Ponies are quite fond of headwear. Since clothing is optional in our nation, when we DO wear it, it's mainly to show off. Large, elaborate (and frankly, sometimes very silly-looking) hats are considered fashionable. Styles vary, from the casual western fashions favored by some of our rural citizenry, to the elegant top hats and floral bonnets of Manehattan high society.

Of note, the Unicorn aristocracy still wears crowns on formal occasions, a holdover from the ancient days of Unicorn supremacy. In these more enlightened times, usually only tiaras are worn by aristocratic females.

Are hats worn?: Why, obviously.
Are berets worn?: Yes, but it isn't a very popular headgear due to the association with the Federation of Mankind military that has historically been Imperium's enemy. Before the Age of War, when the Imperial armed forces still retained conventional dress uniforms, berets were the attribute of the NCO ranks, enlisted men wearing field caps and officers wearing peaked caps. During the Age of War, dress uniforms were done away with entirely as an unnecessary luxury, being replaced by combat powered armor suits as standard dress in all situations, there being little use for a parade dress in a time of total war taking place nearly everywhere. The convention stuck, and the Imperial military retains powered armor as the standard universal dress ever since. During the last century, when circumstances and means haven't been as pressing as before, Imperial soldiers are now generally afforded the luxury of special parade armor suits along with the regular field battlesuit, which are often elaborately decorated and reflect the wearer's martial achievements and personality. The only headgear allowed to be worn with armor by regulations is it's standard helmet.
Are skullcaps, beanies, and other knit headgear popular?: Not really. These types of headgear are stereotypically associated with human hoodlums.
Do women wear hats/head coverings? Yes.
Do men wear hats/head coverings?: Yes.
What headwear is the most popular or traditional in your nation? Military field caps and hoods. Being a very militaristic civilization, Sidhae predictably prefer a utilitarian military uniform-style dress in most areas of society both for it's practicality and reflectiveness of their cultural character. Hoods are popular in casual dress, usually as part of the long cloaks that have long been fashionable in Sidh culture. By concealing the wearer's features from public eyes, they are deemed to add enigma and charm of secrecy to one's character. Hooded cloaks and robes became popular in the aftermath of the Sidh Civil war as quasi-religious items - many Sidhae, especially from the former Traitor clans, would vow to conceal their heads and faces in public as a sign of penance and humility for failing the Emperor. Although these clothing articles no longer have the religious significance they used to, it is still traditionally deemed "proper Sidh attire" and a sign of one's adherence to true Sidh ways.
Is headwear required? Most employers require their employees to wear professional uniforms while on duty. Most are fashioned along military lines, and have some form of military-style cap as part of them. Generally, those employed mainly in-doors aren't required to wear any headwear, since that would be against etiquette to wear a hat indoor (women traditionally being exempt under casual circumstances). This has led to some dispute among many professionals working in the hive cities, since most of the city premises would technically qualify as being "indoor", i.e., under a ceiling or roof of some form. The generally-accepted informal solution to this is qualifying any private or state establishment or facility as "indoor", common-use public areas being equated to "outdoor". Same rule of thumb applies to starships, starbases and other space facilities, common-use areas qualified as "outdoor".
As for casual dress, there are no formal rules regulating the use of headwear asides from some conservative locales with ordinances against "un-Sidh" attire.
Freedom doesn't mean being able to do as one please, but rather not to do as one doesn't please.

A fool sees religion as the truth. A smart man sees religion as a lie. A ruler sees religion as a useful tool.

The more God in one's mouth, the less in one's heart.
