable all-purpose wankers seems to be our purpose in works of fiction.

If there's ever someone with an English accent in an American show, I'll put my money on them being exposed as a secret hatchet-wielding serial killer before the series is out.

EDIT: BTW, I know Trainspotting is a British film.
