Greetings,

It has come to our attention that, because of the war, we have gained a sufficient amount of refugees that are or feel as though they are oppressed or held-down in Azadistan. Because of this, we have decided to now pull out a few of our ships but leave the remove few to stay until the war has reached its end. His Majesty has also said he would allow personally refuge for members of the Azadistani royalty that are not in any way connected to this conflict OR desire to no longer associate with the current state of Azadistan. Following consultation with His Majesty, we have also gained approval for allowing Kynelander peacekeepers to operate within Azadistan if the government of the Sultan wishes it.

His Majesty has expressed his regret at what this has turned into, from the terrorist actions of a crime family into a full-blown war.

If the Azadistani government has any enquiries, they are welcome to send telegrams or other messages with their questions within.

“Your Majesty,” started a masculine voice with a British accent, one resembling a southeastern accent, “this is a very bad, idea. You do realise that, right? We might be sending our men and women to a war zone. I can’t see this going down well, I mean, even our middle eastern mission is still ongoing.”
“I’ve made up my mind, Mr Blakwell,” replied a man by the window. The voice belonged to King Karter of Kyneland, the small but controversial nation within the North Sea. The man he just replied to was Harri Blakwell, the MP for Puzów and its parliamentary representive. “I can understand your concerns, but I’d rather get something out of this war rather than letting such an opportunity go.”
“But Your Majesty, surely you’ve taken into account what might happen?” Asked Mr Blakwell, shuffling his papers. “We could have some serious problems on our hands if we’re not careful. The Azadistanis aren’t very fond of us, after all.”
“Whether they accept or not is up to them. And if they do attack our peacekeepers, well, we could always just declare war and increase the pressure on Azadistan. They won’t last long either way.”
The MP sighed, retaking his seat. “Of course, Your Majesty. I can assure you you'll have my support.” After this reply, the King nodded.
“Of course.” Looking at his pot of tea and tea cup on the desk, the King turned to look at the MP. “Do you mind getting me another pot of tea, Mr Blakwell? I’ll look over those papers whilst you’re on your way,” the King politely asked, sitting at his desk.
The MP bowed. “Yes, Your Majesty. I shouldn’t be long.”
“I’d hope not,” the King said with a chuckle.

When the MP left, the King leant back in his chair, a groan escaping him. “Hopefully this’ll go down well. I can’t be bothered just letting this all go down whilst we stand by and not help out the citizenry caught in the middle of this.”

[OOC: If Munkchester aren't in Azadistan, odds are they're still at home. A surprise attack may have been possible in WWII, but any modern nation is going to have enough monitoring the skies that black paint ain't gonna be anywhere near enough to launch a surprise attack. You'd need proper stealth aircraft, and they'd need to be better than the defending country's detection networks. Also, a proxy war is when two nations support two other nations in conflict with the hopes of depleting the other nation's resources, or, at the very least, drawing some of the enemy's force projection out of their nation. It's not one nation attacking another nation somewhere else.

TLDR: It does matter, and stunts like that are how you put other players off of RPing with you. You can send your planes, but having them make it into the other player's nation and drop troops is godmoding.]

It was one of the municipal workers clearing away the rubble from repeated bombings on minimum wage who discovered the Sultan's body, amazingly still mostly intact despite all sorts of bombs and missiles being directed specifically at him.

War:

In view of the complete absence of attacks upon the Aestorian Commonwealth or its territories and protectorates, the Aestorian Commonwealth is operating under the assumption that the sole declaration of war (from Atkemri) against the Commonwealth is notional and that war has been averted.

As such the Commonwealth will continue to provide assistance to Atkemri civilians on the high seas and protection from slaver raids. However the Commonwealth shall cease to presume innocent navigation on the high seas by Atkemri warcraft.

The Commonwealth would like to note a wider war would be disruptive to its trade, especially with major trading partners in the Panessos Free Trade Zone, Reichsburg Free Trade area, the Western Atlantic; if such trade was interrupted the Commonwealth and its allies would be compelled to take any such war to its enemies to strangle their economies and political willpower as necessary to restore peace. However the Commonwealth, unlike the aggressors, has no territorial ambitions against any would-be enemies and intends only the defence of justice, peace, liberty, and prosperity. We would like to reiterate that the correct way to achieve these is through appropriate courts and diplomatic channels.

To this end the Commonwealth requests and requires the return of former prisoners of war, now held in bondage without charge or habeus corpus, as required under multiple international laws; and the proper treatment of human remains, as required under for instance clause 11 of GAR 375.

The Commonwealth would finally like to note, in the interest of de-escalation, that our deterrent covers Azadistan.

Peace:

The Commonwealth would like to thank international peacekeepers and humanitarian workers in the country for their assistance while we set up the federal government. The Federal Government has divided the country into ten administrative districts and is planning to operate 100 ports and airports, planning 100 new power stations, planning to operate 1000 hospitals, planning 10,000 new schools, planning everything from waste management to wifi and firefighters to financial systems, and there are now well over 100,000 federal civil servants working on Azadastani. International assistance will be greatly appreciated in assisting development plans in the coming months.

The Commonwealth shall also be exempting Azadastani from federal income tax, company tax, and value added tax this financial year as part of the refugee resettlement programme.

PM: Thank you Lady High Speaker.

My lords, ladies, and gentlemen; you will all have seen the proposals laid before the house for a Treaty formalizing the protectorate of Azadistan and allowing its incorporation into the Aestorian Commonwealth. The proposal aims to secure Azadistan from foreign attack and impending collapse and permit the Commonwealth to establish proper democratic government and justice. It fulfils the triple standard of liberal interventionism: international security, democracy, and humanitarian interest. h₂*

The provisions of the treaty are hybrid provisions, going further than the customs limits placed on federal states and also curtailing military, intelligence, and diplomatic excess and independence, and requiring the formal superiority of federal and universal law. They do not go so far as to demilitarize the country, nor to prevent the continued existence and peaceability of their foreign establishment, or indeed the operation of local laws and courts not inconsistent with these limits.

The proposal also makes provision for limited elections to the Commons and Assembly. My government does not believe this treaty is a permanent settlement nor solution. Nor do we desire closer union. This union is a union for as long as it is of mutual benefit, a liaison formalized into a marriage of convenience, freely entered and exited. The year minimum before Azadistan can exit is simply to ensure that the local government has time to breath, reorganize, and come to some sort of understanding of what, as a nation, Azadistan intends to make of itself.

We are aware that certain nations consider themselves to be at war with Azadistan. We hope there will be peace. Certainly the Commonwealth does not recognize any general state of war, and we will endeavour to de-escalate the situation in the coming days and weeks. h₂

However we will of course take purely defensive measures to secure the Commonwealth and trade routes. h₂

My government also recognizes that the inclusion of Azadistan undoubtedly lowers the GDP per capita of the nation, requiring us to run a higher deficit. As this comes in exchange for unfettered market access we hope this will prove as profitable and long-sighted as our investments in the less developed parts of Panessos and Decis. h₂

It is not customary for a government with the confidence of Parliament to submit treaties to Parliament and nor should this be considered to indicate any shift in the Constitutional settlement. This is laid before Parliament as the full application of these provisions would modify the composition of Parliament, and as the government does value the opinion of Parliamentarians and their channeling of the people’s voice. h₂

I commend this treaty to Parliament. h₂

Leader of the Opposition: Thank you for giving us advance notice of your speech and the text. We received it five hours ago, which, given the speed you are moving at, is quite impressive. Indeed an advanced copy of the Courante would have it that apparently the treaty was written with less than thirty minutes’ thinking time. All this is only at least ten times less discussion than something of this sort should have. h₂ The phrase ‘crossing the road in too much of a hurry’ comes to mind. h₂ Is it possible you might be leading us to the brink yet again? h₂

We should not be too late, as I was telling the Prime Minister, and as he has told you. I shall smile a great deal more if I can get this message across to everyone. Let me start by making it abundantly clear that even if you think I leap into things, compared with some countries, including La Cosa Fedora, which declared war on Azadistan after a few rude exchanges at a science conference, my leaping is as a snail compared to the Leader of the Opposition’s impression of me. It has been said a day is a long time in politics and a century is a long time in diplomacy. A century is a long time for the Commonwealth, to be sure, but for Azadistan a month’s peace and quiet would be a release.

Therefore it becomes necessary for us to intervene - rapidly. An invasion to destroy a nation will not wait for Parliament to sit around. It will wait when it catches sight of our flag, our warships, our Pax Prosperitas. h₂ That is why we are being instant policeman of first resort: to delay war until our law and order has made war unnecessary and fruitless. h₂

If the people of the Angel alliance had any sense they’d thank us. I hear that Muslim counterinsurgencies can be extremely bloody and extremely expensive. Their generals may have a gung-ho jingoistic attitude, but there is nothing light-hearted about war and terrorism and if the people of the world have any sense they will restrain their bloodthirsty warmongering politicians and vote for a more sensible foreign policy than trying to invade a nation which is on the brink of becoming a failed terrorist-filled state while simultaneously fighting a fully developed nation with powerful trading allies, which, if push comes to shove, will give them a war that will teach them the benefit of peace. h₂

If I can finally one make one point -

FS: The Leader of the opposition has rightly perhaps decried past Ausitorian excess. This is us now decrying foreign excess. h₂

Whether an opinion is a fact is not a matter for an individual to decide. ∩* But the fact is that everybody has the right to draw their own conclusions. The Leader of the Opposition.

LO: Why are we blustering towards war with a liberal alliance in favour of security and opposed to terrorism? h₂

PM: Because there are better ways to favour security and oppose terrorism than the jingoistic bluster of these Angels of death. h₂ Can’t you contribute? h₂ I give way to the Deputy Prime Minister.

DPM: Lady Speaker, Lords, Ladies, and Gentlemen, can we stop treating this as a party political? We’ve invited the upper chamber along for a debate and all that anyone’s done is scream their heads off. It doesn’t do much for the dignity of Parliament h₂ - even if the bouncer metaphor was hilarious although he’s not always on top. ++ I give way to the leader of the opposition.

LO: Then I repeat, if the Angel alliance are so trigger happy - which you may be wrong about - then why are we not inviting then to help run the country since in general they have the right motivations? h₂

FS: One negotiates from a position of strength, in this case legal strength. And we have tried to get international observers in from the Council for Islamic Co-operation, and international peacekeepers. It is because that failed that we must take such strong and immediate measures. h₂

But the government is considering getting an international monitoring group together. h₂ They can help us find intelligence on any terrorist elements. h₂ They can help us rebuild the country. h₂ They can help us educate the country. h₂

There are downsides to such a policy. The possibility of being misled, the possibility of being seen as an imposition by Azadastan, the possibility of confused and parallel law and order. We must discuss these issues in the coming days and weeks.

The sovereignty is less than clear and likely temporary and certainly interim. Parliament can increase representation later, in time for the next scheduled election if need be. h₂

War:

In view of the complete absence of attacks upon the Aestorian Commonwealth or its territories and protectorates, the Aestorian Commonwealth is operating under the assumption that the sole declaration of war Atkemri against the Commonwealth is notional and that war has been averted.

As such the Commonwealth will continue to provide assistance to Atkemri civilians on the high seas and protection from slaver raids. However the Commonwealth shall cease to presume innocent navigation on the high seas by Atkemri warcraft.

The Commonwealth would like to note a wider war would be disruptive to its trade, especially with major trading partners in the Panessos Free Trade Zone, Reichsburg Free Trade area, the Western Atlantic; if such trade was interrupted the Commonwealth and its allies would be compelled to take any such war to its enemies to strangle their economies and political willpower as necessary to restore peace. However the Commonwealth, unlike the aggressors, has no territorial ambitions against any would-be enemies and intends only the defence of justice, peace, liberty, and prosperity. We would like to reiterate that the correct way to achieve these is through appropriate courts and diplomatic channels.

To this end the Commonwealth requests and requires the return of former prisoners of war, now held in bondage without charge or habeus corpus, as required under multiple international laws; and the proper treatment of human remains, as required under for instance clause 11 of GAR 375.

The Commonwealth would finally like to note, in the interest of de-escalation, that our deterrent covers Azadistan.

Peace:

The Commonwealth would like to thank international peacekeepers and humanitarian workers in the country for their assistance while we set up the federal government. The Federal Government has divided the country into ten administrative districts and is planning to operate 100 ports and airports, planning 100 new power stations, planning to operate 1000 hospitals, planning 10,000 new schools, planning everything from waste management to wifi and firefighters to financial systems, and there are now well over 100,000 federal civil servants working on Azadastani. International assistance will be greatly appreciated in assisting development plans in the coming months.

The Commonwealth shall also be exempting Azadastani from federal income tax, company tax, and value added tax this financial year as part of the refugee resettlement programme.

The war that was going to be waged, was at least at it's start would be non-conventional. A major hack attack would be launched the three top corporations in Libraria and Ausitoria. Viruses and other attacks would be launched on these entities.

Later major banks in Libraria and Ausitoria would be targeted with more focus being put on the richer areas to try and cause hysteria. Of course most hack attacks on the banks were focused on draining money but other ways of disrupting the banks were used, such as shutting down websites. The hackers were given the best equipment that could be bought on a 10 million budget. Their ISP's were well protected and it was ensured that they could not be traced to their origins.

"Yes and no, it's not very well tuned to Commonwealth software, especially since we beefed up arrangements with our Terripin suppliers and developed our own systems. And of course the REACC* is frighteningly intelligence-savvy."

"Can you trace it?"

"Not really. We can try pinging undersea lines to sea what signals are disrupted, but it's not any of the SACTO ones we're familiar with."

"Still could be them. Sometimes you need human intelligence. But Atkemri is the only nation which has formally reiterated hostilities."

Alice hit the speed-dial.

"Kazpia? We've got malware inbound and I want to trace it and it's not known SACTO. Can we try Atkemri ones?"
