While the records maintained by the Liu Xiu Maritime Authority regarding Artificial Satellite SemiSynch-ORB 7-1286κ (SS-ORB 7-1286κ or, simply, 7-1286κ), more commonly known as "Harriers' Haven," are partial and fragmentary, what can be deduced is that the installation's presence in the system pre-dates not only the system's jurisdictional transfer to the Imperial Star Republic, but the initial settlement of the system (and the subsequent establishment of the Liu Xiu Neutral Zone) by the Phanite Republic. Records from this period, as noted, are partial and fragmentary, with many having either never having been acquired or were subsequently lost following the Jiwao Skylift Disaster; any and all review of such documentation should include sincere considerations as to potential (in)accuracy.

Initial records indicate that Harriers' Haven, under its file designation of "SS-ORB 7-1286κ," was purchased under detailed contract by the now-defunct Rohvada Mining Consortium (also known as the "Rohvada Group") sometime between 19.0010 and 19.0020 Galactic Standard Year. Modified based upon Rohvada's specifications, 7-1286κ began life as a part of the Steadfast Model 36(C) line of orbital installations produced between 18.9000 and 19.0500GSY by Ordess-Taul Industrial Engineering (a Betan megaconglomerate specializing in station and orbital installation manufacturing, and one of few period corporations to outlast the Great Betan Collapse). Ordess-Taul's Steadfast line, while now woefully outdated and obsolete by most contemporary industrial standards, was one of the most popular of its day; boasting the considerable capability of housing up to 1,800 permanent residents (with room for between 500 and 700 temporary occupants), the Steadfast Model 36(C) was designed with permanent, deep space industrial operations in mind - namely fuel harvesting and planetoid mining.

Under Rohvada's direction, SDF-0095043.32 (the station's manufacturing identification code) was engineered to cater toward not merely employee residency, but specifically for fuel harvesting collection and storage; as a consequence, SS-ORB 7-1286κ was initially designed to be able to berth one large-scale hydrogen-2 carrier, as well as one intermediate-scale resource harvester and three small-scale long-haul freighters (to the addition of administrative vessel and shuttle berths). This modification from the Steadfast's factory specifications, however, seems to have been at the cost of nearly 600 occupancy units, cutting SS-ORB 7-1286κ's initial compliment by a third. At the time, SS-ORB 7-1286κ was equipped with one long-range ansible and one short-range/system-wide ansible, allowing - conceivably - for long-range, corporate communications as well as system flight control and mining/harvesting supervision.

Upon delivery by Ordess-Taul, the Rohvada Mining Consortium was equipped with a permanent harvesting/mining installation around Kythira, still one of the most profitable Jovians (with regard to fusion fuel extraction and asteroid capture mining) in the Liu Xiu System. Exact date of delivery is unknown, though believed to be no later than 19.0020GSY. It is known that between 19.0020 and 19.0400GSY what would become Harriers' Haven served as one of the Rohvada Mining Consortium's most profitable endeavors, despite a contemporaneous period of heightened fuel extraction in and around Kythira's orbit by direct competitors; nevertheless, due to baleful mismanagement and corporate malfeasance, Rohvada was doomed. The Rohvada Mining Consortium declared bankruptcy in 19.040GSY and subsequently liquidated much of its assets, including its Kythira installation; Rohvada, subsequently, underwent a brief period of restructuring, only to eventually be broken apart in 19.0520GSY.

Purchased during liquidation in 19.0400GSY, SS-ORB 7-1286κ came into the ownership of Voss'mar Enterprises, a shripwright start-up operating out of the Delta Quadrant. Having recently received a considerable windfall, Voss'mar began searching for new clientele and scouting for locations to build what, according to contemporaneous media reports, was slated to be the "largest and most progressively-designed [orbital retainer]" in Voss'mar's already impressive history. Renowned mostly for the construction of civilian luxury craft, to include the Voss'mar Whip-O-Will luxury speedster (an inter-system capable, micro-jump civilian stellar yacht still popular with collectors), the shipwright intended to branch-out into the engineering and manufacture of both commercial and, ideally, military craft. At the time of its purchase, records indicate SS-ORB 7-1286κ was initially intended to become a temporary administrative hub in the Gamma Quadrant and, more locally, to serve as a prospecting and surveying outpost for the purpose of designing the aforementioned orbital retainer with the intent to install such in orbit over Kythira.

Aside from initial, factory customization, Voss'mar Enterprise's ownership of SS-ORB 7-1286κ marks the beginning of a long history of in situ modification and retrofitting, leading eventually to Harriers' Haven's notoriously "hodge-podge" appearance. Voss'mar, departing from Rohvada's largely practical considerations, began modifying the station with "comfort" in mind. Described by some as "scatter-brained" in design philosophy, Voss'mar largely did away with the largest berths, retrofitting them to hold numerous smaller craft - though, at the time, strictly those capable of mating with Voss'mar's contemporaneously-criticized moor-couplings; it further expanded shuttle berths to service a larger compliment of administrative staff - an act that was coupled with the addition of several luxury residences (believed to have since either been dismantled, replaced, or ad hoc sub-divided). Of all of Voss'mar's outlandish additions, the construction of an entire annex for two large oxygen gardens was the most ostentatious; in the short, three year period of Voss'mar's ownership of SS-ORB 7-1286κ, while the gardens functioned (in the sense life grew and flourished), the systems meant to be used to assist the station in atmospheric control and processing were never activated.

In 19.0430GSY, numerous executives of Voss'mar Enterprises were indicted across multiple jurisdictions for various charges - the most notorious being several criminal indictments charging Voss'mar with gross negligence regarding the propensity for their proprietary moor-couplings to not simply refuse to mate with others seeing widespread use, but when they did mate, to disastrously fail, leading to (at times) explosive decompression and venting. Almost immediately after these indictments, Voss'mar Enterprises habitually abandoned their ventures outside of the Delta Quadrant, including SS-ORB 7-1286κ, seemingly overnight. (Following the acquisition of SS-ORB 7-1286κ by the Sieda Development Group in 20.0007GSY numerous Voss'mar records were found still intact, despite years of dereliction and squatting.) When many in Voss'mar were found guilty in late 19.0430GSY, the company officially disbanded, leaving many of their spacial assets unsold and derelict; SS-ORB 7-1286κ received its first official classification as a "derelict station" in an international registry on 11-18-19.0430GSY.

Few records remain that involve SS-ORB 7-1286κ's dereliction period between 19.0430GSY and the Phanite Republic's eventual annexation of the Liu Xiu System. Conjecture based upon sparse reports seeming to reference the station do exist, but are largely sourced from unreliable witnesses or criminal elements. It is known that between 19.0610 and 19.6900GSY the orbital system of Kythira saw numerous attempts by free colonists and resource harvesters to take advantage of the otherwise untended system of Liu Xiu; as a consequence, it is believed that during this period SS-ORB 7-1286κ likely experienced sporadic periods of habitation and squatting. What few visual observation records exist seem to indicate some degree of ongoing modification and retrofitting, though the nature of these changes seem to indicate no overarching plan or goal, indicating a probability of ad hoc, necessity-based changes. For a brief period circa 19.7000GSY, the installation is believed to have served as a narcotics/psychoactives manufacturing facility, largely based upon sporadic evidence by policing authorities coming into contact with materials found in the possession of narcotics traffickers that purported "a station in [the Liu Xiu System]" being used as a production facility; no single narcotic or psychoactive has been definitively traced-to or confirmed to have originated from SS-ORB 7-1286κ during this period.

Not long before the Liu Xiu System's acquisition by the Phanite Republic, based upon orbital models produced by the Liu Xiu Maritime Authority in 20.0015GSY, SS-ORB 7-1286κ suffered severe damage to its orbital correction system; based upon its slowly declining orbital trajectory (until its eventual repair in 20.0016GSY), it is speculated this was caused by a burst-phase micro-meteorite impact. Damage to the station at the time of the Phanite Republic's initial acquisition of the system, while present, was largely superficial and readily explained by the better part of a century without repair or maintenance, but lacking any indication of an impactor of substantial mass. Regardless, SS-ORB 7-1286κ's unstable orbit would come to add to the myth of the station as Harriers' Haven - particularly among those who took berth within it, testifying as to the difficulty in bypassing Kythira's not-insubstantial debris envelope in order to approach at a safe angle to the installation (an act made all the more difficult by its sometimes highly unstable elliptic horizon).

In 20.0007GSY, immediately before the slated "opening" of the Liu Xiu Neutral Zone, SS-ORB 7-1286κ was purchased as a bulk acquisition by the Sieda Development Group (a real estate conglomerate operating out of the Sieda System - also known as "Losieda" - in the Beta Quadrant). It is during its period of ownership by the Sieda Development Group that SS-ORB 7-1286κ gained its moniker of "Harriers' Haven," so termed due to the reputed company the station attracted during the Group's ownership of the installation. Being largely disconnected from its main front of properties in the Beta and Alpha Quadrants, the Sieda Development Group employed a supervisory custodian to oversee and administer the station; now notorious among the more sordid free traders and merchants in the Liu Xiu System, Amaad "Grits" Griteesallovari is believed to have, following the Sieda Group's initial refurbishing of the installation, run SS-ORB 7-1286κ as his own personal fiefdom.

Soon before Griteesallovari's custodianship was officially installed, the station underwent a brief period of refurbishment and retrofitting under the Sieda Development Group's direction. The largest of SS-ORB 7-1286κ's berths, having been sub-divided by Voss'mar Enterprises for smaller moorings, was entirely sealed off from outside observation and closed as an approachable port. (To date, the Liu Xiu Maritime Authority is uncertain as to the reasoning, and following the station's latest acquisition, the berth has returned as an approachable port with sub-divided, universal moorings.) Sieda oversaw the installation of several new ansible systems, the most notorious two being the "Roughneck Radio" ansible station (which broadcast contemporary music and news reports to the outer orbits of the system) and the so-called "Kythira Buzzer" (a confirmed long-range ansible that, perplexingly, seemed to send nonsensical noise transmissions). Further, the Sieda Development Group is known to have repaired at least much of the station's exterior and believed to have "tidied-up" the interior, though the Group failed to repair its orbital correction system.

Following its refurbishing, virtually all changes and modifications to SS-ORB 7-1286κ were conducted, seemingly, under the unilateral authority of Griteesallovari and contractors hired by the same. Reports from talkative clients who frequented Harriers' Haven have reported that "Grits" primarily operated a dive-bar off the primary sub-divided berth (once an intermediate-scale berth requested by the Rohvada Mining Consortium), allowed the operation of a brothel of considerable ill-repute, and permitted sporadic lodging by clients willing to tolerate the otherwise decrepit state of the installation. Voss'mar Enterprise's oxygen gardens were reportedly sealed - or otherwise inaccessible - during Griteesallovari's oversight of SS-ORB 7-1286κ. Most notoriously - and still present, facing toward the Windrose of Infinities on average - it was under Griteesallovari's administration that the infamous graffiti, believed to be a slight against the United Star Empire's Office of Verge Affair, was produced, declaring, "FUCK THE OVA-RIES!"

Beyond these apparently "sanctioned modifications," virtually all information obtained by the LXMA's Security Division, either through drone surveillance or eyewitness interrogation, indicates a considerable degree of degradation aboard SS-ORB 7-1286κ during "Grits'" tenure as the Sieda Development Group's superintendent. Accordingly, as indicated in witness testimony, beyond the "business section" of the station (to include Griteesallovari's tavern and operations office, the aforementioned brothel, several habitation modules, and the primary sub-divided berth), Harriers' Haven was in a state of abject dereliction despite its ownership - this is to include power shortages; reportedly, beyond the aforementioned portions of SS-ORB 7-1286κ, much of the station went a majority of its time either with inadequate power supply or lacked power entirely. Based upon the assertions of some, "Grits" largely left the remainder of the station not only without maintenance, but without monitoring; according to several eyewitnesses, victims of failed business dealings or simple crimes of passion had been left to rot in dank, abandoned corridors deep within the bowels of the installation. At least one witness described Harriers' Haven as an "open sewer," both figuratively and non-figuratively - an observation supported by the fact that, evidently, throughout Griteesallovari's tenure SS-ORB 7-1286κ's sewage and refuse compaction and ejection systems were never refurbished to an operational state.

Due to its general disrepair and poor oversight, Harriers' Haven would have gained a reputation; it was due to Griteesallovari's willingness to harbor "grey" and even "black market" merchants, however, that it gained its infamy and name. On numerous occasions, SS-ORB 7-1286κ has reportedly housed narcotics traffickers, smugglers (of both commodities and sapients), illegitimate salvors, and pirates. Equally, more than a handful of LXMA Security Division- and foreign-identified wanted suspects, criminals, and bounties have been intercepted and apprehended either coming-from or en route to Harriers' Haven. This has repeatedly caused it to gain some degree of attention from both the Liu Xiu Maritime Authority and foreign entities under charter within the system. To date, despite its transfer of ownership, Harriers' Haven largely maintains its ill-begotten reputation and infamy as a freeport willing to accept patronage by those suspect by others.

Following the transfer of jurisdiction over the Liu Xiu System from the Phanite Republic to the Imperial Star Republic, things apparently changed for "Grits" and the Sieda Development Group as a whole. With the installation of Watchtower Starbase in Kythiran orbit and the re-branding of the Neutral Zone to the "Liu Xiu Special Economic Zone" by the Imperial Star Republic, it is believed that Sieda's willingness to either tolerate Griteesallovari's behavior or willingly cooperate diminished rapidly and drastically. This came to a head in 20.0016GSY with the believed confluence of "Grits'" failure to oversee the maintenance of Harriers' Haven and the station's own, compounding repair costs, resulting in the sale of the installation by the Sieda Development Group directly to Draeva-Ishaik Heavy Industries (an apparent megaconglomerate operating out of the Beta Quadrant) without the assistance of a broker, officially ending Griteesallovari's superintendency of SS-ORB 7-1286κ.

Since Draeva-Ishaik Heavy Industries' acquisition of the installation, radical changes appear to have been made in two, dispersed stages. Following initial acquisition, the sealed, primary berth designed by the Rohvada Mining Consortium was un-sealed and, to date, is visibly a working, sub-divided berth. Similarly, shuttle berths installed by Voss'mar Enterprises were re-opened, while ones previously installed as a part of the station's original design have been retrofitted to permit two vessels in-scale with frigates to dock, while still permitting a smaller, sub-divided berth for lesser-mass vessels. The oxygen gardens installed by Voss'mar Enterprises appeared to have been refurbished, but have since been gutted as a part of Draeva-Ishaik's second retrofitting cycle; while the modules for the gardens and their overall annex remains, remote telemetry has indicated that most flora have been removed. Within the first week of occupation, SS-ORB 7-1286κ's refuse and sewage systems were apparently made operational once more, and now eject debris and matter on a semi-regular, bi-weekly basis. Most significantly, following Draeva-Ishaik's acquisition, the installation's orbital correction system was apparently repaired, stabilizing it into a low, but safe, orbit around Kythira.

Draeva-Ishaik's second retrofitting and modification cycle began in early 20.0017GSY and is believed to still be ongoing. As noted, the previous Voss'mar oxygen gardens appear gutted; at this time, it is believed much of the oxygen/carbon cycle aboard Harriers' Haven is being controlled through artificial means, such as through use of a Carbon Sorbent Atmospheric Recycling (CSAR) system. Intermittent construction that began soon after the station's latest sale, previously unidentified in intent, has since continued at a largely unabated pace; the LXMA Security Division has confirmed through public record that such appears to be a new superluminal communications assembly. Interestingly, sporadic and unconfirmed reports seem to indicate that at least one ansible array in this new assembly is operational, as several merchant vessels have reported errant interference while traversing the Gemini Belt. Most interesting to observers around Kythira and Pylos is the apparent active power supply now noted over much of the station; while under Griteesallovari's tenure, much of the station remained dark, tracking and navigation lights now appear functional across most of its surface - ignoring damaged or missing light assemblies and sporadic, un-repaired damage.

Despite Draeva-Ishaik Heavy Industries' apparent commitment to repairing the station, a shadow if infamy still lurks over Harriers' Haven - and, as of late, appears to be growing. While under Griteesallovari's superintendency characters of disrepute and commodities of suspect provenance were a constant parade to and from the station, no overt hostility toward system inhabitants was ever suspect. This changed on 04-27-20.0017GSY when a refueling carrier near Paxos was engaged by what was described as "two, high-speed, interception craft"; as detailed in an LXMA Security Division public report, these craft apparently "engaged in traffic harrying" of the carrier, and reportedly "fired several shots 'across-the-bow'" of the carrier in a reported attempt to force it outside of the planet's immediate vicinity, and thus beyond the Security Division's distress signal response envelope. The carrier was capable of sending a distress call before this occurred, however; though unknown, it is believed the two craft were able to intercept the distress call, as they reportedly fled to the Gemini Belt (and beyond) before SecDiv arrived from Watchtower to intercept. Based upon public documentation that drew upon recovered, remote drone footage and course telemetry, the two craft would have begun their flight in the vicinity of Harriers' Haven, specifically in the shadow of the Kythiran moon of Pylos.

To date, the LXMA Security Division has not provided information directly linking the armed attack craft (an explicit violation of the Liu Xiu Maritime Authority Transit Code) to Harriers' Haven, though the apparent correlation has lead to increased suspicion and speculation.

Regardless of sometimes overt scrutiny, however, Harriers' Haven remains an apparent port-of-call for various traffic of visibly suspicious character. While under "Grits'" custodianship Harriers' Haven was a known dive suspected to be frequented by free traders, independent colonists, and the occasional smuggler, this sort of suspected traffic has nearly doubled since early 20.0017GSY when word of a new dive bar opening aboard SS-ORB 7-1286κ began to spread; initially identified by an individual arrested in Freeport (an enclave of the Free State Republic) as the "Faint of Heart," the dive bar has apparently become a destination for not merely suspected smugglers and illegal, intra-system salvors, but suspected bounties, arms traffickers, narcotics producers, and mercenaries. Whether this has been authorized by Draeva-Ishaik Heavy Industries or is being conducted without their license is currently unknown; regardless, the Faint of Heart, in addition to the services provided by any other saloon, apparently provides lodging for travelers sanctioned by the station's administration and, supposedly, operates a brothel to some degree - though the state of such, its provisions, and its clientele are currently unknown.

With Harriers' Haven's shifting proprietorship throughout its life, countless (and ongoing) modifications, and an ever-persistent air of infamy and ill-repute, it is little surprise that more legitimized and well-branded vessels and shipping ventures tend to avoid its proximity while operating in Kythira or Pylos' orbit. Nevertheless, it remains a substantial part of the myths and legends surrounding Kythira and, in turn, the whole of the Liu Xiu Special Economic Zone. With changes still ongoing and a new proprietor just beginning to show its colors, the future of Harriers' Haven remains as volatile as its sordid past.

As indicated by FILE 806(D).34-Q66, the Liu Xiu Maritime Authority has received notification by both entreated parties (Sieda Development Group and Draeva-Ishaik Heavy Industries) that Artificial Satellite SemiSynch-ORB 7-1286κ (otherwise known as "Harriers' Haven") has transferred hands once again. Thankfully, records of this transfer are registered and readily documented. While 7-1286κ is generally worthy of SecDiv note due to its "open secret" as operating as a grey/black market freeport under Amaad Griteesallovari's watch, this transfer of ownership is noteworthy due to the purchaser and the nature of its transfer. All currently available information regarding these facets of the station's life are noted herein.

Firstly, according to the provided Bill of Sale, submitted by both Sieda and Draeva-Ishaik, 7-1286κ was apparently sold for one (1) Galactic Standard Credit by the former to the latter. As known, provision of a legally tendered Bill of Sale is required by Liu Xiu Maritime Authority regulations for both LXMA registries and for SecDiv monitoring purposes - not to mention internal documentation; in short, this means an actual currency transfer must be logged for ownership within the [Special Economic Zone] to be legally binding. This is fundamentally similar to regulations under the [Phanite] Republic's custodianship, which is worthy of note only because these sort of obviously suspect, structured sales were common during the same period. While 7-1286κ is little more than a dreg of a station [It's a shithole. — Personal Note], it is worth more than 1GS₵; latest assessments of its value clocks it in at a modest 3.65 billion Galactic Standard Credits, placing it in the bottom 5% of properties within the SEZ by value.

Secondly, while the Office of Asset Transfer were able to locate an apparently legitimate provenance for Draeva-Ishaik Heavy Industries, further scrutiny on the part of SecDiv (initiated due to the suspicion surrounding the Bill of Sale) lead to a dead end. It is apparent from the OAT's files that while DIHI is, at least visibly, an extant corporation specializing in - broadly - heavy engineering and manufacture, there is little else that can be ascertained. On a hunch, SecDiv officers mined [Imperial Star Republic] databases and uncovered that the last time the name "Draeva-Ishaik" surfaced was in relation to the Great Betan Collapse. Apparently, DIHI operated a subsidiary known as "Draish Armory" that acted as a regional competitor to Serpentis Arms. Before the Collapse, Draeva-Ishaik apparently produced terraforming technology, small arms and munitions, dabbled in the shipwright industry, manufactured small stations, and had its proverbial fingers in a dozen or so, largely unrelated industrial sectors.

While it is possible that Draeva-Ishaik survived the Collapse, it is unlikely. IStaR records indicate there are perhaps hundreds - if not more - derelict DIHI stations littering the Beta and Delta Quadrants, all in various states of dereliction and disrepair. Regardless, based upon these two points of suspicion, a new file need be opened regarding this period of 7-1286κ's history. It is the Kythiran branch of SecDiv's opinion that further scrutiny is required. The Bill of Sale involved is suspect, and the inability to find relevant, aged provenance involving the buyer points to only a set number of conclusions.

At approximately 0300 hours (Watchtower), the body of former 7-1286κ superintendent Amaad "Grits" Griteesallovari was recovered by an independent colonist transiting from Port Expedition to the Gemini Belt by-way-of Kythira. Watchtower Starbase dispatched a SecDiv contingent to the colonist's location upon his calling-in of the recovery of a corpse while salvaging (illegally) through an apparent debris and refuse field in a low elliptic over Kythira; at approximately 0320 hours, the SecDiv contingent commander provided initial identification of Griteesallovari. As of 0800 hours, a coroner was able to confirm via dental records and DNA extraction the body's identity.

Griteesallovari's corpse has suffered from hard vacuum freezing, but appears to have been otherwise jettisoned post-mortem. Cause of death appears to be a single gunshot wound to the left parietal of the skull; according to forensic analysis, the wound was likely caused by an 11.5mm round. It traversed the cranial cavity, obliterated much of the central nervous system during its traverse, and appears to have exited the right sphenoid (in turn annihilating much of the right side of the face). [His face looks like it got in fight with a blender and lost. — Personal Note] Further forensic analysis indicates a broken left femur (signs of poor healing of a prior fracture is evident, substantiated by eyewitness testimony regarding Griteesallovari's limp), shattered right radius and ulna, broken left radius and ulna, compound fractures through both sets of carpals and meta carpals, and a fractured left occipital bone (unrelated to gunshot wound). Body shows signs of severe subcutaneous hemorrhaging, indicative of a beating and substantiated by complimentary skeletal fractures. What remains of internal organs post-thaw shows indication of internal hemhorrhaging. All amusement regarding Griteesallovari's demise aside, a known Sciarviat collaborator, the fact he appears to have been beaten, executed, and then jettisoned seems to indicate, in the least, that the transfer of "Harriers' Haven" was not due to an internal, Syndicate conflict. Whoever Draeva-Ishaik are, they are likely either a competitor with the Syndicate, or hold allegiance to a rival, organized criminal element. There remains a possibility that this was internal in that Griteesallovari was being punished for his flaunting of local LXMA regulations to the point of drawing SecDiv's ire, but if that were the case, it is unlikely they would be tolerating similar habits by the new superintendent. No, all indications point to the probability that DIHI and the Sciarviat Syndicate are a part of separate enterprises.

Speaking from experience, the method of execution, while it matches the Syndicate's modus operandi, it does so only superficially. If this was a Syndicate job, Griteesallovari's frozen body would never have been found; it would have been incinerated, thrown into a smelter, vaporized, or otherwise discarded in an untraceable manner. The severe beating he received prior to death also does not match the Syndicate's otherwise cold, calculating, and emotionless methodology. This is something different.

Roughly a month of further reconnaissance and informant interrogation has produced a modest increase in understanding involving the current owners and occupants of "Harriers' Haven." According to all indications, the current, purported proprietors of 7-1286κ - "Draeva-Ishaik Heavy Industries" - appear to be executing the most recent phase of refurbishment and retrofitting of the installation. This is suspected on two counts: first, the noted increase of commercial freighter traffic, and two, intercepted cargo manifests provided by a Security Division informant operating out of a NAVOS Freight & Cargo distribution facility within [the Free State Republic's] semi-autonomous enclave of Freeport, Jiwao.       The second - or potentially most - suspect entry, as chemo-industrial ionizers have only a limited set of uses - each generally niche. Chiefly, said industrial production systems are primarily used in the manufacturing of exceptionally potent solvents; beyond this, they also have a use in the production of certain pharmaceutical products. It is the latter which is of particular note, as narcotic production facilities - at least, those with the income capable of supporting such professional equipment - are known to use such in the production of illicit substances.
  • 3× shipments constituting 80 meters of 2.75 centimeter diameter industrial piping, medical grade
      Considered standard infrastructural components in pharmaceutical synthesis reaching industrial capacities, though on the lower end of said relative scale.
  • 6× shipments constituting 3,360 liters of trifluoromethanesulfonic (triflic) acid
      A hygroscopic super-acid used primarily as a catalyst for esterification and primarily used in laboratory research and limited industrial ventures. Suspected use in context is unknown. Worthy of note: freighter was derelict in adherence to Liu Xiu Transit Code, neglecting to declare an industrial chemical of such potency; this is currently believed simply to be an oversight, yet worthy of note and appropriate regulatory reprimands.
  • 4× shipments constituting 760 liters of methylamine
      A chemical commonly used in pharmaceutical applications for the production of theophylline and ephedrine; it is also used in the production of several carbamate and organosulfuric pesticides. Also worthy of note: the chemical is considered a precursor in certain production regimes utilized in the synthesis of racemic methamphetamine.
Considering the intelligence provided by DAISY CHAIN, all commercial freighters declaring 7-1286κ as a port-of-call while transiting the system are to be flagged as INTERMEDIATE PRIORITY and subject to SecDiv remote drone surveillance. Based upon current remote drone reconnaissance and mass telemetry of the installation, Watchtower SecDiv considers it probable that the operators of 7-1286κ may be preparing for entering into the narcotics industry. As is well known to Watchtower SecDiv personnel, on the aforementioned date, the commercial refueling carrier Dorsal Sunshine was intercepted by two craft with a flight trajectory that indicated an initial proximity to 7-1286κ. While the Dorsal Sunshine was able to hail the Security Division and release a mayday alarm before it was forced out of the Paxos patrol envelope, were it not for the operators' quick-thinking, it is very likely they may have been lost. Description of your Claim: The Interstellar Trade Cooperative Bureau of Local Affairs is located along on of Taen's major bodies of water, the Amber Sea. The facility shares this name and is a series of three large sealed domes arranged on the cliffs overlooking the sea. Within the primary dome is the facility's business offices as well as access to the docking bays which are built within the cliff-side. In the second dome is the primary living quarters and recreational areas for the ITC's live-in staff. The final dome is composed of the arcology's infrastructure and logistical needs including air purification, water purification, sewage and energy production, which are off limits to non-authorized personnel. The "Amber Sea" Bureau of Local Affairs hopes to continue working closely with its affiliates in Liu Xiu to continue fostering interstellar and international commercial diplomacy and cooperation.

Hello everyone! It may be June but since summer doesn't officially start until the 21st I can still claim that this is spring cleaning. I've corrected a directory error for Enclaves, the Kythira spoiler was redirecting to an Enclave on Taen but that is now fixed. My apologies for not catching the error sooner and for any inconvenience it may have caused you.

I have also moved the Out Of Character Rules to sit in the 'Official Laws of Liu Xiu' section of the OP.for better visibility. And I may or may not be contemplating adding another moon to Kythira.

Description of your Claim:
KNOWN locally in the upper echelons of the Imperium government as 'Eye of the Gottkaiser', the Reichstelle Arkadis is the primary diplomatic and economic trade hub for the Empire. Orbiting the moon of Fenghuang, the station stands fortuitously and imposingly as a sleek, black superstructure above the amber ambience of the surface below. Designed to provide facilities which the Imperium cannot allow in its own systems, due to the highly restricted access of interstellar transport in and out of it's territory, the Arkadis is a common ground in which all potential bargains, deals, meetings, and alliances with foreign states are forged. Home to a permanent staff of approximately 20,000, the station maintains a strict regiment of policies which have led to an atmosphere described by some as 'patient, state sanctioned contempt'. Comprising of a several hundred stories base with a main 3.7km radius 'hub', much of the station is restricted to civilians or traders, reserved for state authorised lisencing, trading and negotiating. Several floors are dedicated to 'experiments' on surface samples from the moon below; the Imperians strive to fine tune their terraforming technology to be capable of producing such amber, rocky planets, due to the reminiscence of their homeworld - Proth.

The Primary Column of the station houses most of the docking ports and administrative divisions; travellers and traders must dock into the column if in order to board the rest of the station. Upon docking, several security procedures must be authorised by the crew of the vessel; failure to comply will result in detachment from the station. Individuals may then be escorted to the main hub via elevator complex in the central cylinder of the column.

'The Hub' of the station refers to the large, disc-like structure located on top of the colon. Comprising of 5 levels, an intricate complex of cafés, trade centres, commercial districts, markets and diplomatic districts can be navigated at will by civilians. The south-eastern quadrant of complex is still under construction; room for expansion and subsequent installations of diplomatic or commercial modules can be undertaken as deemed necessary by the station's Imperial Administrator. A series of windows line the very outer layer of the Hub; property in these areas is either defaulted to the Imperium, or may be purchased at a higher rate than interior modules.

Following the recent acquisition of the last planet in the Apollus system, the recent electorate of the Imperial Council brought with them tides of change in regards to the typically xenophobic foreign policy of the Menneschklieg doctrine. Several bills proposed in the campaign were now seriously being considered by the Senate; mass transit beyond the borders of the Empire was beginning to slowly morph into a reality. The actions of the Council saw unrest in the Shaki Order, with the Grand Shaki Council requesting several private meetings with the honourable Gottkaiser to sway his mind. Uncharacteristically, the Gottkaiser blatantly disregarded the furious whisperings of the Order, casting his weight in favour of expansion into external territory and sovereign space. After the legislation was passed, companies and state enterprises alike began a race to expand into profitable systems. Before long, reports by small caravans and trading companies were spreading rumours of a nearby economic hub which had been established within reasonable travelling distance. State intelligence began a series of operations, and ascertained that a large multi-species trade sector, known as the Liu Xiu Special Economic Zone, was in full motion. Angrily, the Gottkaiser demanded to know why this was not known already; the Senate blamed it on the Shakiist xenophobia influencing government policy; the Shaki blamed it on human-supremacy isolationist attitudes in the Senate. After several weeks of squabbling, the Gottkaiser enforced Authority of Man Code X76, and, acting under jurisdiction of the übermacht itself, mandated that an application for an enclave be made to the governing authorities of the system. The proposed design for the station incorporated several elements crucial to a long range sovereign district; extended research capability, diplomatic authority, and cautious commercial investment. The Arkadis thus marks the beginning of a major change in the autarkic economic policies of the Imperium; only time will tell whether shareholders have made a wise investment....

Hello everyone! Just a smallish update, but I've finally added the new moon that I spoke about in the previous thread update, Corfu. Hopefully my description does an adequate job of explaining what the surface of the moon looks like, I was originally inspired by Destiny 2's take on a terraformed Io (and how to make it better, given Destiny has a problem of never letting itself live up to it's full potential) though with far more life and activity. Hopefully it properly describes the primal environment, what with white water rapids and lava flows side by side through harsh mountain valleys and all.

The Array’s Liu Xiu Terminus, henceforth to be known as Vrot Lyu Shyu, will not fall under the territorial jurisdictions of either the Outpost or the Enclave but will instead operate according to the laws of the Liu Xiu Special Economic Zone and the Imperial Star Republic. Vrot Lyu Shyu would be best constructed toward the edge of the well where neither transit efficiency nor system security could be critically compromised by its location or presence. Operational manuals and controls will be turned over to IStaR and LXSEZ authorities once temporarily for security qualification purposes upon completed construction and again permanently upon final quality checks after 6 standard sub-cycles of sustained clearance following initial activation. To ensure additional and fault-tolerant security of Vrot Lyu Shyu, the Special Economic Zone as a whole, the Imperial Star Republic, and the Martial Solidarity, the Supreme Lord-Ambassador highly recommends that a portcullis facility with remote operational capabilities be constructed as part of the Vrot Lyu Shyu spatial improvement project. Description of your Claim: Named after one of the famous figures in Diarcesian history, Tiberius Terminal is specifically chosen to be built on the trade routes of the Gemini Belt due to its current isolation, untapped mineral wealth, and tourist potential. As another one of Diarcesia's high-risk, high-reward projects, Tiberius Terminal is an attempt to be one of the foundations to bustling economic activity and formation of beneficial partnerships within nations in this part of the Economic Zone, while bringing a little bit of Diarcesia itself on the side.

Owing to the remoteness of the Gemini Belt, Tiberius Terminal is to be designed to eventually accommodate and assist the Liu Xiu Security Fleet, if permitted. The hope is that, where the Fleet couldn't assist distressed travelers in this area, the proximity of the terminal means that the Orbital Bats from Terminal can.

Description of your Claim:
The Wayfinder station in the upper atmosphere will be of standard Ordwood construction grown into the shape of tree with a sphere shaped trunk. The "roots" of the structure will incorporate many small spherical gravity projectors at regular intervals to maintain the stations position at the boundary of Paxos' atmosphere and true space. The branches of the station will fan out into a docking lattice for ships: hosting a single freighter or three corvettes. A small enclosed hanger will be located at the base of the branches where it meets the spherical body of the station which is meant for small craft. Running along the outer surface of the station from the branches will be mag-levs transporting goods to various refineries and warehouses mounted to the outside hull of the sphere giving it a bark like texture when viewed from a distance. The inside of the station will be a two hulled habitat tuned for Myrian life which consist of a high pressure, methane rich, and a chilly atmosphere with allows for liquid ammonia. The living space for the habitat will be on the inside of the inner hull with a artificial light at its center creating a hollow-world style habitat. Life support systems and other critical systems are housed in the space between the inner and outer hull, along with fuel storage and maintenance facilities.

The station will be operated by the Wayfinders Guild and serve as their gamma quadrant headquarters. The Wayfinder's Guild is a charity organization which charts star systems, maintains navigational buoys in unclaimed space, and responds to distress beacons for the good of all spacefarers. The station will operate under the Alliance's "Extra-Colonial Legal Framework version 12.2" and the duty of enforcement will fall to the Wayfinder Guild members staying on the station. "Extra-Colonial Legal Framework version 12.2" makes provision for Alliances citizens to set up homes and operations on the station with the blessing of the stations operator, in this case the Wayfinders Guild. The Ytatl Manufacturing Group will be permitted to operate out of the station and their place on the station cannot be revoked by the Wayfinders Guild. The Alliance will not provide any permanent officers on the station, but reserves the right to send Alliance Police to investigate crimes at its discretion. If the Alliance finds the Wayfinders Guild's enforcement of or compliance with the "Extra-Colonial Legal Framework version 12.2" to be lacking it reserves the right to revoke the stations status as the Aurulian outpost in Liu Xi.

Outpost Security:
The Alliances will not be dispatching any Star or Space Guardian forces to defend the station and the Wayfinders Guild is not authorized to carry military grade weaponry aboard their ships as per their Charter. Civilians may not carry weapons cable of threatening the local system government as per "Extra-Colonial Legal Framework version 12.2" provision 13 which in the case would be the foreign Liu Xi administrative authority. Non-lethal personal anti-boarding devices may be stored aboard the facility as long as they remain in a weapons locker and are appropriately checked out as per the "Extra-Colonial Legal Framework version 12.2" provision 14.
