While it’s true your character cannot take full control of a subject of his hypnotism, making someone compliant to orders is damn near the same thing. He found his answer in music and its power to bring people together and even help them forget their troubles, if only for a short time.

However, one night he was set to perform in Gotham inside Robinson Park, where, conveniently, Batman was busy engaging Deadshot. A rare stray bullet had managed to hit an explosive part of the rig manned by Andre, causing it to explode, nearly killing him and severely burning and mutilating him all over, placing him in hospital. A crowdfund was arranged for people to donate to his cause to help turn him to be able to make more music and make the world a better place, and it succeeded, but however, Andre chose to repair himself with the money by arranging LexCorp to build him into a sort of cyborg, making him able to function normally at the cost of his own, normal body.

But being reminded of his own accident that turned him into a "god damned robot", he didn't want anyone else who had less fortune to suffer through what he did without any rebuttal. He stole LexCorp sonic technology that was being designed and he converted it into a weapon that could be powered by music. Now he roams the streets, peacefully pacifying criminals undercover at his own free will whilst keeping his own reputation as a grand DJ and EDM artist.
Powers/Weapons/Tech: A light-up music gun he had built himself using LexCorp tech is able to shoot out a laser beam that he can use to shock and stun the enemy, or make into a positive, harmless charge that can empower his friends in need. He also has good physical durability and, with his rollerblades,
Weaknesses: He can't really fight beyond that much of a street-thug in hand-to-hand combat and relies on his technologies alot, and also does partake in using marijuana sometimes, which may hurt his reputation when revealed
Skills: He's good in sports like soccer and tennis and especially has a major thing for making music and DJing. Usually on a non-busy night, he can easily get bored and hijack the nearest nightclub (not in a violent sense) to perform his well-known beats.

Never played Overwatch, so I have no idea how well it fits.

Well it all depends on how you envision your character to sound, I'm not sure how it is you want them to. It's not a requirement to have a voice actor, so you're free to leave it. You could always use this site https://www.behindthevoiceactors.com/ which has a lot of samples of voice actors' work, and you can listen to some and see what you like.

If still stuck, I'm sure someone else will be able help you out.

Because of this, he became interested in the field of philosophy at a young age. People have noted his tendency towards seclusion and generally calloused, yet humble, behavior towards his peers. Shortly after moving to Gotham, he discovered that he had the innate unnatural ability to entrance individuals by staring into their eyes. Backstory:

Blake Powers was born to Andrew and Melinda Powers, a school teacher and a biomedical engineer, respectively. He has one sibling, a sister named Basil, who was born Blake's family moved to Gotham when he was 15 years-old. Blake was born with high-functioning autism, which little affect on his development aside from slight social impediments and an increased insight and general intellect. Because of this, he became interested in the field of philosophy at a young age. He also exhibited a vested interest in combat, favoring hand-to-hand based techniques such as karate and the use of small-arm weapons, such as pistols. People have noted his tendency towards seclusion and generally calloused, yet humble, behavior towards his peers. Shortly after moving to Gotham, he discovered that he had the innate unnatural ability to entrance individuals by staring into their eyes. This typically has the effect of leaving the victim temporarily paralyzed, making them unable to respond to any sort of sensory stimuli.

Three years after having moved to Gotham, his father was killed in a school shooting. Blake seemed put off by the incident, but took it much more lightly than was expected. His sister, on the other hand, was devastated by the occurrence. It became harder and harder for his mother to juggle her job in the biomedical field and caring for her family as a widow. Everything came toppling down all at once when he witnessed a figure whom he had assumed was Batman break into their home and kill his mother. After this occurrence, Blake ran away in secret, leaving his sister Basil to be taken in by police and transferred to the Gotham Orphanage. Blake took to the streets and began going by the alias Blacklist, using his acquired skills to survive and make a name for himself. Two years later, he was picked up by a representative of the Order of Reapers, who persuaded him to join their ranks. Blake accepted and now does dirty work for them. In secret, he seeks to one day topple the Order's leadership and take over as its sole leader.

Powers/Weapons/Tech:

* Blake Powers is capable of temporarily paralyzing individuals through gazing into their eyes. This affect typically lasts between 30 seconds to a minute, but solely depends on how long eye contact with Blake has been locked.
* Blake Powers fights by way of hand-to-hand combat, but carries a simple pistol with him in case of emergencies.

Weaknesses:

* Blake Powers keeps his upbringing and social life secret. He despises talking about his past and will take extreme measures to avoid doing so, except with a closely trusted individual or good friend.
* Because his paralytic gaze ability requires direct eye contact, tactics such as the utilization of tear gas or pepper spray can be effective against him. Avoiding direct eye contact can also be effective.

Skills:

Blake Powers is profoundly fascinated with psychology and sociology. He can quickly deduce an assailant's personality and weaknesses based on interactions. This, combined with his paralytic gaze power, makes him excellent at interrogation.

It was definitely a tempting offer. This Order of Reapers seemed like it was the only group around Gotham that had any sense nowadays. The Disciples of Batman were delusional, The Followers of The Hood fight with little-to-no purpose, and the blatantly-criminal group The Gang of Freaks fights for no purpose at all. This Order conveyed the deepest sense of purpose, value, and... efficiency. I was going to need an ally on the visually and morally putrid streets of Gotham City. Who better to choose than one so efficient and straight-forward as the Order?

After pondering the offer, I looked up to the representative and gave my answer in the fashion of my base impressions of the Order itself: simple, straight to the point, quick, and efficiently.

"I accept."

I looked into the captive's eyes, their gaze hesitant and confused. Continuing this for a minute, their breathing took on an erratic and arbitrary pattern, just like his actions and those of his fellow Freaks. At this point, there was little doubt that they had become paralyzed. To test this, I slapped him across the face. He gave very little of a response, likely numb to any sort of pain. This opened up opportunities.

"Look at you. Naive. Numb. Defenseless. You're so obedient to commands you're given, you're so... numb to your reality that nothing even fazes you, lest it be truly dire. You are but a puppet, waiting for a puppet-master to pick you up and use you for entertainment at their leisure. It's such a shame that you can't will yourself to do anything about it. That might just be a bit helpful nowadays."

The captive's breathing becomes heavy and erratic.

"Oh, what's that? You are actually willing to let me... cut your fingers off? Oh, wonderful. Without your fingers, meddling in the affairs of others may become a bit... difficult, wouldn't it? I'm glad that you're willing to make such a wonderful sacrifice for the sake of the Order. Trust me, my friend... this won't hurt a bit."

Grabbing a knife from beside me, I got to work on the captive's fingers. As the fingers came off, blood flowed out of his hands and made it onto the floor, creating a sizable red puddle on the ground, barely visible due to the room's poor lighting. I took the bandages and wrapped his hands up when I finished with his fingers. "I can't let you die *too* quickly, can't I?" In just a few minutes, his fingers were gone. Aside from some reflexive wincing, the captive gave no response whatsoever.

"Oh, you are very kind, aren't you? No, don't answer that... you have no place to question what you are told now. Long live the Order."

It was then that I left the room, waiting for the captive to return to his senses and begin to feel the compounded pain response. No one defies the Order. No one.

Blake smirked with an ominous expression. The Order seemed to convey everything he stood for nowadays: order, efficiency, and ruthless justice. He was more than happy to find that he was allowed membership. He bottlenecked much of his excitement, seeking to keep a general aura of mystery and intrigue.
