Introduction
In the interests of the research and analysis of the political situations of the nations of the world, the World Democracy Index was established by the Political Research Institute of the World Financial Company to analyse nations by various criteria to determine levels of democratic freedoms. Nations are assessed on bases including but not limited to the ability for citizens to participate in government through voting and running in free and fair elections, the extent to which executive and legislative authority are dependent upon freely elected officials bound by regular election cycles and terms limits, and the accountability and separation of powers of the organs of government.

A hybrid regime somewhere between democracy and autocracy. The prospect of democratic reform in the foreseeable future is possible in the current political climate, and the established powers do allow some dissent in the political process. This nation shows promise in realising democracy, but if the people are not careful their government may descend into outright tyranny.

In a manner. Here would be a good area to point out that the command areas for the executive, legislative, and judicial are not distinct entities, and are concentrated primarily within the Senate. The Archons who function as head of government and state are by definition also Senators, and though experience as Praetor, are also the highest judges of the Freehold.

Archons are elected, as are praetors and all posts below on the ladder to higher positions. But additional positions are elected only insofar that the person who sits in them is qualified because of a previous election. For example, a former Archon may be appointed the governor of a province. The province did not vote for him to be made such but he is deemed qualified because he was elected as Archon.

For the most part it is dependent upon elections.

2. Are all members of all branches of the legislature elected by the citizenry?:

There are no branches of legislature, however to be a Senator one must stand for and win election to the lowest post. However given how the Senate works and how voting is organised, it isn't one representative to a region democracy, but a form of direct bloc democracy. A person must win a vote in a number of areas should they desire to actually win, and there are multiple winners for every post, including Archon, of which two take office at a time.

3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?:

Yes. The standard is three years, but under certain circumstances this can be extended.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?:

Well as the legislature is not actually independent from the other groups this cannot be the case either way, as the legislature is not independent enough to be infringed upon, nor to act in independence. The Senate pass legislature, the Archons are responsible for enacting it and may also make executive movements, but as the Archons are part of the Senate they are part of the process that sees a bill passed.

5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?:

Not in the least.

6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?:

Not in the least.

7. What percentage of the eligible population voted in the last general election?:

The election of the year 1524 of the Anogarian Calendar saw 83% of those eligible turn out to vote.

8. Is voting voluntary?:

Voting is voluntary but socially expected of those that can. The ability to vote is not one given to all, and the exercise of voting rights is considered an exercise of power. To refuse to engage in the process therefore is regarded as a mistreatment, abuse, or lack of respect for the legitimate power of the citizenry.

9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?:

Assuming they are of age and other requirements, such as extended military service and a wealth class minimum, then all citizens who can vote can run for office.

10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?:

Absolutely not. This is an abhorrent idea. Citizenship is inherited from two parents who are also citizens. Immigrants can become a devolved type of citizen, but not on equal footing with the native-born Selians.

11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?:

No. Ethnicity isn't really a concern, but lack of full citizenship with voting rights prevents one from voting. Full citizen women lack voting rights also, and non-full citizens as well as non-citizens altogether of either sex and any ethnic group are denied the right to vote.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?:

No.

13. Does the state censor any media for political reasons?:

Yes, but typically that of an ideological wing that isn't even present on either of the main divide in the Freehold's politics.

14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?:

Pretty much, yes.

15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?:

Only if legally allowed to do so through prior permission. Violent or not, unauthorised demonstrations are illegal.

16. Are elections fair and regular?:

They occur every three full years. Fairness would depend on your point of view. The Freehold certainly regards it as fair. On the other hand, the lack of suffrage of women, lesser citizens, and the other conditions in place to run for office might be seen as unfair by others.

The Mayor of Tinhampton is supported both by members of his (at the moment) party and by the whole Assembly, and can be impeached and replaced by his deputy.
2. Are all members of all branches of the legislature elected by the citizenry?: Yes.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: No. Retirement from the Assembly is voluntary.

Constitutional amendment is approved by a supermajority of Assembly Members and then put to vote for a similar majority among the citizenry.

No. The Crown, as well as the ruler of all ducal states (The Contiguous States of the Empire) are hereditary. Fursthaus, The Upper House of the Reiksdiät is also selected, rather than elected. However the leaders of the Dominions and Territories (oversees States of the Empire) are all elected, as are the members of the Volkshaus, the lower house of our legislation.

No, as explained earlier, the Ducal states (The Contiguous states of the Empire), the members of the Fursthaus, as well as the Crown itself, are not elected.

Apart from the Fursthaus and the Ducal states (as well as the Monarchy), yes.

No. The Crown and the Reiksdiät have a balancing mechanism, where any legislature passed by the Diät has to be signed by the Crown, while any Royal Decree has to be accepted by the Diät.

Yes. The crown can only pass a Royal Decree under very limited situations

But all officials can be impeached by the people's vote, if they screw up. Even council members are not safe.

Regional and city laws are not, but regional laws can be overrided by council, and city laws can be overrided by both council and regional authority. Plus, all laws must comply with Constitution.
