This document does not necessarily represent the views of either the Libcordian Institute of International Law and Defense or the Order of the Grey Wardens, or the government of any other region, or anyone.

PREFACE
The Libcordian Institute of International Law and Defense (LIOILAD) conducts unclassified and classified military operations, war games, training, memes, and puns pursuant to Article 10.5, Section 7B-8J of the International Harmonized Defender Code. Proper Rules of Engagement (ROE) are necessary when participants from multiple militaries assemble to click buttons and press keys. Participants often arrive with little knowledge of ROE or conflicting ideas of what standards are permissible in this day and age. The goal of this document is to present all participants with a unified set of ROE and avoid needless confusion or conflict that could result in loss of strategic regional alliances. Article 45, Section 3K, subclause C-305 of the International Harmonized Defender Code prohibits such folly, except as permitted upon agreement in writing within (30) days from a minimum quorum of (3.14)% of all participating command staff of rank E-5 or higher, or the equivalent thereof in militaries lacking so qualified command, such as in GCRs.

DEFINITION AND STATUS:
Rules of engagement are issued by the appropriately empowered authorities, which are clearly delineated and never conflict with others, to assist in guiding military conduct during the pursuit of achieving foreign policy objectives, in such cases when and where foreign policy objectives objectively cannot be secured by creating walls and making foreign readers pay for them. A proper foreign policy should use alternative foreign policy objectives to fulfill its foreign policy objectives's foreign policy objectives.

DA RULEZ:

1. Do not talk about Libcord.

15. The harder you try the harder the raiders will fail.

16. If they fail in epic proportions, it may just become a gloat post.

17. Every raider fails eventually.

20. Chasing is to be taken dead seriously.

21. A tight trigger is only tight for a few seconds before getting updated.

27. Always question a person's R/D preferences without any real reason.

28. Always question a person's alignment - just incase it's really a spai.

29. In Libcord all people are fast and all slowbies are undercover TBH agents.

30. There are no slowbies in Libcord.

31. TBH or LILY - the choice is yours.

32. You must have links to prove your wins.

33. Update more - it's never enough.

34. If there is a region, there has been a defense of it.

35. If it hasn't been defended, it will be.

38. No real limits of any kind apply here - not even NS server load times.

FULL VERSION
Due to budget cuts, this is an abridged version of the ROE. I had to save a whole hour's wage for a month's worth of stamps, life is such a struggle and all. To obtain the full version, you need permission in writing from your command staff, plus approval from 140.7% of all LIOILAD participating regions' governments as provided in Article 93, Section 5A and subsection R-43 of the International Harmonized Defender Code. Petition forms are available in the Office of the First Warden from 2 AM to 7 AM on weekdays and weekends if I'm not sleep-deprived enough to know what day of the week it is. LIOILAD reserves the right to impose a nominal fee of your firstborn updater, or 3.4 stamps and 30,000.01 late updating regions, whichever option looks more attractive to a Vinny at 4 AM.

TL/DR:
Defenders are so chill. We work well together despite not having formal alliances and stuff. Libcord has no red tape. Show up, defend, VC, have a good time. Chase Lily. Get 32 wins. Break TGW's single team defense record. Take the red pill. Pass Go. Collect $200. Take a walk on the boardwalk, unless it's in NC. Assemble all 5 of the needed cards for Exodia. Say yes to the dress. TGW's reaction to TBH's "tagging" nonsense this update

My, my, this update was an interesting one, the most interesting we've seen in awhile. Somehow, we managed to see a complete failure of a tag run from not just one, but two raider groups at once. The Black Hawks attempted 16 jumps this update, and somehow managed to reduce themselves to a pathetic 12.5% success rate, with two hits, three defences, and eleven misses. It was an added bonus that TBH gave us a free win by jumping on an extremely loose trigger for their final jump, 148 seconds, or or 2 and a half minutes, to be exact. Similar performance was seen from TWPAF, with a 3:11 hit to miss ratio. Overall, The Grey Wardens managed to get more defenses than the two groups had tagging wins combined.

The true determining factor of how the wider world perceives you is essentially based upon ability to verbally toetag another person on the forums and the size of your image macros.

In that case, I'm not sure why you're talking about an update that's different from the one that was just reported on. Either way, raiders have the advantage of being able to win while outnumbered by simply tightening their triggers, whereas it's physically impossible for defenders to win while outnumbered.

The Wardens took to the field tonight to protect founderless regions in an unprecedented defending spelling run against raider forces. In the chaos of battle the brave warriors were able to find an important truth that propelled them to victory after victory: Ab cat ate tag fails.

Once it became clear that this was history in the making, there was no better way to mark this momentous occasion with a couple of long overdue promotions. For their dedication and service to the Order of the Grey Wardens, Sir Merlin has been promoted to the rank of Warden Commander and Hired Contractor has been promoted to the rank of Warden Constable. These two have been in the thick of almost every major battle since they have joined and we look forward to what they do next in their new roles.
