He was raised from birth to fight the 'unending war.' The 'unending war' basicly suggests that the only point at which the war ends for you is when you yourself end. It's quite sad really.

Almost forgot to mention, the Ecclesiastical State bans all real and replica guns (thanks to the same Citizen Safety Law that gives the government tremendous surveillance powers). The "deactivated" Luger would still be a red flag when Ana is searched at customs control. And smuggling is something she absolutely won't risk. Because scandalizing the government is punishable by a few years in jail or a caning, but trafficking weapons is punishable by life in prison or death.
