Kostyantyn piped up saying, "Currently, our production of cereal is failing, as evidenced by the famine in 1921, to hold back on the mechanization of agriculture would be foolish, to say the least, and would doom many peasants to an unnecessary death by starvation. Ultimately though, it is important that we establish order in the region as the Basmachi bandits threaten potentially four million acres of agricultural land in the valley, the removal of the counter-revolutionaries would give us more food to supply the Volga river region as they are being rehabilitated from the devastating famine there." Kostyantyn paused, "Simply sending livestock to the region would not be effective in increasing production of the region, mechanization and integrated communities should see a greater rise in cereal production."

"Comrade Stegnov, I can assure you that mechanization will improve crop yield and quality of food produced, as well as lessening the amount of labour needed for yields, I'm not sure how traditional farming would be better, as it would benefit the revolution as we will have more food and a better ability to deal with future food crises or famine."

Erke Baikalin had so far watched the discussion in silence. Partially because he was more interested in the second item on the agenda, where he could present his plan for a Mongolian Soviet Socialist Republic, which patiently waited in the briefcase by his feet, and partially because he didn't want to bring attention to the fact that he had arrived just in the nick of time, and almost missed the beginning of the meeting. Especially given the reason, which wasn't anything he cared to explain to the others. Being a chronic ladies man, he had been busy with deepening the relation with his housekeeper... the fact that she was twice his age didn't matter to him at all, as long as she fell for his rustic charm.

The other side of that "charm" showed itself now, as he still had his hat on indoors, snorted, and wiped his nose with the back of his hand, which he then in turn wiped off on his trousers.

"Comrades, please! The pros and cons regarding mechanization of farming is something we'll discuss later on, if I remember the agenda correctly, so... just let it drop, okay? Now, my thoughts on the matter is that we should show these people both meanings of Soviet power. First we crush the bandits, kill them all to the last man if necessary, and then, we help the honest people there make the region flourish and harvest the fruits of Communism. Let's build schools for the children, support the farmers, and so on. Personally, I think mechanization and industrialization is the way to go, not just in the Fergana Valley, but all over the country, but like I said, that'll be discussed later on... right, comrade Mikuliyeev?

A faint light came pushing through two tattered curtains half covering thin sheets of glass, dribbling beams of light on old carpets spread across wooden floor boards and grey modest bed coverings. Kozlov came into the room wearing a pinned shirt and half pulled up patterned trousers, his eyes turned to his a table in the bedroom, a table with a small gentle frame that held up empty shot glasses and stolen bottles of alcohol. He swiftly picked up one tiny glass, poured a spoonful an nameless orange liquid and gulped it down in burning lumps. He shot up to wakefulness, the tired taints of a night full of wakefulness departing.

He got up to dress himself promptly. And began his walk to the the Politburo, quickly greeting every Russian he passed by. He entered the building, covering a love bite from last nights performance with his black scarf.

While everyone was in deep discussion, Kozlov erratically laid out the legalisation to the meeting. His hands stuttered as he began to speak due to his recent walk outside.

"The time is now, the peasants of all lands must be represented; I demand such a thing NOW!" he shouted in his jumbled accent.


The Creation of the Sápmi Soviet Socialist Republic:SSSR Creation

Overview: This legislation has the goal of creating the Sápmi Soviet Socialist Republic within the Soviet Union, with a full representation within the Union as all Soviet Socialist Republics currently have. The Anthem, State motto and Soviet Republic flag shall be allocated by popular vote within the the designated territories of the Soviet Republic. The Soviet Socialist Republic shall be allocated the territory of Murmansk Governorate.

Article 1: The Sami peoples have been oppressed for centuries by Capitalist, feudal and backwards systems for an hundreds of unjust years; now it is only fair if the people of the Sami tundras proclaim their part in the glorious workers revolution. Not only will this spite the capitalists of Scandinavia of the generosity of our great Bolshevik Union, it will stop any possible future dissent by the native inhabitants of Sápmi as they will have their own Republic within our Union. Ethnic Sami people will hold true representation for the first time in more then a hundred years, all by the hands of our glorious liberation!

Article 2: The region which the Sápmi Soviet Socialist Republic will be created in will improve the economy of the surrounding area and the government representation of the inhabitants of the area; as it will give specific focus to the territory due to the republics existence.

Volodya was sick of this political nonsense, he soon began to realize that nothing was going to happen either way. It would be up to his initiative whether the OGPU took command of the situation in Fergana, and retained supremacy Then this crazy person who barely spoke coherent Russian comes in shouting and blabbering. Emil gave one look at the crazy man shouting about peasants and rolled his eyes. Volodya was not a stranger to this man, OGPU agents were at his hall every night. Kozlov was the not the ideal party leader or even member in any manner according to Volodya, and that made him vulnerable. He cared not what this man had to say at present.

Fergana Valley Act


Overview:

This piece of legislation is meant to solve the problem of the uprisings and famines in the Fergana Valley region. The main provisions is by introducing livestock and other farming equipment, and eliminating rebels after extreme interrogation. We believe that this is extremely important to the region, and to our nation as a whole. We also think that this is going to protect the region for years to come.
Article 1: This Act, solves the following problems:

1. The Rebellions in the Fergana Valley, as it has costed many lives and has gone on for too long.
2. The famine in the same region, due to the starvation of the land by the Tsar, the stealing of cattle by the Whites, and the Great War killing most of the able-bodied men.

Article 2:
This problem will be solved by:

1. Interrogating and removing members of the rebellion.
2. Sending anywhere from 500 to 2,000 troops to patrol the region for 5 years,
3. Sending livestock and machinery to help areas in the Fergana Valley most affected by the famine.


If we vote in favor, the proposition will be send to the Congress of Soviets for confirmation,

Chaiman votes in favor of the proposition."

1. This is a map of my proposal of the internal borders of the Transcaucasian Soviet Socialist Republic. I have split it into 5 pieces.

The first one is the Nakhichevan Autonomous Soviet Socialist Republic,

the second is the Georgian Autonomous Soviet Socialist Republic,

the third is the Armenian Autonomous Soviet Soviet Socialist Republic,

the fourth is the Azerbaijani Autonomous Soviet Socialist Republic,

and I have added a fifth, a buffer state between the Armenians and Azerbajiani called the Karabakh Autonomous Soviet Socialist Republic.
