So, there's not actually any genocide going on, and Dio's talking out his ass, but there are forced relocations on the suspicion that there's ISIS involvement or sympathies in the communities being forced from their homes.
Absolutely shitty, but not even remotely close to genocidal tendencies. If anyone's actually committing (or, at the least, was committing genocide), it was Daesh.

If we go by United Nations definition then no it's not genocidal to do a forced population migration however it is illegal and considered ethnic cleansing.
