MILITARY SEIZES CONGRESS, PRESIDENTIAL MANSION
Spokesperson Blume, top brass to head "emergency government"

Tanks rolling through Viribus on the way to the Congress Building

VIRIBUS--The military officially seized power from the President and the Congress this morning, in a shock bloodless coup. The coup started at 8:55 AM,as military forces rolled into the capital city of Viribus, announcing their intentions and encouraging cooperation on loudspeaker. At 9:22 AM, with little resistance besides quickly dispersed impromptu protests, the military had seized the Presidential Mansion and the Congress.

Spokesperson of the Congress Peter Blume made an announcement at 9:45 AM, stating that he had approved the coup using a technicality in the Constitution--a somewhat complicated logical conclusion of the language on the powers of the legislature and the Spokesperson and the line of succession. Legal experts are already saying this is not a valid conclusion, but the judiciary has not released a statement.

Blume stated that "This was not a decision made hastily, but after a long period of consideration and consultation with advisors, the top brass and various experts on democracy and authoritarianism. It is a direct response to the rise of extremism on both sides of the aisle and to the inability of the executive and legislative branches to cooperate."

He also added that "This is a temporary emergency government while we address systemic issues in Akipaian democracy. Most everything will continue as normal, and new elections will be held as soon as possible."

The President is currently detained on unknown charges, though Blume stated that "She is not in serious trouble and is very comfortable." The Congress has been completely discharged as civilians, with about six arrested for resisting, to be released in five days.

Blume claims that a deadline for an end to the emergency government will be announced "within the next several days".

"comrades of the cabinet" he spoke, a grim tone to his well spoken voice. "According to international news and information sources, a potentially dangerous coup has taken place in the nation of East Apikal. A fairly benign people under any other circumstance, but that's not the issue here. According to the report that crossed my desk a mere hour ago, their military has seized the capital at the behest of a collaborator, who gave this operation the green light under the pretense of legal loopholes" he leaned forward emphatically "comrades, we have a military junta on our hands."

Head of the armed forces, Alueck Sangh spoke next "according to the information given, as well as some amateur picture and video footage, they made use of armoured units to seize the capitol buildings. This says that they had widespread support from within their command structure, and likely the rest of the hierarchy as well." he paused for a moment to tap his chin "how reliant are they on external trade routes? we've gotten our way out of hurting an enemy's economy before" he explained. Malell shook his head "unknown, map and topographical data hasn't come through yet either. We may consider inserting intelligence agents to get a better picture."

Sangh nodded "good idea. I can up the military readiness level, but I don't recommend prodding them just yet."

Later, several agents were summoned. Complete with impeccably forged papers and identities, they would make their way to the contested land to get a closer look. Meanwhile, the readiness level was quietly stepped up, units began to form up but mobilisation was yet to come.

+++Herman Von-Kitchener was in a monthly budget meeting with his top officials when news of this came in. He was relieved to be out of the meeting, at least for a while. Not long after, Kitchener and his top aides would be meeting in the military defense center of the government. Kitchener said while making himself a cup of coffee, "I cannot exactly say I expect this to be important." The IID Head Liaison, Dominik Friedmann, to the military stepped up and said "This is important, sir," he says as he lays out various intelligence files across the meeting table. "We have learned of a large military coup within the nation of Apikai. It was executed swiftly and seemed to have a great deal of support from their command structure."

Kitchener took a sip of his coffee and said "Hm, it appears more people continue to reject the current status quo of large and slow bureaucracy. I am pleased to see their military as taken charge," Said Kitchener, who was a general in the army before his rise to power. "I just hope they are ready for the wave of distaste coming for them." Dominik replied, "There is one thing, sir, this new military government is expected to only be temporary, but we don't know how long. Foreign powers may have time to act against them before the civilian government takes power again." "As if there weren't enough 'democratic' puppets in the world," Kitchener said quietly, but then returned to his normal speaking voice. "Dominik, I want a few agents in that country as soon as possible. Getting eyes and hears on the inside, with or without government permission, will help us take future action. I plan to recognize this new government, and offer them assistance, should they need to. As nationalistic as we are, fascists sometimes need good friends, and such friends are in short supply in today's world. Any questions?" Silence reigned in the room for a few seconds. Kitchener then spoke up. "Good. Dominik, I will assist you in any way possible of getting your friends in. Give them false passports to avoid any unwanted attentions. I will return to my office and prepare a statement, then have my diplomatic minister contact their nation. Dismissed." People began filing out of the room, and Kitchener walked out to his office.

It has come to our profound attention that an overt seizure of government functions has recently been launched by the Apikaian military. While we would not question the legality of this coup d'etat, we would like to applaud the Apikaian military's initiative in taking over the government, its swift and bloodless nature, and of course, its overall success. It is clear that the former government, tangled in bureaucracy and democracy, has not the capabilities of proper decision-making and will only inhibit your nation's progress. Replacing it with a military junta surely would be beneficial for the people of Apikai, at least, for the time being.

However, as your honourable Congress spokesperson Mr Blume had stated, this Emergency Government shall only be temporary while various issues are still being addressed, and afterwards new elections will be held. As you may have noticed, the very reason why this seizure of power was set in motion in the first place was the failure of democracy, the very ideology that the former Apikaian government followed. If your nation continues to stand for democracy, especially in the future elections, there is a considerably large possibility that the exact same mistakes the former government had made will be repeated again by the future government, therefore rendering progress for the Apikaian nation impossible to achieve.

Therefore, we would like to propose a possible alternative: National Socialism. Unlike the one that had a grasp over Europe many decades ago. It is a centrist ideology that Rikana was proudly built upon, where the absence and suppression of any form of opposition to the government results in national progress and unity. Where an effective central leadership, as opposed to decentralization, becomes the guiding light for our nation. Where the military takes a considerably large part in the political process. Where both the state and the private sector contribute equally to the economy, and where prosperity and social justice are guaranteed and upheld in our Constitution. We do agree that it is the greatest solution to the Apikai problem, as it had been for us when our nation was struck with a similar problem yours is having: the ineffectiveness and inefficiency of democracy.

Thus, we would like propose the foundation of a National Socialist Party in Apikai. The party shall be allowed to compete in future elections and shall be generously sponsored by the Rikanan National Socialist Party (RNSP). We do believe that National Socialism is "the way out" for the people of Apikai. We hope that your Emergency Government agrees to our proposal, and that the new future government shall adhere to this glorious ideology.

While we are not entirely aware of the legality within your constitutional framework for this operation, the Unified Republic shall recognize your military’s attempt to form a new democratic government and shall therefore recognize the emergency government.

After some travel, the ring of spies arrived, setting up in a safehouse. Their job would be to spread out over the capital and first send useful information back to the capital, and search for dissidents and others that could be radicalised. And should the situation call for it, help send data that could make an invasion more fortuitous. No doubt other powers owuld want a slice of this, and that fell under their area of concern. Getting through the border was a nerve wracking experience, but they were able to pose as returning citizens, so they managed to insert themselves withut too much bother, the document forgers at the black station really are talented.

it would be the job of another team to bring io periodically smuggle in materials needed to keep their operation going, and a new bank account had recently been set up by them, with new funds transferred in via cryptocurrency. They would put up a front as a harmless group of freelance computer engineers, giving them the opportunity to build a subtle botnet designed one day to launch crippling cyberattacks. it would take a long time, but it was far from impossible.

Peter Blume did not look like a military dictator. He wore glasses, his hairline had receded to the point where his head was completely bald, he had a nice suit and tie. He was tall, but thin as a twig. He looked more like a tech startup CEO than a politician. Perhaps this was why there had been so few reports of protests so far--it would seem completely out of character for the man to simply install himself as a permanent Caesar.

He looked around at the military men around his desk, all much larger men in full uniform. "I understand that the international response to our seizure has been...profound," he said, clasping his hands together.

One of the generals next to him, a bulky man with hair that had long gone gray, nodded. "The response of authoritarian nations in general has been...well, understandably positive. It's up to you on whether you want to disavow their support. It would help reassure people, but...well, this stunt hasn't made too many friends among democracies."

Blume considered that for a second, tilting his head from side to side as he weighed the pros and cons. "...Disavow it. I don't want people thinking we're plants from the West."

The general nodded, noting that down before looking up again. "Besides that, we've mostly just gotten questions. I suggest you get answers to them quickly. We couldn't hold off a 'liberation' from most of those guys. And the contractors from last month in particular are...well, to put it bluntly, sir, they're pissed. The public inauguration never came, so they were never used...it ended up looking like we used them in the coup, which was not part of the contract."

Blume raised an eyebrow. "Well, did we use them?"

The general shook his head. "No, sir. They've been on standby since they got here. It would have trashed our relations with Freilibre completely, and they're one of our key allies, especially with the Khataiy situation devolving rapidly. We can't afford to lose them."

Blume nodded. "Of course, of course...get me the...dammit, the Sec of State's detained, huh? Guess that comes with the territory." He chuckled to himself a bit. "Get me a foreign policy expert and we can look over the communiques."

"Yes, sir. One more thing, though." The general passed a piece of paper to Blume. "We intercepted a message to Redwood. She never got it, of course. We have that locked down. It looks like Petroslovania is especially...sympathetic to the prior government."

Blume read the message over, then wadded it up. "Don't reply, don't announce it, don't do anything. Make them think it never reached her. We do not need any rebellions."

The general nodded, looking to the others to discuss.

"You see, the virus is very simple, yet very brilliant." Explained one of the spies to the other "we as our persona as freelance technicians will give us access to people's computers. How it works is we install the little software package and activate it, it will periodically send us a ping on a hidden port, so not even someone digging deep will find it. When the time comes to activate, the network will all establish a connection to the control server, and use the stolen CPU power to attack the directed target. One computer attacking a firewall will take an eternity. But what about two? Or ten? Or a hundred? Or a thousand?" Clearly very excited by the possibility.

The other man, an explosives expert had his own part to add. "My part of the plan is fairly simple as well, my training allows me to make explosive and incendiary devices out of purchasable materials. As per the plan, we give the impression of a failed state. We hack their servers, maybe websites. Blow their infrastructure up, and incite riots." He clasped his hands together, both men wearing a malevolent grin "and when it becomes too much to bear, our benevolent and generous socialist republic will step in to clear things up."

The spies had just landed when the FII government received the response to the letter. It was a 5-man team, coming from a wide background, with a variety of skills. Four of them were from the IID, While the other was pulled from the Sovereign Guard. The fake passports were investigated closely, causing slight concern in the team, however were all allowed to pass. They then proceeded to a remote area from the outskirts of the capital, and rented a small house. Their leader, Lieutenant Mikhail Weber received a transmission from the government, telling them to press on their mission. After swapping out the transceiver, he rallied his team and said "Looks like their government does not need our help, but our mission stays the same. Counter-Espionage and Surveillance on the government. I want this place fully set by tomorrow." His team agreed and rushed back to work.

30 minutes ago, Herman Von-Kitchener was sitting in his office when he received the letter, with Heinrich Ferdinand himself bringing him the return transmission. After reading the transmission, Kitchener nodded and said "I admit I am surprised at this, given the offer you made to them. However if our fears are well placed, that may change in the future," He said as he ripped up the letter. "In the meantime, God be with our agents." Heinrich nodded in agreement and walked out.

“What do we currently know about this Mr. Blume?” The President asked without looking up from the file that had been placed before him by one of the men flanking him at the conference table in the dimly lit room. “Mr. President honestly we don’t know much, and because of that we can’t come to any conclusions of his endgame.” as the man sitting closest to the President’s right finished speaking he looked up towards him, a pin bearing the seal of the Office of National intelligence was prominently displayed on his suit jacket.

The person sitting opposite was dressed in the Navy’s Service uniform and was wearing the rank of admiral. “I’m surprised Fred, there’s usually nothing you spooks don’t know about some military junta in the far corners of the world.” several other men and women in military uniforms chuckled as the director of national intelligence squirmed in his seat thinking of a rebuttal. “Cobra. We’ll begin immediate monitoring of all emails, phone calls, and video conferences coming out of his government headquarters until we find something.”

“The 11th strike group is the closest naval asset to the nation, until we can identify if this is some type of communist take over or a legitimate cry for democracy I would suggest it remains deep in international waters.” The admiral said while playing with his pen, the President finally looked up and nodded. “Then it’s settled gentlemen, until we can find any reason to believe otherwise, we’ll extend an olive branch and offer assistance. If anything changes I want it reported to me immediately, otherwise the State department will continue to head all communications with Apikai.”

VIRIBUS--Spokesperson Blume and the Officer's Council (as it is now being called) met publicly at the Congress today to release more information on the current situation. The full transcript can be found here, but as always, we at Apikai News Today condensed the main points, notable quotes and what you need to know most. Here's THE BRIEFING:

The deadline for the new constitution being completed is July 1st. This was, in fact, the first thing stated at the start of the meeting, by Spokesperson Blume.
The new constitution will be drafted by the officers and Blume. Spokesperson Blume: "Over the next month and a half, I will be working with the military officers here, with advice from national and international experts on democracy, authoritarianism and legalism, to draft a new constitution that will make sure the chaos never happens again.
Certain aspects of the process will be open to referendum. General Lewis Cartwin: "There will be some parts that will be voted on by the people. Not all of it, not all of it, obviously. But some parts. We're not closing the public out."
Domestic policy shall remain completely static. Spokesperson Blume: "I'm not here to finagle taxes or take away your benefits or crush free speech. I am here to lead. There is martial law, yes, but it will be enforcing essentially the same laws for the time being. Don't fear the soldiers, anymore than you'd fear your local policeman."
Former President Redwood is detained for mental health concerns. Spokesperson Blume: "Redwood was unfit to lead. She has mental health issues, serious ones, and they are being treated properly." Blume did not elaborate on what disorders or illnesses she may have been diagnosed with in particular.

News has come out of the Imperial Palace in accordance to information that was released by state media within Apikai in regards to a News Conference held within their legislative body by the temporary government. The initial reports show a month and a half time they will complete the dressing process for a new constitution. It also doesn't not give a timetable for elections to be held, which is still a major concern for the Imperial Authority.
Rumors are that the Prime Minister is preparing to dispatch a message requesting the ability to dispatch diplomats to observe the process of the creation of the Constitution and the later elections. Although, it is unclear how this would be received by the leadership of their nation.
The Military is also on high alert, mainly due to possible threats from the international community, who are displeased with the current state of affairs within Apikai. Rumors are that the 3rd Small Assault Naval Battleground has been diverted from it's current patrol and is en route to a location where support aircraft can make it to positions to assist in defending the main from foreign aggression. There are no public records on what is exactly what is on the fleet, so there is no way that this reporter can confirm or deny what assets are being dispatched into the region.

Massive Protests in Major Cities
Largest organized protest since the War of Liberation

Citizens marching in Sunshine against military rule

Sunshine--Today, the Apikaian civil rights advocacy group We Must Dissent staged the largest national protest in Apikai's history, since its independence from West Apikai in 1977. Nearly two million people took to the streets in major cities across the country, including Viribus, Las Llorona and Sunshine. The protest was organized to express the widespread disdain for the current leadership of Spokesperson Blume and the emergency government.

Lucia Hatch, the leader of We Must Dissent, appeared in Sunshine to give a speech, in which she stated that "This 'emergency government' is just a nice-sounding euphemism for a military junta. Make no mistake--our rightfully elected democratic government has been overthrown by a police state headed by an appointed dictator. We will not let nice words about a better constitution and deadlines lull us into a false sense of security, and we will not be cowed by soldiers on the streets."

The speed and scale at which the advocacy group was able to mobilize was described as 'telling' by Hatch. "The number of new accounts on our website has shot up nearly 50% in the last three days. Yes, just three days! This is a total rejection of the current regime."

Soldiers surrounded the protests, and were reportedly harassed by some of the protestors, but notably, they did not intervene for the most part. There were twenty arrests, however--all for harassment or property damage. The protests were remarkably peaceful otherwise. We Must Dissent intends to continue the protests until the emergency government has been disbanded and democratic rule has been restored.

Critics of the protest have called it a spineless demonstration without a real agenda, comparing it to the Occupy Wall Street protests in the US. They have also pointed out the presence of hammer and sickle flags among some of the protestors--the hammer and sickle is one of the symbols banned by the Violent Symbols Act of 1978, and communist and socialist groups in Apikai generally use less inflammatory symbols, with wrenches and gears being popular. At least one of the hammer and sickle flag wavers was arrested for harassment, though not for the symbol itself.

The emergency government did not respond for requests for comment.

As a military general in a national leadership position myself, I know how much good military rule can do for a nation. Rome is one of the strongest nations in the world because of military rule, and I want a strong Apikai as well. Just as they'd hoped, a protest had ensued within a few days of their arrival. Enough for a few computers to be infected, and the explosives expert to cobble together an IED. Nothing fancy, little more than a a few pieces of pipe filled with petrol, ball bearings and a detonator circuit, but a formidable device in the right hands. All he'd have to do is set a digital timer, and run for it.

In the midst of the protest, he kept the device hidden inside a back bag, but even in a crowd as dense as this, it wouldn't be easy to pull off a plant and run. He had received training for such a situation, but it was never going to be simple. At that moment, a thought struck him. He pulled a bandanna over the lower half of his face, to match a pair of sunglasses to hide his identity.

He ducked aside into an alleyway, taking the device out and set the timer for 30 seconds. He'd have to hurry, clutching it at his back as he pushed and shoved his way to the front. And with less than 10 seconds to spare, he gave his best overarm throw into the line of police, not waiting around to watch the fireworks.

He worked his way back, he'd been behind the front roe of people so hopefully he hadn't been seen by many. Nonetheless, one of his cohorts had an escape car the next street over, so he made best possible speed dodging and weaving through the throng.

Leondaldal conmdems the miltary removal of an elected government, but we are relieved to hear there have been no restrictions on the freedom of speech or protest. Mr Blume seems like a decent and reasonable politician but the government of Leondaldal will not tolerate any aurthoratarian rule past the deadline of the 1st of July. We also demand information on the mental health of the former president and has posted an international freedom of information request. For now we hope the situation stays stable and will execute our standard strategy of strategic patience.

“Mr. President”, Alyssa began, “a military coup has happened in East Apikai a few days ago. The former democratically elected government has been replaced with a military government headed by a civilian it seems.”

“The current leader of East Apikai is a man named Peter Blume who is the Spokesperson for the Congress of East Apikai,” Steven Williams stated. “It seems that Blume used his powers as stated by their constitution to dissolve the former government. However the courts have yet to rule on the matter.”

President Zarman finally spoke up, “East Apikai is that the nation who tried to threaten us?”

“Yes sir,” Andrea and Alyssa both said simultaneously.

“Well it’s a good thing that Blume dissolved their government then. We wouldn’t want them to wage war on someone else 33x their size. By the way what was she detained for?”

“According to Blume the former president was detained for mental health reasons, Sir” Steven said

“How ironic.” Zarman said flatly.

“Anyway I want us to recognize the new government. Steven you are going to tell the world that East Apikai is a Thermodolian protectorate. Now where exactly is East Apikai?”

“And where is TNS Thermodolia and her squad?”
