World Democracy Index

Postby World Finance » Thu Jul 19, 2018 7:26 am

This incarnation of the index has been concluded. Click here for the new index.

Introduction
In the interests of the research and analysis of the political situations of the nations of the world, the World Democracy Index was established by the Political Research Institute of the World Financial Company to analyse nations by various criteria to determine levels of democratic freedoms. Nations are assessed on bases including but not limited to the ability for citizens to participate in government through voting and running in free and fair elections, the extent to which executive and legislative authority are dependent upon freely elected officials bound by regular election cycles and terms limits, and the accountability and separation of powers of the organs of government.

Full Democracy
While no government is perfect, this nation maintains a strong constitutional democratic government that serves well in representing the interests of the public with respect to the consent of the governed. All organs of government are beholden to the will of the people and are accountable to proper constitutional procedure, and the government guards the people's rights to free and fair participation in the political process.

This government is by all means democratic on paper and in practice, however problems exist that prevent the idea of democracy being truly realised. Reform could do well to help this nation to fully realise its potential as a full democracy.

Open Anocracy
A hybrid regime somewhere between democracy and autocracy. The prospect of democratic reform in the foreseeable future is possible in the current political climate, and the established powers do allow some dissent in the political process. This nation shows promise in realising democracy, but if the people are not careful their government may descend into outright tyranny.

Closed Anocracy
An authoritarian regime in every sense of the word, although with some democratic elements involved. If the state is stable, it unlikely that democratic reform is on the horizon. If the state is less stable, bloodshed is an imminent threat if the nation has not already fallen into conflict.

Autocracy
This nation has fallen into outright tyranny. The regime will almost certainly demand blood before it sees the end of its rule. All formal political process has either been given up entirely in favour of rule by way of brute force under the law of the jungle, or is jealously enforced with the sole intention of preserving a rigid social order.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?:
In a manner. Here would be a good area to point out that the command areas for the executive, legislative, and judicial are not distinct entities, and are concentrated primarily within the Senate. The Archons who function as head of government and state are by definition also Senators, and though experience as Praetor, are also the highest judges of the Freehold.

Archons are elected, as are praetors and all posts below on the ladder to higher positions. But additional positions are elected only insofar that the person who sits in them is qualified because of a previous election. For example, a former Archon may be appointed the governor of a province. The province did not vote for him to be made such but he is deemed qualified because he was elected as Archon.

For the most part it is dependent upon elections.

2. Are all members of all branches of the legislature elected by the citizenry?:
There are no branches of legislature, however to be a Senator one must stand for and win election to the lowest post. However given how the Senate works and how voting is organised, it isn't one representative to a region democracy, but a form of direct bloc democracy. A person must win a vote in a number of areas should they desire to actually win, and there are multiple winners for every post, including Archon, of which two take office at a time.

3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?:
Yes. The standard is three years, but under certain circumstances this can be extended.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?:
Well as the legislature is not actually independent from the other groups this cannot be the case either way, as the legislature is not independent enough to be infringed upon, nor to act in independence. The Senate pass legislature, the Archons are responsible for enacting it and may also make executive movements, but as the Archons are part of the Senate they are part of the process that sees a bill passed.

5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?:
Not in the least.

6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?:
Not in the least.

7. What percentage of the eligible population voted in the last general election?:
The election of the year 1524 of the Anogarian Calendar saw 83% of those eligible turn out to vote.

8. Is voting voluntary?:
Voting is voluntary but socially expected of those that can. The ability to vote is not one given to all, and the exercise of voting rights is considered an exercise of power. To refuse to engage in the process therefore is regarded as a mistreatment, abuse, or lack of respect for the legitimate power of the citizenry.

9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?:
Assuming they are of age and other requirements, such as extended military service and a wealth class minimum, then all citizens who can vote can run for office.

10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?:
Absolutely not. This is an abhorrent idea. Citizenship is inherited from two parents who are also citizens. Immigrants can become a devolved type of citizen, but not on equal footing with the native-born Selians.

11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?:
No. Ethnicity isn't really a concern, but lack of full citizenship with voting rights prevents one from voting. Full citizen women lack voting rights also, and non-full citizens as well as non-citizens altogether of either sex and any ethnic group are denied the right to vote.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?:
No.

13. Does the state censor any media for political reasons?:
Yes, but typically that of an ideological wing that isn't even present on either of the main divide in the Freehold's politics.

14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?:
Pretty much, yes.

15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?:
Only if legally allowed to do so through prior permission. Violent or not, unauthorised demonstrations are illegal.

16. Are elections fair and regular?:
They occur every three full years. Fairness would depend on your point of view. The Freehold certainly regards it as fair. On the other hand, the lack of suffrage of women, lesser citizens, and the other conditions in place to run for office might be seen as unfair by others.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?: Yes. The Mayor of Tinhampton is supported both by members of his (at the moment) party and by the whole Assembly, and can be impeached and replaced by his deputy.
2. Are all members of all branches of the legislature elected by the citizenry?: Yes.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: No. Retirement from the Assembly is voluntary.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Standard legislature, yes. Constitutional amendment is approved by a supermajority of Assembly Members and then put to vote for a similar majority among the citizenry.
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: Yes.
6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?: Also yes.

7. What percentage of the eligible population voted in the last general election?: A good 99.6%.
8. Is voting voluntary?: No.
9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?: Yes... not that very many of the 16-year-olds over here have bothered to run of their own accord, mind you. Or that they can even vote most of the time. We only add new voters to the census every four years.
10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?: Yes, to our awareness.
11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?: Yes.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?: Almost, but not quite. The Tinhampton Broadcasting Service has come in for criticism over its percieved left-wing bias over recent years.
13. Does the state censor any media for political reasons?: No.
14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?: Technically, insofar as virtually all complaints about hate speech (and its derivatives) are made by private citizens or associations to the police.
15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?: Yes... if you don't go about breaking any other laws, that is.

16. Are elections fair and regular?: Yes, once every two years.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?
No. The Crown, as well as the ruler of all ducal states (The Contiguous States of the Empire) are hereditary. Fursthaus, The Upper House of the Reiksdiät is also selected, rather than elected. However the leaders of the Dominions and Territories (oversees States of the Empire) are all elected, as are the members of the Volkshaus, the lower house of our legislation.

2. Are all members of all branches of the legislature elected by the citizenry?:
No, as explained earlier, the Ducal states (The Contiguous states of the Empire), the members of the Fursthaus, as well as the Crown itself, are not elected.

3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?:
Apart from the Fursthaus and the Ducal states (as well as the Monarchy), yes.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?:
No. The Crown and the Reiksdiät have a balancing mechanism, where any legislature passed by the Diät has to be signed by the Crown, while any Royal Decree has to be accepted by the Diät.

5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?:
Yes. The crown can only pass a Royal Decree under very limited situations

6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?:
Yes. The Judiciary is completely independent from the Legislation and the Crown. However, the Crown has the right to decree a Royal Pardon for select cases.

7. What percentage of the eligible population voted in the last general election?:
92%

8. Is voting voluntary?:
Yes

9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?:
All enfranchised citizens have the right to run for a delegacy in the Volkshaus.

10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?:
Yes

11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?:
Yes

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?:
There is no such thing as 'State Media'. Media is completely privatized.

13. Does the state censor any media for political reasons?:
Only fascistic opinions are banned. (the definition of fascism has been debated by the Frievolker Empire, and is defined as an opinion that is both Far-right, Ultra-nationalist, and Authoritarian.)

14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?:
Apart from Fascistic opinions (view above) Yes.

15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?:
Yes

16. Are elections fair and regular?:
Yes

These fussy liberal democracies are making me sick.
NS Parliament: Arnold Delbert; National People's Party

This nation is not entirely representative of my views. I've had some fun with the stats and I want to keep them that way.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?: Mayors, region governers and El presidente are elected by the people. Others are appointed.

2. Are all members of all branches of the legislature elected by the citizenry?: Nope, only folks like mayors, region governers and El presidente are elected.

3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: Nope, everyone can be in office as much as he wants.(Mayors, governers and El presidente have to be reelected periodically.) But all officials can be impeached by the people's vote, if they screw up. Even council members are not safe.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Nope, countrywide laws have to be approved by ruling council. Regional and city laws are not, but regional laws can be overrided by council, and city laws can be overrided by both council and regional authority. Plus, all laws must comply with Constitution.

5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: Nope, it's regulated by council and higher officials.

6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?: Yes, sorta.

7. What percentage of the eligible population voted in the last general election?: 71%

8. Is voting voluntary?: Yep. It's up to people to decide should thye vote or no.

9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?: Yep, everyone can try this dirty business. But why not better drink some whiskey instead?

10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?: Yes, and it's easy to get our citizenship.

11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?: Yep, everyone in Skyhooked can vote.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?: While our state media is not all angels, telling pure truth only. (After all we have to advertise our own way of life), competing opinions are allowed and protected by consitution.

13. Does the state censor any media for political reasons?: Nope. Constitution ensures free speech.

14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?: Yeah. By Constitution and such.

15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?: Yes. They can do so without fear.

16. Are elections fair and regular?: Not to say, that elections are regular (they periodically can shift), but they are very much fair.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?: No.
2. Are all members of all branches of the legislature elected by the citizenry?: There is no legislature.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: No

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: It rests on the executive on each level (commune, oblast/federal subject, national). The executive in each level is organized into Soviets (council of ministers headed by a leader).
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: There is no legislature. There is an annual All-Russian Party Congress, but its purpose is purely advisory to the Gosudar and All-Russian Soviet (council).
6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?:
No.
7. What percentage of the eligible population voted in the last general election?: None
8. Is voting voluntary?: There is no voting
9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?: Not applicable
10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?: Citizenship is based on jus sanguinis(parentage), not physical birth in Vsyerossiya. Immigrants can receive citizenship only if they completely assimilate to Vsyerossiya’s culture after a period of 5 years. This requires renouncement of all political, religious, social, and economic ties to the immigrants’ home country.
11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?: Voting is not a practice in Vsyerossiya.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?: The purpose of Vsyerossiya’s media (all state-controlled) is to relay information to the people of Vsyerossiya, not provide a platform for social disruption.
13. Does the state censor any media for political reasons?: The state reserves the right to censor culturally inappropriate content (pornography, unsanctioned foreign cultural expression, etc).
14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?: Persons are free to express themselves in private matters and in public matters. Public speech that is limited by law includes speech promoting the toppling of the state (not leader(s), the state/system) and the promotion of foreign institutions (mostly targeting foreign, non-Russian religious movements).
15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?: Persons my voice protest in writing, but demonstrations, with their tendency for social disruption, are not permitted.

16. Are elections fair and regular?: There are no elections. All state officials are appointed after passing a rigorous state service exam (the results of which are made immediately public). If there are multiple candidates (depending on the position), the candidate with the highest result is appointed to the vacant office.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?: Yes, the Prime Minister is appointed by the legislature and, if needed, the legislature can pass a motion of no confidence to remove them from office.
2. Are all members of all branches of the legislature elected by the citizenry?: Yes, all 1000 Members of the Forum are elected.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: Yes, the Prime Minister can serve a maximum of two terms of six years and Members of the Forum can serve a maximum of three terms of four years.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Yes, a proposal must be signed by the Prime Minister in order to pass into law, but if they refuse, then the Forum can vote to sign it in lieu of them. (This requires a 60% vote in favour)
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: Yes
6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?: Yes

10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?: No, citizenship in Gandoor is based upon jus sanguinis and requires at least one parent to hold Gandoorese citizenship at the time of birth. (Exceptions are granted if the child would otherwise be stateless at birth) Legal immigrants can gain citizenship by having lived in Gandoor for at least three years, having obtained a permanent resident status (obtainable after having lived in Gandoor for one year), demonstrating a fluency in any of our official languages (English, Japanese, and Russian), and having passed a citizenship test.
11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?: Yes

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?: Officially the GBC is intended to be impartial and non-partisan. There have been some criticisms of it having a left-wing bias, but that's likely more due to the fact that Gandoorese society overall is left-wing.
13. Does the state censor any media for political reasons?: No
14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?: Yes
15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?: Yes

16. Are elections fair and regular?: Yes. National Elections (which determine the Prime Minister) occur every six years and Forum Elections occur every four years.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?:

Only at the state and local level. The head of state is an absolute monarch, and the Imperial Ministers are appointed by him, but state governors are elected.

2. Are all members of all branches of the legislature elected by the citizenry?:

Yes, though the legislature has little power.

3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?:

We have no term limits, and states are forbidden from implementing their own term limits, since term limits force experienced and popular officials out of office and replace them with inexperienced and disliked ones.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?:

No. The Emperor can veto any legislation, sign legislation into law without a Senatorial majority, or write his own legislation.

5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?:

It requires the approval of the Emperor to do anything of note.

6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?:

Yes.

7. What percentage of the eligible population voted in the last general election?:

41.3%

8. Is voting voluntary?:

Yes. People who don't know anything about politics shouldn't be forced to make a decision in picking their leaders.

9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?:

They are eligible to run for any elected office as long as they do not have socially right-wing political views.

10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?:

Yes. Citizenship is automatically granted to all residents of the American Empire, and immigration is completely unrestricted.

11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?:

A college degree is required to vote. (College is freely available to the entire population) There are no other restrictions on voting rights. There are no age restrictions on voting, which means children who somehow earn a college degree can theoretically vote.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?:

Most state media leans heavily left-wing on social issues, but impartial on economics. State media frequently has speakers with competing views on economics, including everyone from Communists to Laissez-Faire Capitalists. Each of the six political parties with Senate seats also operates its own media network, which are state funded but biased in favor of each party's respective ideology.

There is one major exception, the Imperial Brodcasting Channel. IBC is so heavily biased that the vast majority of our people believe it to be an exaggerated parody of state media in other autocracies. It's a holdover from the days when there were only four TV channels, and it's only still running because a large portion of our population treats it as a comedy news show. (It doesn't help that many current IBC news anchors are former comedians.)

13. Does the state censor any media for political reasons?:

Hate speech and advocating violence are banned, but we don't censor media for other reasons. (Our nation's media laws are similar to those of modern-day Germany)

14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?:

Yes, but the Imperial government has a very broad definition of libel, and incitement to any crime is illegal, not just violent crime.

15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?:

Yes, unless those protests contain hate speech.

16. Are elections fair and regular?:

Elections are regular, but they're unimportant beyond the state level, and socially conservative parties are banned. They're fair within those constraints though, partially because nobody cares enough about the elections to rig them.

EDIT: My country is a clear case of an Open Anocracy. People are usually allowed to protest, but at the end of the day we're still an absolute monarchy that views the people as not smart enough to rule themselves.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?: The office of Despot is a popularly elected position, with candidates being decided by each of the top twenty parties (by membership numbers).

2. Are all members of all branches of the legislature elected by the citizenry?: Senators, yes. The legislature is unicameral, and lower officials, such as clerks, certainly aren't elected.

3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: Yes, although term limits in some positions are quite large (I.E. a Despot could be in power for as many as thirty years, should they continue to take the office).

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Yes, intranationally. Internationally, the Despot and Advisory Council determine policy.

5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: The Despot may veto laws passes by the Senate, but a fourth branch of government, the Advisory Council, may also override a veto. The High Court also has the power to strike down existing laws pending approval by the Despot or Council.

6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?: The High Court essentially reviews laws and balances the other three branches of government. This ability is difficult to challenge, as only the Advisory council may do so with a three-fourths vote.

7. What percentage of the eligible population voted in the last general election?: 87%

8. Is voting voluntary?: Yes.

9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?: Yes, although it's difficult to get truly radical politicians in. More importantly, not everyone in Kistan who is of voting age is allowed to vote, since several territories in the extreme North suffer from ongoing independence/separatist movements.

10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?: No. Citizenship (which is simply voting rights and the right to own firearms) is available for all people, but certain conditions (namely being one of the aforementioned separatists or having a severe mental disability) may bar a person from becoming a citizen. Citizenship is an automatic reward of working in any government position, including the military, but most have to apply for it.

11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?: Technically no - all citizens can vote, but non-citizen residents (read: everyone) must apply for citizenship. Known separatists and their affiliates, as well as persons with mental deficiencies, are kept out by this process.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?: The state media is primarily a dry, informative department, recording minutiae about all the world's political goings-on, but there are some opinion articles, namely in the form of political commentary and speeches by figureheads within the government.

13. Does the state censor any media for political reasons?: No, but the state runs its own media service in addition to private media. It's mostly an info service, reporting changes in officials at home and abroad, keeping taps of conflicts and legal processes, but there is an admitted patriotic slant.

14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?: Yes, and even private communications may face heavy fines if they control expression while acting as a 'significant public forum'.

15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?: Yes, but roadways/train tracks and military installations are decidedly off-limits.

16. Are elections fair and regular?: Election fairness is taken very seriously -- campaigns are restricted to an equal cap in funding, screentime, and staff. Election cycles are designed to force political candidates to work with private citizens' groups, which are allowed to campaign on behalf of a candidate, making popular appeal important for election and accountability to one's constituents critical for re-election. People may not try to gain smaller elections, I.E. Senate seats, outside of the electoral district of their primary residence.
