I made a few updates, though I’d still rather try and keep him as a teacher. He’s not really a villain as of the RP starting, more like a behind the scenes drug lord/gang leader. He deals drug from behind the scenes, and has maybe 20-25 henchmen working under him, none of whom actually know his identity or have seen his face.

His quirk is like a way to get around the metagaming rule. What I propose is he can retain the knowledge at most 10 minutes but afterwards, it completely vanishes from his mind, along with the down-sides you listed.

Maybe not the whole vanishing thing. That kinda undermines the quirk ability, what with the fact that the whole point of the quirk being obtaining information to be used later or in the long term. My counter-proposal is a time span on how long it takes for his full info gain. It would take at least 30 seconds to gain a large amount of info. 5 seconds to gain basics. Name, age, etc. 15 seconds to gain the less basic stuff, quirk ability, occupation, sometimes family members. 30 seconds to gain insight into their past, (limited insight), the ability to sense at a 20-foot radius. The longer he maintains eye contact, the more info he gains. Within the span of 2 minutes, he could be so familiar with a person that he could literally become them if he could act them out well enough. This way, he doesn't instantly gain every piece of information through one glance, and he keeps everything he learns. It would also take a long time for him to actually enter metagaming territory, and people have an opportunity to escape from his ability before he gets all the information.

He was dropped from the bleachers, dusted himself off, and jumped off, and simultaneously reminded Aoi of her own tumble down the tree at age 8 (with broken bones and all), and lashed out hitting Ayumu mostly, he fell back down, then got back up and tackled some of the bullies before passing out.

Maybe an unfortunate combo of reminding her of being manhandled by the paramedics and her in Attack form at the time of the bully attack (I'm thinking his involvement allowed enough stalling to let her finish transforming)?

There's nothing really to write home about of Takahara's past. He's an average Japanese middle-class boy who's getting through by just following the flow. His family is also fine and making enough to get by. In fact, the only thing remotely interesting about his past is the fact that he joined a kendo club in the middle school and was pretty good at it.

Once he passed the middle school though, he became more ambitious and desire to join U.A through the entrance exam. Like many of his peers, Takahara does found it in himself wanting to be a hero much like Deku or King Explosion. But it's far from being the only reason. The real reason why he wanted to join U.A is that he found himself worried about his future. Beside his reasonably good quirk and kendo skill, he really has nothing to show. His grades are below average and he didn't have any other particular hobby. Though his kendo achievement will make it easier to go to normal high school and maybe even Uni, he doesn't want to just become an average office worker later on.

Quirk Description:
Takahara's quirk allows him to turn air into solid, almost invisible surface, similar to the Solid Air quirk. The difference is the means Takahara solidify air around him, which is by touching any space of air with the surface of his hand or anything that he currently holds (ie. if he holds a knife, he can solidify the air with the knife instead). The bigger the surface he solidify and the more often he used his quirk the more he will exert it, and overexertion may result in a failure to solidify air at all for a certain amount of time, or produce weaker, wobblier surface and even liquidize the air instead. Solidified air will dissipate on its own after 17 minutes, no matter how big it is.

Once he has solidified the air he has the option to either lock it "floating" around the place he solidify it or making it move to one direction based on what motion he did when he solidify said air (ie. if he pushed his hand when using his quirk, the surface will move in the direction he pushed). The speed of the surface moving is determined by how hard he did the motion..

They are Caucasian 5' 8" tall with a thin athletic build to them, though it should be noted that Arthur is more muscular while Henry is more lean due to the demands of their quirks but it is not all to noticeable. Both have well groomed medium length dirty blonde hair and they wear green felt slouch hats with a feather in each, Arthur has an orange feather while Henry has a blue feather with the colors corresponding to the color that the energy of their quirks give off.

Battle Aura- There is a thin layer of benign energy around his entire body that become activated once he flexes any of his muscles, the energy activates around the flexing muscle on the outside giving off an orange color, if he desires the energy to become active. The strength of the energy has two sources one being the focus he gives to it and the other is his muscle endurance, they also determine how much and how long he can sustain them. The energy can be used away from the body as well either used to surround an object or person he is touching, he can throw baseball sized energy balls but they are only effective up to 5', and finally with a large amount of concentration Arthur can manifest an energy sword but this requires a great deal of physical and mental strain so even though it is incredibly powerful the utilization of a medium is preferred even though it has only a fraction of the power but also the fraction of the strain.

Energy Puppets- Creating at most two energy based puppets ranging from the size of a toddler to 8' tall and can take any shape that he desires, if that shape can be manipulated by the movement of his fingers like a puppet. The creation can be quickly changed to allow for flexibility and adapting to the situation. The downside is that the larger the puppet the greater need to focus and use both hands to control and keep together the construct and if the puppet is destroyed he receives a mental backlash with the severity depending on the size of the construct. There is a potential for him to see through the 'eyes' of his puppets but this takes a large degree of concentration and leaves him exhausted afterwards.

One of the character ideas I was cooking up was someone with a Quirk called "Converter" or something of the like, that basically allowed the conversion of Kinetic and other types of Energy [Such as blast-waves, or even electrically] based attacks into other means, often releasing it as a separate burst of energy in something akin to NERA you'd find on tanks, or even transferring the power into the boosting of his own abilities, such as jumping higher or hitting higher. He/She would still be vunerable to things like getting cut, and since he actively has to activate his abilty or rely on reflex [since it's not passive like Fletcher's or even R's to an extent], a sneak attack could still do pretty bad damage to him

Nonetheless, upon being accepted, I'm interested in seeing how the Pro-Heroes will interact with R and Fletcher, since the two of them are kind of outside of the system, not to mention Fletcher's past as a hired killer and Mercenary, and the fact he's killed Heroes [and Villains] before.

I think that's a nice quirk, even if it is similar Arlo (OP did say they would allow similar quirks). I'm thinking about making Arlo arrogant, so he may say some things about Fletcher.

Sparky Sparky Boom man is so lucky I didn't include Gambit's power to also melt things in my quirk description. But even without that, I believe Arlo makes quick work of SSBM in one shot with his playing cards. Speaking of Gambit, (if OP allows), Arlo can manipulate kinetic energy, which should increase his speed, strength, reflexes, endurance etc. But if Jasmine was there, then things may be a different story...
