That's because the report didn't include it, and nobody's ever posted a correction since. However, it so happens that actually got that issue on a puppet myself recently, and though I didn't notice the discrepancy at the time, I now looked back and confirmed that there is indeed a question mark there. So it's not just a one-off fluke, even though it's still very rare. That makes 2 instances of nonzero data within 2498 data points. Wish I knew what's causing it.
However, this is just #241. #242 1 is still reported as never causing any changes despite 1147 data points.
