2. Are all members of all branches of the legislature elected by the citizenry?: All members of the House of Parliament are fairly elected by the citizenry, but the less powerful House of Nobles isn't.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: No. The Grand Emperor obviously doesn't have a term limit, the House of Nobles doesn't, and House of Parliament doesn't.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Parliament holds most of the power to pass laws, but they must be signed by the Grand Emperor (3/4 supermajority to overturn).
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: No, it can be restricted by the Grand Emperor and the unelected House of Nobles.

2. Are all members of all branches of the legislature elected by the citizenry?: No. The House of Lords is composed of lords who have inherited their seats and Catholic bishops. The House of Commons, however, is elected.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: No, there are no term limits.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Mostly; it is a principle of the constitution that Parliament is sovereign. Organisations such as municipal councils and the Church can pass secondary legislation, which is always superseded by anything the legislature passed. However, it is widely accepted that the Pope has the power to intervene however he wishes in Alenbel's affairs, even contravening the courts and legislature, but this power has not been used since the very early 20th century.
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: Yes, although all legislation must receive the King's approval.

The nation's highest court of appeal is in fact a group of lords - the Law Lords - who sit in the House of Lords as legislators. And you will be granted witness protection if a private organisation is threatening you. The Valentian Government does not bow down to any private companies.

Of one note is that the Valentian Government System is a rather weird one - both OOCly and ICly. I'm not fond of killing off or changing my characters at the moment, so the current characters and leaders might be ruling for years, decades, centuries... though I might put some of them into retirement (they will live on, but they just stepped down). And add that to the fact that immortality is in play for almost all the Valentians (even the ordinary citizens), so a term can last for as long as a thousand years.

A few of the states, usually with bicameral legislatures, have a few seats in their lower houses that are appointed by the executive, granted to indigenous chiefs, or filled by some other means.

A constitutional amendment to set term limits for the Prime Executive is in the process of being ratified by the state legislatures. There are no term limits on Delegates (federal legislators). Many states have term limits on their governors, fewer have any for their legislators.

4. Does the ability to pass legislation and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature? No, there is separation of powers. The Prime Executive, who is popularly elected, plays an important role in deciding public policy.

No. The Interim Committee for Designers of the State (ICDS) and the Chief Designer of the Interim Republic (CDIR) were not elected. Chief Designer Yovan Lyetni was the leader of the revolution, with the Interim Committee comprised of trusted revolutionary military and intellectual leaders.

Yes. The General People's Assembly is comprised entirely of directly elected citizens from across the nation. There are also people's assemblies operating at the commonwealth and city levels.

Term limits only placed on legislative positions. Assembly Delegates can only serve three terms. Executive positions have not changed since revolution, and unlike legislature do not have term limits.
