I'm not getting my 1 billion pop issue

I've had 1 billion population for 15 days now, and I've yet to receive the 1 billion population issue. I contacted a mod and they referred me to the forums, so here I am, any help would be appreciated. Thanks.

A while back the issue was changed to not be given out to nations with very low Religiousness, even if they don't actually have the compulsory Atheism policy. It's just assumed that these nations aren't interested in declaring a national religion.

Having a high atheist rate =/= anti religion fyi

again, if I wanted to not have a government endorsed religion I would've picked the appropriate option from the issue.

Ah, I was wondering about this myself. This explains a lot. I have about five different nations now over 1billion, and only one received the issue (high religiousness, and got the issue immediately.

Probably just work at raising my religiousness, temporarily, enough to receive the issue -- then it's back to the depths where it belongs...

That’s a silly assumption. I want to do a Cult of Reason-type atheistic tradition for this nation (it’s my secondary nation) called Egalitarian Humanism. Why not give all countries the issue? Nations not interested in religion can just choose options 2 or 3, like I did on my main country. It’s not that difficult.

- with the exception of dismissing, every option now unlocks the field
- there are no extra validities, only population requirements

I just answered the Religion with option 2. I got the TG that said I could unlock it, but the Settings says it's "unlockable waiting legislation".

The issues act as rewards for players who stay with NS long enough to reach 500 million, 750 million and 1 billion.

I think they're valuable just for that.
