As you probably know, Osea is the most volatile continent in all of Strangereal. So far, in the past month it has had a disease outbreak, an almost-war, the Toshavo crisis, and currently a civil war. It holds 4 of the five alliances, HL, OL, Iron Bank, and the Lotion Defense Pact. We are here to discuss lessening these conflicts and create an Osea that is peaceful. An Osea where people can freely travel about the continent, not having to worry about catching some horrible disease or getting caught in the crossfire of a war. So, I proudly present the 2018 Osean International Conference.

Lalu Prasad, the Antiyardian Representative to the Osean League, stepped out of the Antiyard Airlines 703 Caramba to Xianggang. The official car provided by HKE was parked on the tarmac. A protocol officer received Lalu Prasad from the passengers' line and escorted him to the car.
The sedan sped down the streets of the capital as the convoy made its way to the Grand Hotel, where the Antiyardian delegation were put up. The rest of the delegation had already arrived. The car didn't even stop at any intersection, perks of flying the Antiyardian flag in front of the car. There were no checks at the hotel gates, as the car screeched to a halt in front of the main entrance of the Grand Hotel. The journalists were already assembled, and shouted out questions for the delegation to answer. "Mr. Prasad, what is Antiyard's stance on the civil..." "Mr. Prasad, is Mr. Washington tryst with OL preparation for the general elections?"
One question stood out: "Mr. Prasad, what happens tomorrow?"
Lalu Prasad paused and thought for a moment, and replied to the reporter, "Antiyard expects, as the other Osean League nations, peace and security of our continent. This will be the fulcrum around which Antiyard participates tomorrow."
He walked away as the reporters shouted more queries, while the security had a hard time defending the cordon.

The Senate House of the Osean League stood at the extreme southern end of Chang'an Avenue, and if it were possible to see all the way down the length of Chang'an Avenue, you would be able to just make out the golden Meridian Gate of Xindaming Palace embossed with the imperial seal of the reigning Emperor. Changan Avenue was lined with hundreds of buildings, all built on the same inhuman scale, as if designed by giants to crush the human spirit. The avenue itself was too wide to feasibly cross on foot. The steps up to the Senate House were too many to climb without tiring oneself. The entire ensemble belonged more in Hitler's vision for Berlin than reality.

To the west of the avenue, stood the financial district. This was the modern heart of the city, filled with over a thousand soaring skyscrapers, all metal and glass, and on their lower floors, covered in advertisement screens. For the iPear 8, or the Eastern Pearl internet company, or for one of the many financial institutions that occupied the buildings. The Grand Hotel itself occupied floors 105-120 of the Imperial Finance Center, one of the taller buildings of the financial district.

Invited nations: All Osean nations (And any non-osean nations that want to observe)

Sandwiches: Delegates to the conference will be provided with special diplomatic passes that allow them to eat for free in any eating establishments in the city. Plus there will be official dinners and a dinner opera. (which I will explain later)

Quite suddenly, the speakers placed at strategic points around the hall boomed out "Please welcome the First Secretary of the Osean League".

A door opened onto the raised platform of the rostrum and out strode a rather tall and thin man. He took up the place right behind the podium, picked up the microphone and held it right next to a nearby speaker, causing a screeching noise; the signal for the conference to begin.
