To whom it may concern,


This letter is a request for your presence at the inaugural Svyat Meteorological Summit taking place in the Przejście Brama Islands, a sunny outpost of Pelecanus and the premier stop on the way to Absitia. Of course this gathering is not for trivial tourism, but serious diplomatic discussion. As I am sure you are well aware, Wschodnie Niebo has erupted within Pelecanus, and as a low pressure system moves in, I am told that ash will begin to impact Emmeria and Saldara. This summit will involve not only coordinating a response to this impactful event, but also discussion of unified forecast bodies for the various phenomena that impact all states of this world. This endeavor is critical and I hope to see you presence.

ATTENDEES

States to attend the summit have been selected by Pelecanus. For this summit, all states in the Chamber of Security are welcome to attend, and Saldara and Emmeria are especially requested to attend in light of recent events. It is expected that a suitable dignitary will attend and that formal diplomatic language and etiquette will be used. States should use this meeting to ensure the safety of their citizens, build diplomatic relations and strive to create methods to better anticipate extreme weather in the future.

The Meteorological Summit will be held in Przejście Brama, a series of island territories of Pelecanus located at the far southwest of Ventager. These islands have been part of Pelecanus for hundreds of years, and is a bustling island due to its history of trade with Nova Pelecanus and other new-world colonies. The lush and semi-tropical environment of the islands provides the islands with great biodiversity, and within the hills of the islands, nature reserves with exotic birds and dense forest can be found. The main settlement of the islands, simply named Przejście Port is located on the second northernmost island of the chain with Pelecanite territory, and encompasses most of the landmass, with a large port located in the sheltered patch of azure sea between the northern three islands of the chain. The southern islands are populated, with another small port in a bay on the southernmost island and small towns dot the islands not extending far from the coast. The green and blue of the forest and ocean contrast with orange sunsets under which the summit will take place.

Newsea Kompleks
The delegates will be staying at the Newsea Kompleks for the length of the summit. The hotel is relatively new, and located on the outskirts of Przejście Port. The complex features a small upmarket hotel, and a conference hall that can seat 20 comfortably. The hotel has many pools and extra rooms, with entertainment facilities such as a cinema, pool room and department store. A large garden is present near the hotel and available for a quiet moment of reflection. A nearby private beach has been allocated for the event and can be accessed upon requesting transport from a diplomatic shuttle vessel of the Pelecanite Navy. The hotel is best reached by rail from Przejście Port International and private train shuttles can be provided to all delegates, the trips takes at most thirty minutes one way. The hotel has been cordoned off for the event, and the local garrison will provide security for the event.




ITINERARY

The summit will have no concrete itinerary or structure, but it is expected that the current emergency will be formally discussed, and following discussion and action regarding this, negotiation on global prediction and forecasting of extreme weather should be discussed between states.

In the late afternoon a small nondescript seaplane lands in a port of Przejście Brama. A door on the plane opened and a small rubber boat was thrown out. Shortly thereafter, a small rope ladder was lowered and a man in a black suit climbed down into the boat and began paddling towards the harbor. Some local residents and fishermen watched him in puzzlement as he, armed with a folding bicycle, began to climb the port. When he had finished his strange ascent and moved over the edge of the pier, he opened his folding bicycle and cycled toward a policeman standing by the harbor. He started talking to the policeman in broken Pelecanite.

"Hello good man, in which direction is it to Newsea Kompleks?", He smiled and tried to suppress his intense breathing. Completely puzzled, the policeman looked at the completely exhausted man. "I'm so sorry. I am Hans Reichelt, Director of the Ministry of Environment and Conservation in Tetrian. Our machine was caught by an ash cloud and we had to emergency land. You have to understand that I'm in a hurry.", slowly he would have regained his breath but he still looked very exhausted. "Of course you have to follow this road and then always to the south, the complex is in the next town.", He pointed to a very busy road for the island. "Thank you, good man.", he began to drive at a fairly high speed.

He arrived after a few minutes totally wet and sweaty in the reception of the hotel. "Good day, Hans Reichelt is my name, I come as a representative from Tetrian to the Svyat Meteorological Summit. I was told we will be accommodated here.", A smile graced his face, you could see how his body wanted to force him to breath but he fought against his instincts. After some courtesies he got his room key. Arriving in his room, he was literally collapsing from exhaustion, but he had kept his face and he had brought no disgrace to Tetrian. Nonetheless, he was ready to represent Tetrian at this summit. At least after a good shower and a few hours relaxing by the pool.

Helga Vondreis arrived with the train and went straight to the reception. The prime minister of environment was accompanied by a translator and some scientists, which type of clothing led people to conclusion, that they must've been professors. Helga was busy looking at the reports and data's she studied and already thought about contingency plans for sudden changes in wind direction and aftershocks of the volcano-eruption.

"Greetings.", said the translator to the receptionist, "We're the representatives of Halewerus." She proceeded in giving them the keys and the group quickly went to their rooms. From the window, Helga could see the cloud of ash, dust and airborne rock-particles.

"Terrifying, yet fascinating.", she mumbled, "Professor Harkov, what do we know about this volcano?"

"Only the basic stuff. We will have to talk with Pelecanus about it's mineral components, as well as it's exact age and seismically behaviors."

"In that case, why don't you guys relax and enjoy this place, I still have some catching up to do about the situation." Helga sat down and started to read everything there was to know about volcano. As always, she worked with zeal and concentration on the case.

Marquis Salvador Aznar had not been expecting to be assigned to the Meteorological Summit in Przejście Brama, given that his role in government was little more than a job of occasional court appearances during religious or ceremonial reasons. Despite the gratitude that would've been expected by any other noble, this assignment was likely to kickstart the rise of any man in Saldara, Salvador was somewhat unhappy. That was not to say he wasn't please with the assignment and the career progression it offered, but it was the fact he was away from his lands, organising the preparations for the incoming ash clouds and ensuring enough crops had been harvested and oxygen masks distributed. That's where he belonged.

Regardless, there were two other men sent with them. Philip de Rato had been a longtime associate of Salvador and they were very similar in appearance, though this was more so the case in their youth than now. Both had short mousy hair that was slicked back and both had an imperial style moustache, but after that they were quite distinguishable from one another. Salvador managed to maintain an impressive physical shape for his age, with his large shoulders being noticeable even through his hand tailored suit, while Philip had gone the common route and had let himself go slightly, with a belly being noticeable whenever he sat down. The third person in the car was José Buero-Bécquer, one of the few nobles who had made a name for themselves outside of the court, being one of the leaders and co-founders of the Sociedad Meteorológica, likely a key reason as to why he was present with them.

Arriving at the Przejście Brama, Salvador stepped first off of the INS Placer, a Saldaran Naval pleasure boat that they had been assigned on, to avoid the risk of aircraft entering the ash cloud, followed by Philip and then José. Straightining his dark blue, hand crafted Clement-Bayard suit, which had a small lapel pin depicting the flag of the Kingdom of Saldara, he began walking forwards, with his entourage following in tow. Being greeted by an awaiting car, the group entered and were whisked away to their destination, with the group practising the pre-arranged speech in preparations for the Summit.

A four-car EMU rolled up to the sheltered platform at the Newsea Kompleks. It's light blue colour reflected the gleaming sun as it gently screeched to a halt, the release of air from its hydraulic brakes echoing around the station. Out of the first car stepped Stanisław Lewandowski, an all-too-familiar face. Why he was here he preferred not to think. Perhaps all the environmentally-oriented diplomatic forces were tied up with the eruption.

Regardless he emerged onto the concrete platform sunken inside a building connected directly to the reception of the hotel. He breathed easy, there was no ash around inside, and ash in the area was light in general, though it certainly wasn't as sunny as it used to be. He peered around, seeing no other delegates. His trip by plane had been largely uneventful, but he'd heard the trip of the Tetrian delegate had not been so tranquil. As he walked towards reception he prepared a note.

Reichelt,

Sincerest apologies for the rough landing you experienced attending my summit, is there anything Pelecanus can do to aid you?

He pushed the door connecting the short 4-car long platform to reception and greeted the staff with a smile.

"Nice to see the place so organised yet tranquil." He said, peering around the lobby, adorned with indoor ferns and a water feature.

"What room am I off to?"

"Number four sir," echoed through the lobby.

"Thank you," Lewandowski muttered.

He issued a stern salute before walking through to the stairs connecting to the relatively large hotel rooms. It wasn't quite like the diplomatic facilities in Zatokje, but it was a purpose-built environment nonetheless. He glanced towards an area near the hotel where a car was parked and shook his head slightly. He scrawled another note, neat but urgent, and posted it on the bulletin board, thus far empty, located at the bottom of the stairs.

Greetings Delegates,
Two D100 diplomatic two-car train units have been provided for the course of the summit, they can be chartered to explore the city that encompasses a large deal of the island. Please refrain from using cars on the islands as we have strict laws to protect the ecosystem, it is also part of our culture and development in cities to build a vast and strong rail network and it'd be a great shame to see it unutilised. For excursions to other islands from this one, a car may be provided on the island, as this is the only island with a rail network, though it is extensive. Many thanks.

A weary Lewandowski entered a chamber, it was rather plain, with sky blue walls and lights inset into the ceiling, no more than 4 meters high. It was a grand room, with a table stretching its length, but it was by no means breathtaking. At one end, the door he had trudged through moments ago, at the other, a series of windows letting in only a dim grey light. At least the east-facing window could give a ballpark assessment of the situation, Lewandowski thought to himself.

He placed a stack of reports on one end of the table, and read over his notes he'd prepared earlier that day on the ride from the airport. The figures looked bad around the volcano, but the weather... was offering a hand from above. As he awaited the arrival of other delegates in the conference room, he took time to clean the wooden table, adjust the off-kilter clock, and feed the fish meandering in the tank on the left side of the room. He saluted the Pelecanite flag hanging above the door, shared some casual words with his escort, and issued another stern salute as they left the room.

As he stood in an ash-grey suit blending subtly with the outside sky he stood next to the window. He affixed his insignia on his lapel so all was in order, and glanced over his shoulder towards the door, awaiting the arrival of the other delegates, stern as usual, upholding the Pelecanite standard and ideals. He was ready to begin, he just hoped the others were.

Volcanic ash beginning to fall on some towns in far west Pelecanus. Pyroclastic flows continue with some vigor as volcano erupts for a second time, lava, ash and pyroclastic material still being ejected. Deep low pressure system moved over the 50km area around the volcano two days ago, and ash continues to hand in the air in a 500km radius around the centre of the low, with dangerous conditions expected within 200km. Past ash warnings remain in effect. Ash should be maintained in low-medium level cloud of the low pressure system and fall in the ocean between Ventager and N. Absitia. At the crater as more material is ejected, ash has begun to once-more drift northeast, but a secondary low-pressure system is expected to pick up the remainder of the ash as wind is drawn into the area. Emmeria and Saldara are asked to remain vigilant. Halewerus and Tetrian should be on alert as it is possible that the second low pressure system will move north before it passes over Saldara and may head north before reaching the ocean.

Vondreis set down in the conference room, awaiting the other delegates. As always, she was accompanied by the translator. The translator read the note, that Vondreis gave him, so he could prepare a translation:

Ladies and Gentlemen,
as our research shows, this cloud of ash will most likely, if no changes in wind-direction, pressure and mixture of minerals in the cloud itself occur, fly further westwards, over the ocean, where it will fall down gently. There will be an fallout of ash on the way, but it will be a small one, which shouldn't cause to much damage.

"I'm afraid this incident has just shown us how unprotected we are against natural disaster." Reichelt stumbled into the conference room.

"I'm sorry for the delay, but the islands are really beautiful.", He sat down.

"I can only say one thing, if the ash cloud had decided to fall down on all of us, we would probably have landed in the Stone Age. We have to prepare for new natural disasters.", his eyes turn to the window where he looked at the beautiful tropical islands fauna.

"Otherwise, next time maybe there will be no opportunity for our governments to have a meeting. I do not want to be an apocalypse herald here, please do not get me wrong. Instead, I would like to suggest that we set up an International Crisis Team that can respond immediately and independently of the government if a catastrophy arises. We would have to grant resources and money to this team, as well as full access to all nations participating in it. But I think it would be worth it. What do you think about it dear Delegates?", He had a very committed expression on his face.

"We agree.", the translator said, after a short discussion with Vondreis, "But we also should go a step further. Scientific departments which work in the fields of geology, meteorology and so on, of all our countries should work together to be able to help and warn the other nations ahead. Such catastrophes can be foreseen, even if it's just a few moment or hours before the event itself. Not to mention, that an earthquake at one end of the world, can cause massive destruction through aftershocks and tsunamis on the other side. We suggest, that our environmental departments work together to warn each other, keep watch of natural events that could affect other nations and share this information, to protect as many people as possible"

"Pelecanus is often affected by tropical cylcones and other natural incidents. It would be wise to establish a global forecasting agency for extreme weather."

"As for the current event, I expect impact overseas to be mild, however we now understand that a pyroclastic flow has erased a large town located in a valley near the volcano. The army doubts anyone survived. I've seen pictured and I'd have to agree. If this is true, this will be one of the worst natural disasters in history."

He stared vacantly at the cloud as he spoke, before glancing over his notes and muttering something to an assistant.

Salvador Aznar sat up quickly, for now he had been content just leaning back in his chair with his arms folded, yet the suggestion made by the Tetrian's seemed to flabbergast him more than anything he'd ever heard;

"Act independently of government? Are you mad?" he said, his voice filled with utter confusion, his translator struggling to keep up with the speed Salvador spoke with "Natural disasters such as this are incredibly rare, even the size of this eruption is by all standards outside of the norm, as José Buero-Bécquer, head of the Sociedad Meteorológica, will tell you. To give up our sovereignty for such a minority of events is insulting by all means!"

"Collaborative monitoring of weather doesn't lay a finger on Saldara, and while for you disasters may seem uncommon to you, but I'm sure you've never felt the hardship your people do as they toil for your great 'majesty'."

"Regardless, you could opt out. We'd not care one bit, not for your proposal or perceived 'insult'."

Aznar felt himself become uncommonly annoyed. He had worked hard to be recognised as a figure of importance in Saldara and had hand-selected Buero-Bécquer to accompany him for this summit, yet this Pelcanite would diminish his work to a mere trival matter compared to the apparent suffering of his citizens. The nerve of it all;

"Did you miss the part in Señor Reichelt proposal where he spoke of acting independently of government? I'm not sure of yourself, but I can assure you, Saldara has no intention of supporting any group, helpful or not, that lacks the oversight of a government. And I suggest you watch your accusations, Señor Lewandowski, and hide your contempt for my nation, especially in a summit that is meant to help."

"I don't think in any reality would the body be independent of government, but rather run and dictated by a collection of states, so that the states' national interests are not overtly infringed."

"Gentlemen, I just wanted to say that bureaucracy is a lengthy process. If we want to put together an international crisis team, it must be able to operate independently at least in a certain capacity. A natural disaster or the outbreak of a disease certainly does not have the decency to wait until all the people and organizations involved have agreed to what extent they want to be involved. Not to mention the possible entry bans for helpers from certain regions. I can understand that not every nation in Svyat regards it as a pleasure to let international crisis teams operate fully unconditionally in their country. Unfortunately, the alternative would be an ineffective solution where we have to discuss hours or days before the help can come. And in crises where international help is needed, every second is sure to matter."

"Señor Reichelt, I can understand the angle from which you are approaching disasters from, but do you not think that the independent group itself would not take time to argue to what extent they can help? And this is all based on the assumption that the affected nation wishes to receive outside help! I must reiterate my point that Saldara will not assist or fund any group in which it must sacrifice its sovereignty for" Anzar replied, placing the tips of his fingers on the table for added emphasis to his point, though whether this was conveyed by his translator was another thing.

But, like Lewandoski, I believe that if a state does not want to spend money on the project or cooperate otherwise, the state can not hope for help in an emergency, at least in the context of the project. However, we have not yet really clarified the general conditions of the project. All points therefore remain open for further debate."

"Vondreis would like you to know," the translator began, "while you're all debating whether a country loses control of a group which can only act and help in cases of natural disasters, that there's a volcano, which is destroying the countryside and endangers millions of people. If Saldara refuses to cooperate, that's fine, nobody is forced to participate. Right now, we have to focus on the task at hand and that is sending in supplies for those, who lost everything, create camps for the refugees of this natural disaster, as well as preventing the fires to spread by chopping down trees in forests and creating a plain line, through which the fire cannot continue its way. As for the conditions: the group should only ask if a whole region is endangered by a catastrophe like an earthquake, a volcano, a tsunami, hurricanes, landslides and so on. Vondreis is not a diplomat, and she was not send as one, but as an expert on such natural disasters, which she is, who knows how to act in such situations." Vondreis sat there, with crossed arms and an almost look, which pleaded the people to come to sense and do something about the problem at hand.

Reichelt returns to the conference room.

"Despite all the confusion in my home country, Trittel has given me all the money I think is necessary to assemble a task force that will contribute to an international Crisis team. With the approval of the other participants we could start an early "test version". If we, and I mean Halewerus, Pelecanus and Tetrian provide the necessary manpower and equipment we are prepared for disasters on a certain scale. That does not sound like much at first, but it's a start. Trittel also personally assured me that an international crisis team will have unrestricted access to Tetrian. Although he also demands a confidentiality obligation in operations near military test sites and bases. We should immediately start with a legal basis to found the official first international crisis team, short "ICT".", Reichelt sat down again, with a happy expression.

"As a possible first mission, we could send them to help with the removal of the damage caused by the volcanic eruption.", he expected a reaction from the others.

Lewandowski briefly left the room, and returned through the main doors, holding a series of papers which he handed out to all the delegates at the summit.

"Here." He said.

"This document is an outline of the Pelecanite proposal for where this convention goes, we hope you all enjoy it." He sat back down.
