THE YEAR IS 2024. Larger than life figures walk the Earth, heroes and villains who battle in elaborate costumes and under legendary names. At least, that’s how things used to be. They say that the days of villains are over, that the war has been won by the heroes. These days, villain groups are far flung and scattered, while superheroes are some of the largest celebrities that society has. The Grand Union, the largest network of villains that the world had ever known, fell in 2010 after pressure from almost every hero organization in the world teaming up during what was known as Operation Falling Tower. The world, they said, would see a new era of peace with the elimination of organized metahuman crime and terror.

Or so they told us. Supervillains didn't die. Some of them went to smaller groups and avoided the attention of the largest heroes, and others went underground. The remnants of the Union, the largest group of supervillains ever created, were in the group that went underground and continued building up their strength for a future return. Their ranks, decimated by deaths and retirements, following Operation Falling Tower. Their strength, dwindling. But their goals? The same thing as ever. Power, in a world where some individuals are naturally poised to seize it.

Replenishing the ranks of the villains is a necessity, to fight back against conventional authorities and superheroes alike. As such, Operation Osiris began in 2023. The goal? Find young metahumans that are approaching their primes, who have criminal records or criminal attitudes, and bring them to a secure location to be shaped into the villains of the future. This location, within the organization, has been referred to as Phoenix Academy because it personifies the entire organization's ability to bounce back from near complete destruction.

This is not a college for those who want to save the world. Or for nice students who have perfect grades and never get into trouble. No, this is one for the outcasts, those who get in trouble for picking fights and winning them, the ones who have a bad record and an even worse attitude. These people are no longer the outcasts, but at Phoenix Academy, they're the majority. And some of them might just have the power to destroy city blocks on a whim. What do you say? Welcome To Phoenix Academy


What is this? It's another RP set in a superhero universe that looks at the other side of the battles, the villainous one. It has an academy format, of course, which I decided to go with after having success with Fates and Futures, which lasted for about three months before problems and inactivity caught up to the RP. This RP is built on some of the same things: an immersive world that has a decent amount of lore behind it, one that we'll be thrown right into the middle of because of our position within one of the most important factions in this world.

Don't think of this RP as one thing. There's social elements, action elements, and things should get pretty dramatic at times. We're students, but not the type to sit around in classrooms all day and write papers. Training is a bit more hands on at this academy, and obviously, everyone here is learning to be a career criminal. Things get more interesting when you consider that a vast majority, or possibly all of the students, possess superpowers. Expect a mix of experiences ranging from internal politics within an organization of supervillains, to actual clashes with heroes in the field. Expect to play a part in the return of villains, in a world where the most prominent have already been eliminated by legendary heroes.

Just remember... You are not the biggest fish in the ocean, either within the Union of Villains or outside of it. Become overly ambitious, bite off more than you can chew, or turn against the leadership, and you'll definitely get a lot more trouble than you bargained for. In a world like this, there's no do-overs. Take too many risks when the stakes are the highest, and you'll likely pay for it.



The World In 2024


The world here is much different than the one that we know. Yes, there's metahumans, but that's not the only change. There's also some geopolitical shifts that make the world far more tense, something that should come into play in the future for us. There's also a number of factions that you should be aware of. We won't have to deal with all of them, and they don't all need to be memorized, but this is the section to come to if you need to brush up on the lore of the world for the sake of building your characters, making your posts accurate, or other reasons. Below, you'll find information on key subjects about the world of the RP ranging from the global political differences to the main enemy and/or allied factions.

The superpower boom began in the year 1889 with what is known as the Nova Scotia Incident. The incident involved an alien vessel crashing through the atmosphere and slamming into the ground, sending a fireball into the air that was about the size of a nuclear bomb being detonated. Surprisingly, however, the ship’s construction was sturdy and its hull would survive the fuel explosion, keeping the crew inside the ship alive. Investigation by citizens of the nearby city St. John’s would reveal that the crew wasn’t human, but alien of origin, just like the entire starship was.

These people, despite their alien appearance and origins, would turn out to be more familiar to humanity than anyone imagined aliens would be. While the appearance and details aren’t exactly the same, they would become known as elves rather than their native name on Earth, because of their striking resemblance to the race popularized by fantasy fiction. Whether or not there really is any connection is something unknown. The elves that crashed into Earth, after all, don’t display similar traits such as not aging. They do, however, have a much higher proficiency for powers.

Cut off from their people, who were supposedly from the planet Cyentha, these survivors settled into the human world and mingled with the locals quite well. Soon after this began, superhuman powers that are similar to those possessed by most Cyenthans, or ‘elves’, began to appear in humans. Some believe that the Cyenthans carry a bacteria in their bodies that can trigger the growth of powers in some people. Others believe that there was some kind of secret intentional effort to make humanity more like the species that it was now hosting. Regardless, the numbers of superhumans started off small but by the time 1900 rolled around, they were growing and wouldn’t stop.

It still took until about 1965 for powers to become something that was more “common”, and not rare enough that most humans wouldn’t ever see a metahuman. At that point, many metahumans had passed on their genes to their children, giving them and their children’s children the ability to develop powers and so on. By the turn of the millennium, metahumans had become a common thing. Even if they were still rare compared to the vast majority of the populace, which has no powers to speak of.

There are two types of powers. Non magical, and magical ones. The differences can be blurred at times, but the key thing to understand here is that magical powers work based on manipulating energy from other planes of existence. It’s how a light mage can form their light based attacks, or how a dark mage can do the same but with a different form of energy. The strength of mages depends on their link with their plane, which can generally be established through keeping a clear head and meditating to build the bond over time. It’s not easy, and most mages don’t live up to their full potential and give up on making their bonds stronger. Mages who have bonded well to their plane, however, are very effective.

On the other hand, powers are more like an extension of the body for non magic users and don’t depend on being connected to another plane. They may be hard to learn and master, yes, but the process is more or less internal and doesn’t require a connection with any other plane, or the risks that come with connecting to another plane and accidentally summoning the beings from there. These powers are generally more specific and less versatile and open ended, but they’re much easier to improve in and more non magical metahumans are operating at their maximum potential compared to mages.
Geopolitics Overview

The world in 2024 is similar to our own, but not completely the same. The big difference is that the largest conflict between countries still revolves around capitalism versus communism. In this timeline, China remained Maoist rather than reforming its policies to become more of a capitalist society, and the country didn’t become the world’s producer of goods. Rather, China has taken up the USSR’s role of exporting communist ideals across the world, creating a sphere of influence in Asia that includes the Philippines, Vietnam, Cambodia, and Laos. Their influence can be seen in Africa too, particularly in Zimbabwe, Algeria, Libya, Egypt, Mozambique, Ethiopia, and Somalia.

Another large event is the American invasion of North Korea in 2019, which was triggered by nuclear threats from the latter and was ended conventionally in about a week due to the American use of metahumans in the conflict, which aided in the destruction of the North Korean leadership and in the destruction of every nuclear launch site in the country. No nuclear warheads were detonated during the war, something that was only possible through metahuman reconnaissance revealing every hidden location where they were being stored. When Pyongyang fell after the defeat of a disorganized and scattered North Korean military, the country was put under occupation by the United States and its allies while some remaining military members began an insurgency near the Chinese border.

Because China never became the world’s factory, nearby India took up that role and would increase industrialization and exports to the rest of the world. Tensions, however, are at an all time high between China and India, with the former funding Naxalite rebels in the latter nation. India has become a power in its own right, with the second largest economy in the world in addition to the largest population. Many of its problems, such as overcrowding, are beginning to go away thanks to the increased wealth brought in by its exports and by the foreign factories that call the country home.

One other change is the rise of metahuman mercenaries, who are involved in fighting almost every war in this era. With some metahumans having the power to take out cities, they understandably are considered valuable assets for anyone waging warfare. There’s a number of metahumans and groups that will fight for those who pay the right amount, and there’s also metahumans that are regularly conscripted to fight in various conflicts with varying levels of controversy around this practice, depending on the locale. It’s more seen in communist countries, but it happens regularly in the west, too.
Demons

These hostile beings can be summoned from certain alternate planes, but don’t expect them to be friendly. If they can talk to humans, we’re not aware of it yet, and you can’t reason with them. So don’t even try. Demons are the aggressive apex predators not just of Earth but in every part of the universe that we know of. They’re stronger than other magical beings and in addition to having boosts in certain magic types, typically fire and darkness magic or some blend between the two, they have extreme physical strength and great speed on top of that.

Again, it’s a bad idea to mess with demons. They don’t come around very often, because they have to be summoned either intentionally or unintentionally from another dark plane of reality for them to show up. But if you see one, you’re better trying to get out of the way. The average demon is about sveen feet tall and could throw a very heavy main battle tank or even a large plane. In other words, their strength is inhuman, and demons have other ways too of being the top hunters in the world.

There’s also such thing as half demons, although these are never created through willing means. Half demons retain their human traits and even their human personalities but… They’ll suffer from over aggression and animalistic urges to attack whenever threatened. These people will thirst for flesh and blood, even if they look normal on the surface. But in return for putting up with these troubles, half demons have some abilities of their own and possess weaker versions of the demonic strength and speed boost, as well as highly enhanced likelihood of gaining powers. There’s not very many half demons at all that don’t know some form of magic, usually well.

Angels

Just like demons exist, albeit not in the traditional sense, there’s a second species that inhabits the alternate planes that desires to help humans rather than oppress them and murder them like demons do. Angels can be considered positive spirits rather than negative ones, with both balancing each other out as angels and demons fight a seemingly endless battle between one another. This war, for the most part, is out of the eyes of humans and exists somewhere outside of Earth.

Angels don’t have as many of the physical advantages that demons do, but they have an even more greatly enhanced proficiency with magic, in this case light magic. They also seem to have the ability to grant powers when on Earth, sometimes doing this for humans that are viewed as “deserving”. What the criteria is for this, is something that’s still unknown. Just like summoning a demon, summoning an angel is something that’s very time consuming and expensive even for the experienced mage.

Cyenthans / "Elves"

Cyentha is a planet not too different from Earth. They’re the only alien species that we’ve come into contact with in this galaxy, and it would be years and years before the Cyenthans found where their vessel on Earth had actually went. The original Cyenthans arrived with that crash in 1889, in Nova Scotia, but it wouldn’t be until 1990 that the rest of the Cyenthans caught up with them and found out where Earth actually was. During that time, we as a species would discover that the Cyenthans are a people like us, living divided on an alien world and only finding faster than life technology by disassembling an ancient engine.

People feared an invasion, but Cyentha, despite its starships, was in no state to invade anyone. Not once the fighting went to the ground, and not the sky where they had the more advanced tech by far. Furthermore, humanity seemed to benefit from their presence. Thanks to a certain bacteria carried in the bodies of Cyenthans, used during puberty to generate abilities, a certain percentage of humans have developed abilities of their own. The numbers are lower compared to the 93% of the Cyenthan population that displays some kind of ability but it’s still something.

Physically, most Cyenthans have fair skin and brown, white, or blonde hair, with elf like ears and eyes that may vary in colors, including some non human colors. They tend to be a taller race compared to humans but have a similar internal biology and general appearance. They do not have significantly longer life spans, with the technology on Cyentha only being marginally better than what we have today. Rather than inventing the tech themselves, their starships were only generated through reverse engineering, bringing them here.

However, they do have the advantage of having a much higher rate of developing powers, and those who do not gain powers are almost considered outcasts in their society. Typically, boys will develop their powers between 16 and 18, while girls tend to develop them between 17 and 20. There have also been cases of developing powers later, but these cases are more rare and make up a small minority of the overall amount of cases.

The planet of Cyentha itself is divided between the Democratic Union of Cyentha and the Kingdom of Cyentha, but most Cyenthans living on Earth are now detached from this conflict and integrate well with the human cultures around them. According to Cyenthans on Earht, the culture back home is closer to a more martial one with an emphasis on duty and loyalty over individualism, driving some Cyenthans to come to Earth to avoid persecution for disagreeing with these popular stances.

Humans and Cyenthans are incapable of having children together, with too many smaller details of their biology not matching up. This, though, hasn’t stopped some humans from marrying Cyenthans and further integrating them into society during the years since their arrival and especially after their immigration numbers picked up in 1990. Of course, not everyone likes them. They’re understandably considered dangerous by many. But they’ve been accepted more than they’ve been rejected, even if in some places it’s only because governments are looking to get their hands on any possible alien tech that hasn’t been converted to be used by humans yet.

The Union is not one organization as much as a band of organizations who realized that having mutual enemies makes them better allies than enemies. The Union itself isn’t what does the fighting, but individual teams that act under the banner of the organization and operate independently with the agreement to not attack each other. Not directly, anyway. Different teams have different goals.

Some are political, others are just after money, some are… Well, some are just in it for the chaos and anarchy of it all. But as a general rule, they don’t attack each other, and that’s why the Union is around. After all, it’s far easier for the heroes to take down major villain groups when those groups are in warfare with each other and not just the hero teams. The Union doesn’t have a lot of leadership, and is simply led by a panel that decides the organization’s wide reaching goals. This panel is known as the Alphas, and is made of four members, labeled Alpha-1 through Alpha-4.

The leadership of the Union is known to stay away from vulnerable areas, instead hiding at more nondescript locations such as underwater bases, artificial atolls, and small countries where the authorities are not a threat that must be worried about. Orders are typically issued remotely, to every team that is a part of the Union of Villains. The organization doesn’t take too many centralized actions on its own, with Phoenix Academy acting as a notable exception to that rule.

Notably, the Union is one of the younger organizations in the world, and was only founded after the fall of the similarly named Grand Union, another villainous group that aimed to unite different teams in the fight against a common enemy: the authorities and the superheroes that support them.

These are the blue bloods. The ones that everyone’s heard of, that are famous worldwide. Global Shield has been absolutely dominant as an organization of heroes, eventually coming to have teams everywhere from one end of the globe to the other. They’re considered the gold standard for superheroes, and are the organization that began the idea of superheroes in the first place, back in the 1920s. The idea would become embedded in the culture of the world, and with it, Global Shield would also become an icon in both the east and the west, even during the tensions of the Cold War.

Despite being founded in New York City, their headquarters is located on true neutral ground, in Geneva, Switzerland. The reason for this is that Global Shield is, at least on the outside, neutral and committed to serving every country that will host them. Almost every country in the world is under the jurisdiction of the organization, which is broken up into regional teams that handle large or small geographic areas. Additionally, Global Shield is the owner and operator of Team Shield, which is regarded as the strongest team of heroes in the world. Based in London, Team Shield responds to some of the largest crisis events that the world has to offer and is also seen in promotional materials often in many countries, as the “face” of the Global Shield.

The Global Shield is led by a leadership panel known as the Board of Directors, which is made up of 20 odd people ranging from active heroes to retired heroes to liasons with different world governments. The bureaucracy of the organization can be stifling at times, as it must maintain relations with most countries of the world and keep all of them pleased, as well as smaller subnational organizations such as intelligence agencies, local police departments, and sometimes even militaries. Still, the organization has had massive success in both fighting crime and terrorism and in the world of business, and is the most profitable one in the world when it comes to this field.

The younger and bolder alternative to Global Shied is Team Next, which was only founded recently in 2008. The issues that led the team to be founded were of the political type, and everyone involved with the founding of the team agreed on one thing: that there was too much red tape around Global Shield, keeping them from doing their job as heroes. Additionally, there were others who disagreed with Global Shield’s strict rules for its upper level heroes, forcing them to stay in line with what the PR department says. Team Next was born out of that frustration, and it can be considered the younger and more uncensored version of Global Shield.

Of course, despite having a strong power level for a young organization, Team Next isn’t quite up there with Global Shield in terms of actual influence. They don’t have the same global reach that Global Shield does, but they do operate eight teams in mostly western countries. These teams are in the northern, southern, and western United States respectively, as well as England, France, Germany, Tokyo, and Seoul.

The original and strongest team in their stable is Team Next New York, which is located in New Rochelle, a half hour away from New York City depending on the traffic. Their Tokyo team has been praised for having higher quality than the Global Shield team in the same region, and is considered the second strongest team in their stable as a whole, followed by their German team.

The Old Order is another hero team created long after the rise of Global Shield, with the belief that GS just isn’t good enough. They were formed in the years after Operation Falling Tower, or more specifically, two years after the fact in 2012. The idea behind the organization was that the Global Shield, somewhat depleted from the final battle against villain groups worldwide, and the costly destruction of the Grand Union, is not up to the task of protecting the world from the true major threats that exist, whether those are villains or other things such as demons and other more supernatural beings.

After all, Operation Falling Tower represented a changing of the guard where many younger heroes were forced to take large roles after their mentors were killed or retired at the end of the bloody fighting. The Old Order is made up of some of the ones that survived and made the choice to continue protecting humanity from every threat. Their numbers are small but they don’t need a large team and this would just get in the way of their mission by making their team harder to manage. Rather, the Old Order simply trusts their core and waits in the background, sometimes training the younger generation but not coming out of the shadows unless something serious is going on and requires their attention.

The campus of Phoenix Academy is located on an artificial island in the west Pacific, not far from Papua New Guinea. The island, which is classified in the Union of Villains as Phoenix Atoll, was created in the year 2004 as a backup headquarters in the event that a major crisis happened. After Operation Falling Tower decimated the Grand Union, forcing the organization to reform into the new Union of Villains, the island saw use and would become the home of many Union administrative buildings. Eventually, those buildings would be moved elsewhere and the island began use for other purposes, including the academy.

The island is not large, and thus the academy is tightly packed together. The largest part of the island is the airfield, but north of that, there is a cluster of administrative buildings that house staff members as well as the storerooms and the anti-satellite systems that keep the island a secret through turning it into a satellite blind spot. This is also the location where, allegedly according to rumors from some students, nondescript missile silos are located among the administrative buildings.

To the east of this area, and to the northeast of the airstrip, the academy buildings are located. Classrooms, training facilities, libraries, and anything else that would be needed on a campus. Of course, there’s… Less of a focus on classroom activities here than there are at most schools. Immediately to the south of the main campus, there is a housing area which is made of three separate apartment buildings within a small radius. Labeled A, B, and C, each one houses one of the three classes who attend the academy at the same time at any point. Each student has their own room in the apartment block for their class, which has basic rooms such as a small bathroom and a small kitchen.




Enrollment


If you've read through some of the above and are interested in joining, check out the applications below. However, keep a few things in mind. First, keep balance in mind. The rules aren't too restrictive on this, but your character shouldn't have significantly more strengths than they do drawbacks when it comes to fighting. For example, you can't control fire, lighting, and water, and only have one major weakness despite the large skillset. If your character is more specialized and focuses on doing less things, but doing them well, you don't need to add as many drawbacks as you would for a character that's both powerful and versatile.

Second, keep in mind that your character is not special. None of the characters are, not even characters belonging to the OP. What this means is that the RP will not change because of one character. An enemy will not suddenly forget about how powerful they are just because your character is the one fighting them. Plot armor is not a thing. You won't be saved from certain doom because of your character being special. You also aren't going to win in scenarios where you are vastly outmatched, such as if you decided to start a fight against the academy itself for whatever reason. Granted, you will almost never be put into situations like these unless you put yourself in them. Don't say you weren't warned.

  • Final decisions from the OP/thread staff are final. This shouldn't have to be said, but things such as character deaths, decisions in the plot, and which powers are allowed into the RP cannot be appealed. You can try to make your case, but dragging it on after the decision has already been made doesn't help anyone. The thread runs smoother if this rule is followed, also.
  • Banned powers are time travel and time stopping, any form of remote hacking, super speed over 60 miles per hour, as well as powers that negate death.
  • If you aren't a Discord user you will likely miss important planning for combat. It's not a necessity to be there or be active, but don't say you weren't warned if you miss things.
  • You should attempt good writing quality. Long post are not needed every time, but it should be clear that you're at least putting in effort and using basic grammar skills.
  • You're allowed to break the IC rules of the school, but this is strongly advised against because the staff are generally much more capable than you and will punish you with varying degrees of severity.
  • New technology must be reasonable. NO mech suits and NO adding more barrels to existing weapons. Tech should also serve a purpose, custom equipment that is impractical and only exists to look cool won't be accepted.
  • Inactive characters may be moved during missions by the thread staff to keep things moving. Being inactive for weeks and not saying anything about your absence may result in character death.
  • Player created arcs will not be rewarded to the majority of players. If you want to run your own arc, you must remain active for a long period of time to prove that you won't disappear during it, and you must display a good enough writing ability to set up an engaging scenario that is fun for more players than just yourself.
  • Players may be allowed to add factions to the lore but this is dependent on activity and how well the faction fits with the lore. This rule applies to factions that are intended to be used, not ones that simply exist in the background and in character bios.

Primary Ability:
  • Metamorphosis- Within a 15 foot radius of his body, Leopold is capable of controlling and manipulating non-living matter telekinetically. Regardless of its original shape, form, or function, Leopold can break it down into individual atoms (though keeping something atomized for more than a split second is nigh-impossible) and shape it to his will. He can re-solidify matter he is controlling into any form his creativity and mental capacity allows for. Leopold can form any ionic or covalent bond if the required atoms are available. According to the law of conservation of mass, Leopold can transform atoms seemingly alchemically into any other element he requires.

Other Abilities:
  • Telekinesis- Can manipulate matter within his 15 foot radius.

Power Drawbacks:
  • He can get measurements correct within .9 mm, although, the less familiar he is with the object in question, the less accurate recreating it, or creating it from scratch will be.
  • Information seems to have trouble retaining integrity, so creation of flash drives or similar media storage is nearly impossible. Likewise, books require Leopold to remember every word he wishes to have placed on the pages.
  • Requires line of sight in order to exert his control over solid matter. If he were to manipulate a section of floor, he can only take control of the top later of molecules, so he must strip them away in order to take control of the next layer and so on. He can do this extremely quickly, but he cannot exert control over several kilograms of matter at a time. With physical contact, Leopold can take control of the entire mass of the object, however, this is still restricted to his 15ft/500 kg limits
  • His metamorphosis of element to element requires he transmute the atoms to the next atom heavier or lighter according to their number on the periodic table. It takes roughly one second per transmutation, but he can transmute all atoms under his control at once, but only one type at a time. So, in order to go from Hydrogen to Uranium would take 1 minute and 32 seconds
  • Leopold can create objects from thin air, but he can only take control of gases in contact with his skin. The same restriction applies to liquids.
  • Cannot manipulate his own body, or the bodies of other living organisms. However, be it either a mental or physical barrier, he can manipulate corpses.

Equipment: Leopold can create nearly any object he needs, including weapons, however, the relatively complex mechanisms of most guns take far longer to create than what would be required for them to be useful in a pinch. As a result, Leopold typically manifests sharp shapes and launch them telekinetically from his sphere of influence. However, if he is to make a gun, he usually settles on revolvers due to their relatively simple mechanism.

Tag. Also, would a student that aims more into strategy be acceptable? What I mean by this is like a commander behind lines of his own troops, he orders them around in the safety of numbers while trying to formulate a reasonable plan on where and how an action should be done.

Like an Artemis Fowl type kid? I'm not sure why they wouldn't...I would imagine that there would be a lot of non-powered individuals, as powerful kids would no doubt get pounced on by every single Superhero Agency under the sun.

You can definitely make a character that's good at strategy, and it would even be useful in battles since we've had problems in past RPs like this with making good decisions in those.

Just keep in mind you won't have expendable NPC troops to work with, so you'll have to convince other players to go along with your character's plans.

Not really. The Cyenthans aren't really more powerful than humans other than having faster than light travel and having increased superpower capability. And they didn't design their own faster than light technology, their FTL drives are simply replicated versions of the ones that they recovered from an even older species, meaning their overall tech level... Isn't that high for a spacefaring race. Additionally, Cyenthan immigration to earth didn't pick up until the 60s.
