The primary geopolitical objective of the Ashta's Government in Dima Qarum, instead of ensuring national security by means of influence overseas, is actually ensuring the continued survival of the Baldrounien state, despite the powerful centrifugal forces that its large 'outer' provinces wield. Being a nation of of 400 million people and a couple dozen ethno-linguistic groups, all of which barely share a common Baldrounien identity, Dima Qarum is frequently at odds with the wills and desires of constituent states. Nationwide reforms take a long time and require a large amount of political effort to succeed, as the states often have goals that contradict or oppose those of the central state. This is further complicated by the magnitude of bureaucratic inefficiency introduced by the institution of democracy in the nation; the Ashta's Government has to negotiate and compromise with state governments in order to ensure that certain laws, policies, and projects will succeed.

Fortunately for the Government, its cause has been helped by the fact that the core Baldrounien lands, the area known as the Mauce Doab, which also hosts the capital Dima Qarum, remains the single most populous and prosperous region in the nation, remaining as the primary center of industry and administration in the country. In order for the Government to ensure the unity of the state, it has to keep promoting prosperity in these core lands, while keeping the already traditionally wealthy states placated by ensuring that enough of their wealth gets reinvested into their lands. However, the future promises to be very interesting, as the wealthy 'outer' states of Baldroun, led by the globally-infuential cities of Samailuc, Tluquce, Rabidaghe, and Qhul Vuirin, move to grow their wealth and influence even further. It is imperative that the Ashta's Government, led by the honorable Purunou, maintains a spirit of optimism and cooperation within the state, in order to ensure the continued prosperity and unity of all Baldrounien.

[Philippinae]

There used to be a sinophobic gang here in Philippinae, famously known as “Number Four Gang”. They rose to prominence immediately after the expulsion of the chinese military from the country. The anger resulting from the atrocities committed by the chinese PLA made the gang very popular and so membership ballooned to 150,000 members nationwide. They instigated riots inside chinatowns, summarily shot those who spoke any chinese language, looted stores and committed arson and vandalism on chinese educational institutions and religious buildings. This prompted the government to pass the Chinese Cultural Prohibition Act, effectively eliminating chinese cultural influences in most of Philippinae. The said gang disbanded peacefully after the passing of the law, with no charges being pressed against its members. Its leaders later become officers of the Gendarmerie.

There are no major gangs, nor any known crime syndicates in TurtleShroom that have, or adhere to, a racist bent. Although there are all-white gangs, all-Asian gangs, etc., very few of them, if any, advocate racial supremacy. In a nation where half of the population is not human, humans looking slightly different from other humans doesn't really matter or have any effect.

There are various Kangyuli-supremacist groups throughout the country. With most of them being politically hardline and superhardline, these groups strongly believe in defending the Zhouranese People & Nation's unique culture and identity through violent means and strongly oppose what they deem "the moderates' meek views towards non-Kangyuli people". To the eyes of these supremacist groups, they see various non-Kangyuli people, like the "yellow orientals" such as the Chinese and Japanese as a "weak, submissive race of insects that lack warrior ethos, individual identities, technological innovation, and understanding of individual self-reliance", and the "brown jungle dwellers" such as the Filipinos and Thais as a "primitive backwards bunch of uncivilized, submissive-but-uppity tropical creatures that lack any high-functioning intellectual understanding of science, engineering, warfare, and knowledge of civilization in general". However, to many of these supremacist groups, they do list some non-Kangyuli group of people as "Honorary Kangyuli". For example, the Mongolian people are seen as an "assertive, honorable race of tough, resilient nomadic people" that should have "occupied and purged all of China, Korea, Japan, and Indochina", while Slavic and Mediterranean people are seen as a "civilized European race of brave fighters and non-degenerate intellectuals".

Within the Zhouranese political hardline, mainstream hardliners are actually divided on these supremacist groups. One side opposes these groups while the other side openly supports and even join these groups. Various Kangyuli-supremacist groups are known for mugging foreign tourists in public, and in fact these groups would sometimes mobilize angry violent mobs and assault anyone considered to be either a "non-Kangyuli subhuman", a "spineless traitor" or a "tainted racemixer". Despite actions from the moderates to arrest members of the various Kangyuli-supremacist groups in the country, powerful political hardliners have placed these groups under legal and political immunity.

They tend to be left-wing and are also extremely patriotic about Azadistani society and institutions

Decepticon gangs don't care about fine-grained stuff like race or ethnicity, which simply do not exist here. Here, everyone is a Decepticon. Our bodies are manufactured according to the tastes and needs of the one who'll be using the body, therefore, they do not indicate anything - except, perhaps, the personality, wealth level, and/or engineering skills of the individual who has it.

Thanks in part to this background, there are only a few criteria that one of our gangs will consider when deciding who to attack:

1. Do you have anything worth stealing?
2. If yes, are you/your nation weak enough that we can just take it off of you by force?

If the answer to both of these is "yes," expect a raid gang to show up and commit brute-force theft.

If the answer to 1 is "yes," and the answer to 2 is either "no" or "it'd be a helluva fight and probably wouldn't be worth it due to the cost of the upgrades required for us to win," expect us to try to get your loot off of you in less-violent ways, such as con games and other fraud, addicting you to drugs and then charging you your fortune to get more of our drugs, or sneak-thievery.

We do strongly prefer to attack (or otherwise do our stealing) in foreign lands, but that's mainly because raiding HERE almost always means a fight - possibly to the death - against a similarly-capable defender, while raiding some puny weakling biologicals is a piece of cake. We are all quite speciesist, too, but this is not the driver of our activities. We're really in it for the loot. Other species are just easier to raid it from. Our government also strongly encourages us to raid other lands.

The government doesn't like to outright say so, but its encouragement of this practice is mostly because it gets the raiding - and the economic drag it'd produce if we routinely did it to each other - OUT of our Empire and INTO others' laps, without having to take the suicidal (literally as well as politically) path of trying to alter our piratical culture.
