I. Introduction

The Valanora Footballing Association and the Football Association of Vilita proudly present for the World Cup Committee's consideration this bid to co-host the upcoming 81st World Cup.

II. Host Nations

Valanora was formerly known by most as the home of the elves and as a vast sporting power. Located on the Arrosia continent and surrounding isles in southwestern Atlantian Oceania, it is ruled by Hector Manuel Zevala, the recently elected Emperor. Valanora is an empire, sometimes referred to the Eternal Empire, that grew out of a loose affiliation of alliances into a constitutional monarchy where the monarch has the majority of the power. The Raynor family held the throne for nearly five thousand years before the Calling took the majority of Elves from Valanora, though they will long be remembered for seeing the nation through adversity and prosperity with their name synonymous with Valanora in the diplomatic world. Vanorian technology is both quite advanced and clean, thanks to elven ingenuity when it came to scientific breakthroughs as well as innate magic and a desire to do as little harm as possible to the environment. To that end, Valanora is infamous for having banned automobiles apart from government officials and the military.

Football is most definitely the most popular sport within Valanora, with an extensive and well supported program that reaches from the inner cities to the rural areas and with academies given to educate and train future Vanorian footballers. Valanora first appears in World Cup 29 under the name of Elves Security Forces, before taking the name of Valanora during World Cup 36 and being recognized in World Cup 38. It won its first of a record tying five World Cup titles in World Cup 40 in Starblaydia and dominated most of the 40 cycles with Starblaydia, the two winning six of the ten titles during that time. While the Marauders have fallen on hard times as of late, they are still respected through much of the world for the previous titles and the ability to win them when least expected to, with the famous Laborious Hawk and the hero quartet leading the way for the squad.

Vilita is an island nation in the region of Atlantian Oceania, the longest standing member of the region and founder of it. The Jungle Cats have been participating in the World Cup since its early days, with only The Holy Empire being an active nation that preceded their first entry into the World's most celebrated and participated tournament, while also being fortunate enough to lift the title twice in their long history.

III. Format

Though the exact number of participants and groups is yet to be determined, our plan is to use a standard group stage format which ideally will allow all group winners to advance directly to the World Cup finals without needing to take part in a playoff, such as a 15 groups 6 or 8. If that format can not be reached then teams that finish second in their groups will (most likely) take part in a two-leg playoff which would be seeded based on the participants respective results during qualifying, with a likely format of 20 groups of 6 or 8. As it has at every World Cup, the finals will consist of 32 teams drawn into 8 groups of 4 divided between the two host nations. Valanora would host Groups A-D and the Vilita would host Groups E-H. The top two teams in each group will advance to the knockout rounds, culminating in the crowning of the world champions at the majestic Battleground in Raynor City, Valanora.

The tiebreakers to be used during Qualifying will be, in the following order: points, overall goal difference, H2H goal difference, H2H results, and wins. During the Finals they will be: points, H2H results, goal difference. Both nations will be given pots based on their ranking in the Post-Qualification Ranks.

IV. Scorination & RP Bonus

This bid will use xkoranate with the NSFS formula, but will use the xkoranate (additive) style modifiers over the NSFS3 (multiplicative) style mods. Without revealing the specific numbers, the RP bonus will be generous and cumulative throughout World Cup qualifying and the finals, as well as a substantial roster bonus. There will be some nominal RP carry over from Qualifying to Finals but WC Finals RP will be paramount. We are looking to include people in the creative process and will be looking to create a Dream XI, which will be named before the Final, and all nations would be encouraged to submit one player of theirs via telegram to be considered for the team, with an emphasis on heavily RPed players.

When it comes to evaluating RPs, we respect that everyone has their own unique styles. But whatever style you prefer, we are looking for originality, creativity, and astute information usage in RPs; such as using opponent tactics and starting eleven from roster and roleplays. And as always: quality takes precedence over quantity.

V. Experience

Valanora is one of the most experienced hosts of NS Sport, having hosted a wide variety of events with no less 11 WCC events as well as multiple WCoHs, CoH, regional competitions, the AOCL, the HCL, the CdC, and one of the longest running domestic football leagues. The first World Cup being hosted in World Cup 39 along with Commerce Heights, with other notable tournaments including World Cup 45 with Vephrall and 47 with Kura-Pelland. Other tournaments hosted include the three editions of the Vahalla Invitational, as well as multiple Di Bradini Cups.

Vilita carries a wealth of experience when it comes to hosting as well, having hosted no less than 22 WCC events, in addition to several AOCAFs, and other tournaments such as the Nationstates Grand Prix.

Sponsor Involvement :: ICly; Vilitan Companies will be "All In" for the first World Cup Finals to be hosted in the Tropics since World Cup 59. One of the biggest hits of recent World Cup's, Toys'4'All's line of mascot focused semi-plush figurines would be set for a major production return for a Vilitan hosted World Cup. Vilitan mainstays Tropicorp, Tivaliwood Pictures and Vilaye Energy Drink would also play a role, sponsoring contests, teams and awards throughout the World Cup Finals while reaching across the cove, joint and Turorian ventures Tiones Lumber would bring its famed Lumberjack competitions into the fold allowing random fans and celebrities from throughout the multiverse attending World Cup festivities the opportunity to compete against each other for bragging rights across a number of forestry disciplines. Naturally there would most certainly be no shortage of Cocoa-bo locations as well as representatives on hand to negotiate expansion opportunities outside of the Vilitan Cove.

In places where no local company already has the market cornered we will look to continue the World Cup's long history of partnering with sponsor entities from amongst the participant nations to fill those roles.

Stadium Selection :: The popular Stadium Selection Tool as previously used in AOCAF Regional Competitions will return allowing World Cup participants the opportunity to choose their own Venues for the World Cup Finals depending on which group they are drawn. This may allow for additional RP opportunities consistent with your own team perhaps allowing them to play in the stadium of the Domestic Club where a star player competes, the town where a sponsor that hosts a competition is based out of - or - in the simplest of cases, simply a stadium or city which you like the name/climate of better than others.

Hi, there! I notice that there seems to be, as far as I would define it, no junior partner on this bid; if it were to win, it would be, by my count, the second consecutive tournament without a first-time World Cup co-host. I think that there are both pros & cons to having a junior partner & to not do so - so, why did you two decide to pair up with each other, as opposed to taking on a junior partner?

For me, it was a combination of wanting to have a cohost whom I was confident of being able to handle both the technical and mental components that come with hosting the World Cup, especially one that might be the larger of recent memory, as well as the timing. I had reached out to a few "junior" partners but the timing for them was not right.

Are you willing to divulge whether or not this will be greater or less then one-third (or equal), which is what the current competing bid is stating? As both bids are excellent, this carries a lot of weight in my decision on which to vote for.

Can you give some example formats for the qualification? I'm aware that specifics are quite hard without having a final exact number of signups but it'd be helpful to see it plotted out, for visualisation if nothing else.

We are not willing to divulge the exact specifics at this time.

20 groups of X, which would result in playoffs against the second placed teams in the group or 15 groups of X where the top 2 go through are our preferred formats.
