Coding gap: No democracy policy for starting nations

This one was kindly punted over to Got Issues, but I need to punt it back to you.

Essentially, the problem here is that newly created nations that select to have minimal political freedom (e.g. picking tyranny as the type, and being strongly opposed to elections) are not flagged with the appropriate policy as having no democratic elections.

I noticed this a month-and-a-half ago.

I think that just selecting Strongly Disagree (and maybe even just Disagree) on "Without democracy, a country has nothing" should be enough to start with the Autocracy policy, regardless of the base type.

I think this is something that requires admin access to fix -- I certainly don't know how to fix it with the tool that I have as a game mod -- so a lot of people can notice it without it actually getting fixed. Please be patient.
