Harvey Dent was once the bright beacon of hope for the City of Gotham. The once popular Attorney General prosecuted criminals and the rising villains of Gotham with impunity and an unshakable commitment to Justice. After a particularly hard pressed case against the legendary boss of the Falcone Family, he was left scarred and deformed on the left side of his face. Carmine Falcone, the perpetrator of the acid attack, had smuggled in a jar of acid by bribing and black-mailing both his guards and the courthouse security. Dent was admitted immediately to Gotham General, but the damage was done, leaving his left face permanently damaged by the attack. Dent's fragile psyche, already struggling with Dissociative Identity Disorder, mild Schizophrenia, and Bipolar Disorder, was broken by the loss of his physical identity. This led him to become Two-Face; Gotham's Fallen Idol.

Two-Face tore a rampage wave of crime across Gotham, nearly splitting the city in two, he rose to prominence on the same level of The Penguin. Eventually becoming a major antagonist to The Batman himself, a one time ally that Dent now saw as someone who betrayed him and let Falcone disfigure his face. Two-Face became feared across Gotham, and attracted a sizable following of lesser criminals who eventually came to form the Two-Face Gang. After being viciously beaten and humiliated by the Catwoman two years ago, Dent has returned to Gotham, eager to reclaim his criminal Empire. After all with Batman gone, few can stand against the power of the Coin.

Weaknesses:
Split Personality: The Personalities and Personas of Harvey Dent and Two-Face are constantly at odds with each other, possessing the man to take actions depending on the flip of his trick coin. Decisions must be made with the coin, unless they are a choice between self-preservation or death, Tails represents the Darker, Twisted side of Two-Face, and Heads representing the Brighter, Just side of Harvey Dent.
Old Rivalries: Two-Face is an old name in Gotham, and with age comes powerful and deep rivalries. Two-Face and his gang have been locked in an almost eternal gangwar with the Penguin, the two have a deep-seated hatred for each other, and reconciliation is all but impossible. The Catwoman has robbed and humiliated Two-Face in the past, leaving him with a deep burning desire for revenge. The Joker has also made himself an enemy of Two-Face, his commitment to total anarchy and meaningless destruction being untenable to the Duality obsessed Dent, however with the Joker's absence from Gotham this is an unlikely feud to return.

Marksman: Two-Face is a crack-shot with firearms, being able to reliably hit the bat-symbol on multiple members of the Bat Family from a distance.

A small stand had been prepared in front of the cargo ramps of the dock, a meager crowd had assembled comprised of dockhands and shipwrights. Lance was standing just aside the platform as the tubby union boss tried halfheartedly to get the crowd anticipated for his speech, he was nervous, sweating carefully contained under his suit he was roused from his thoughts when the union boss clasped him roughly on the shoulder, "Your on." he said as he passed by. Lance took large steps to the podium, wiped his brow, cleared his throat and began to speak. "H-H-Hello, as you know my name is Lance Faraday and I've been elected to serve you." He paused, the crowd silently stared at him, "I-um-I may not be the bold new ideas and so grand a scheme as my colleagues have, but I can promise you this, I will always be with the people. This means I support a healthy industrial environment, the blue collars are the backbone of our economy, so our are farmers, as well as our service based friends including government employees. This is why I support the formation of unions and the right of workers to strike, it is unreasonable to me that you would have to work hours and hours everyday only to take less pay from the owner, or to work overtime without compensation, just as the boss is the provider of jobs you the workers provide him with his." the crowd had warmed up a bit to this and seemed to like where this was heading.

"However, it is important that we not abuse our island without temperament, Mother Nature is kind to all of us but not if we abuse her. I believe it is possible to continue to have an industrial base as well as pursue environmentally friendly policies, this includes ending our dependency on oil and natural gas, I recognize the loss of jobs in the short term, but the amount of jobs from the construction of wind farms, solar plants, and nuclear fission will far outnumber the ones lost, and all save the last one require similar construction skills as building another derrick." Some in the crowd were paying full attention, others were at least being polite.

"I've gone over my time here, but if you would let me finish my last two or three points. As an island nation I think it would be prudent to maximize the efficiency of our Navy and Airforce, maybe some expansion of bases and dockyards, but we should primarily focus on having our troops at the smallest point with the largest rate of success. Secondly, much of the developed world suffers from a crisis of mental illness we need to invest in both pharmaceuticals and psychologists that can lessen the impact of these terrible diseases that effect many of us and our families, disproportionately so does it effect the lower class, inmates, and juveniles. The fight to treat this illnesses and to keep treatment affordable is one that we can fight in the capitol. Lastly, while some developed countries struggle with substance abuse, we should not let this scare us away from the largely 'harmless' cannabis plant, while every drug has negative side effects this includes tobacco and alcohol, but with no-one calling for an end to the use of those why should we continue to enforce penalties for such a similar drug? It would also be my hope to expand the agricultural base in the country, both for cannabis and other crops, to return to our more sustainable roots. To clarify allowing or passing a law that allows limited agricultural practices to be preformed both in urban and rural properties, people can save a dime or two by growing their own garden or by being an entrepreneur and starting a locally grown food place in the middle of downtown wherever."

Goals: To make the perfect soldier.
History: SNAKE was originally a government funded project, to make the ultimate soldier during the Cold War, one who could survive the nuclear war if it were to come. At the end of the Cold War, the plug was pulled on the project, and in technicality, the organization is shut down. However, as of recent, rumors have been floating around that one of them scientists working there, Neil Krei, restarted the project via rather unorthodox means. These guys are the ones who made super soldiers such as Caleb Howell, A.K.A. Whitesnake.

Now I know it’s a bit late, but SNAKE isn’t going to be a major player in the story, not at all. In fact, it’s really just the basis for a possible nemesis to Whitesnake (one that isn’t my creation). I’m just putting it out there in case anyone else wanted to make a supersoldier type character, as this organization was the ones who pumped out many unsuccessful projects, and one particularly successful one.

Decisions must be made with the coin, unless they are a choice between self-preservation or death, Tails represents the Darker, Twisted side of Two-Face, and Heads representing the Brighter, Just side of Harvey Dent.
Old Rivalries: Two-Face is an old name in Gotham, and with age comes powerful and deep rivalries. Two-Face and his gang have been locked in an almost eternal gangwar with the Penguin, the two have a deep-seated hatred for each other, and reconciliation is all but impossible. The Catwoman has robbed and humiliated Two-Face in the past, leaving him with a deep burning desire for revenge. The Joker has also made himself an enemy of Two-Face, his commitment to total anarchy and meaningless destruction being untenable to the Duality obsessed Dent, however with the Joker's absence from Gotham this is an unlikely feud to return.
Skills:
Marksman: Two-Face is a crack-shot with firearms, being able to reliably hit the bat-symbol on multiple members of the Bat Family from a distance.
Former Attorney General: Harvey Dent is the former Attorney General of Gotham City. Earlier in his life he was a practicing Attorney, and knows the legal system of Gotham inside and out. He has used both his legal credentials and insider knowledge in the past to run legal advisement firms as front operations, as well as to game the system for his most trusted underlings, being able to defer sentences or throwing out convictions entirely.
Experienced Crime Lord: Two-Face has been running gangs in Gotham for years, and has both a reputation and shrewd disposition to fit this.

A small stand had been prepared in front of the cargo ramps of the dock, a meager crowd had assembled comprised of dockhands and shipwrights. Lance was standing just aside the platform as the tubby union boss tried halfheartedly to get the crowd anticipated for his speech, he was nervous, sweating carefully contained under his suit he was roused from his thoughts when the union boss clasped him roughly on the shoulder, "Your on." he said as he passed by. Lance took large steps to the podium, wiped his brow, cleared his throat and began to speak. "H-H-Hello, as you know my name is Lance Faraday and I've been elected to serve you." He paused, the crowd silently stared at him, "I-um-I may not be the bold new ideas and so grand a scheme as my colleagues have, but I can promise you this, I will always be with the people. This means I support a healthy industrial environment, the blue collars are the backbone of our economy, so our are farmers, as well as our service based friends including government employees. This is why I support the formation of unions and the right of workers to strike, it is unreasonable to me that you would have to work hours and hours everyday only to take less pay from the owner, or to work overtime without compensation, just as the boss is the provider of jobs you the workers provide him with his." the crowd had warmed up a bit to this and seemed to like where this was heading.

"However, it is important that we not abuse our island without temperament, Mother Nature is kind to all of us but not if we abuse her. I believe it is possible to continue to have an industrial base as well as pursue environmentally friendly policies, this includes ending our dependency on oil and natural gas, I recognize the loss of jobs in the short term, but the amount of jobs from the construction of wind farms, solar plants, and nuclear fission will far outnumber the ones lost, and all save the last one require similar construction skills as building another derrick." Some in the crowd were paying full attention, others were at least being polite.

"I've gone over my time here, but if you would let me finish my last two or three points. As an island nation I think it would be prudent to maximize the efficiency of our Navy and Airforce, maybe some expansion of bases and dockyards, but we should primarily focus on having our troops at the smallest point with the largest rate of success. Secondly, much of the developed world suffers from a crisis of mental illness we need to invest in both pharmaceuticals and psychologists that can lessen the impact of these terrible diseases that effect many of us and our families, disproportionately so does it effect the lower class, inmates, and juveniles. The fight to treat this illnesses and to keep treatment affordable is one that we can fight in the capitol. Lastly, while some developed countries struggle with substance abuse, we should not let this scare us away from the largely 'harmless' cannabis plant, while every drug has negative side effects this includes tobacco and alcohol, but with no-one calling for an end to the use of those why should we continue to enforce penalties for such a similar drug? It would also be my hope to expand the agricultural base in the country, both for cannabis and other crops, to return to our more sustainable roots. To clarify allowing or passing a law that allows limited agricultural practices to be preformed both in urban and rural properties, people can save a dime or two by growing their own garden or by being an entrepreneur and starting a locally grown food place in the middle of downtown wherever."

The crowd clapped for the end of the speech, whether genuinely impressed or just trying to be courteous was unknown. "Thank you all for being here, and have a good day." he stepped off the stage smile growing upon his face, "That went rather well I think."

Having declined in both notoriety and influence, since Two-Face himself left Gotham two years ago due to being humiliated and beaten by the Catwoman, Two-Face has taken advantage of Batman's absence to reestablish himself in the City. Respecting only the word of the almighty Coin, Two-Face has begun to tear inconsistent holes in the fabric of Gotham's underworld. The Coin decides the actions of the Gang, and so long as Two-Face flips the coin, Two-Face leads the gang.

These guys are the ones who made super soldiers such as Caleb Howell, A.K.A. Whitesnake.

Now I know it’s a bit late, but SNAKE isn’t going to be a major player in the story, not at all. In fact, it’s really just the basis for a possible nemesis to Whitesnake (one that isn’t my creation). I’m just putting it out there in case anyone else wanted to make a supersoldier type character, as this organization was the ones who pumped out many unsuccessful projects, and one particularly successful one.
