That's what the bill does, it protects doctors and pharma from lawsuits in hail mary cases.

Sanders was responding to Rep. Trey Gowdy's (R-S.C.) comments that "the FBI did exactly what my fellow citizens would want them to do" by having a confidential source speak with Trump campaign associated who were suspected of having contacts with Russians during the 2016 election.

My favorite part? This...
In order to justify Trump's belief the FBI acted improperly, Sanders cited the dismissal of the bureau's deputy director Andrew McCabe.

McCabe was forced out of the agency in part over watchdog report blaming him for a media leak about the Hillary Clinton email probe, and not the Russia investigation.

"Certainly, the president has concerns about the overall conduct of the FBI," Sanders said.

"They helped us, so it stands to reason they were secretly helping Obama/Clinton the entire time..."

there is a big impediment to biological sciences which is the illegality of human experimentation on certain subjects of the field.

Just because they're terminally ill does not mean human testing is ethical.

Luckily this is not technically what that is, and I don't see very many issues with letting people add to their already comically large hospital bills to gain the remote chance their loved one could be saved.
