The Prime Minister is determined by whichever party gains the majority of seats in the Forum following National Elections, which occur every six years. Per Gandoorese law, a party may 'nominate' any party member for the office of Prime Minister so long as they are a Member of the Forum at the time of the election and, per tradition, it is typically the party leader. Regardless of whoever the party nominates for the office of Prime Minister, they are required to resign from their seat in the Forum upon taking office. The Prime Minister may only serve for a maximum of two six-year terms. They are also the Commander-in-Chief of the National Military of the Democratic Republic of Gandoor.
The Forum is the legislature of Gandoor, it is a unicameral legislature with 1000 seats, 125 for each administrative division. The Forum is responsible for the creation of laws (although laws must formally be signed by the Prime Minister in order to pass into law, the Forum can vote to sign it in lieu of the PM if they refuse to pass a law) and the approval of any declarations of war proposed by the Prime Minister. The Forum can also call for a motion of no-confidence every three months. If the motion passes (which requires a simple majority of 501 votes), then the Prime Minister is required to immediately resign from office and the current Head of the Forum (The Head of the Forum is not officially a Member of the Forum but is responsible for taking roll, overseeing debates and votes, maintaining proper parliamentary conduct [they can order a Member to leave the premises for conduct unbecoming a politician for the rest of that day's meeting or suspend them for up to one month from all Forum procedures], and can serve as a tiebreaker vote if necessary] becomes the new Prime Minister and finishes the term. (Much like in the United States, if the current term was less than halfway finished, then that counts as their first term and they can only serve for one more term, but if the term was more than halfway finished, then they can serve for two additional full terms)
In addition to their duties regarding the creation of legislation and the appointment (and potential removal) of the Prime Minister, the Forum also recommends judges to be appointed to the High Court by the Prime Minister. These recommendations are not considered binding and the Prime Minster may choose to appoint someone else, but it is considered proper for them to appoint who the Forum recommends. (Judges on the High Court can serve for 15 year terms before needing to be reappointed with no limit for how many times they can be reappointed)
Each of our eight administrative divisions, called yons, are governed by a House, a unicameral legislature of 150, and led by a Governor. As a unitary state, any powers that the yons hold is limited to the powers and authority that the Forum has delegated to them. Yons have limited authority to create their own laws and may only create laws that pertain to subjects delegated to them. Some of the subjects that have been delegated to the yons include: law enforcement (there is technically only one police force in Gandoor but the yon divisions operate independently while still being accountable to the national minimum standards of police conduct and behaviour), education (partially, they must meet the national minimum educational requirements and standards but may set their own standards beyond the national requirement), agricultural policies, hunting law, construction and housing (the central government is responsible for public housing, however), and notary law.
The Gandoor City Capital District, who have no representation in the Forum, has many of the same authorities and powers delegated to them as the yons, but lacks a House and a Governor. The Capital District is instead led by the Mayor of Gandoor City and the City Council of Gandoor City, who have authority over the other towns located within the Capital District as well.
