Kostyantyn sighed as he got up from the desk, saying, "Understood, I will see you at the meeting." And walked out the door. Mercifully, his office was only a short walk away from Comrade Stegnov's office, it was a cozy office, as he had assembled it to a point where it was to his liking, he started to work on letters to peasants commending them for their labour while waiting for the meeting.

As soon as Konstyantyn left, he grabbed the phone. He shook his head, and set it down. He was torn between doing it, and not doing it.

"Я буду ждать."

He walked down the hall into the meeting hall of the Congress of Soviets, and sat down in his seat.

Kremlin Senate, Politburo meeting hall.


Despite heavy snow, Bulgan Budanovich Hevlin rode to the Kremlin Senate on the back of Mongolian white mare. He left it in the hands of the Kremlin stablemaster, and after leaving his heavy fur coat and his budenovka in the lobby, he took the small brush offered to him by one of the Kremlin employees and proceeded to brush snow from his clothes. He took another look at his tall, shining black boots, straightened his uniform and entered the Senate Hall.

He was early for the joint meeting, but still he saw General Secretary waiting here. He greeted him, speaking Russian with his characteristic Buryat accent:
"Comrade Stegnov! Early to the meeting too, I see?"

1. That's why that's on the agenda. I'm thinking about splitting them in three. Armenia, and Azerbaijan, and Nakhichevan should be its own.

We should also send a few troops over there in case tensions boil over.

Emil Volodya smiled widely, there was no feeling like power. It wasn't a malevolent feeling, just the elation of being in a position of elevation.
"I was just talking with Comrade Yurievich, I thought it prudent we and we all have a discussion before the party congress meets. I was wondering what the agenda is and how you Mikulyev plan to prosecute the goals you have set."

Several men on horseback rode into the city. 12 at least...more like 15. Each wearing the traditional red cavalry cap. The villagers scattered the men dismounted in front of a one-story building. It's more modern style conflicted with the traditional Uzbek tents and sod huts around. The windows were smashed, the door broken in half. Inside, the officers investigated, a portrait of Lenin barely hanged on the wall. The Soviet flag was tarnished and torn on the floor, desks were turned up, dry blood stained the floor and walls. They opened a closet to find a body inside. The officers were revolted. They found a safe busted and empty. They exited the party school. The villagers moved back. The commanding officer pointed at a few homes. The OGPU officers began knocking down doors and shouting loudly in Russian. The villagers didn't understand a word but they scattered, screaming and in fear. The commanding officer stood calmly in the middle of the pathway, smoking a cigarette while his men searched the homes around them. Someone shouted loudly, and an officer dragged several women and children out of a house. Two men were taken out too. One of them was older, the other younger. The officer told the Commander while pointing at the younger man.
"This one has 200 rubles. Obvious where that came from. He was hiding as allowed by this man. The old one." The commander nodded, and shouted in the face of the old man.
"THIS IS TREASON. LET THIS SHOW THAT COUNTER REVOLUTIONARY ACTIVITY, WILL. NOT. BE. TOLERATED." The commander shove his revolver between the man's eyes as he cried out. A shot rang out and the body fell limp. The bandit he was hiding backed up, his face full of fear. The commander shot him twice in the chest. He pointed at the women and children in that house. His men violently escorted them behind the house. Several shots rang out. The commander's translator shouted in Uzbek.
"COUNTER REVOLUTIONARY ACTIVITY WILL NOT BE TOLERATED. LET THIS SHOW THAT THOSE WHO ATTACK THE REVOLUTION, WILL BE PUNISHED. BY ORDER OF DIRECTOR VOLODYA, NO COUNTER REVOLUTIONARY OR REACTIONARY SHALL BE AIDED IN ANY MATTER. THOSE WHO DO WILL BE SHOT. THOSE WHO DO NOT REPORT COUNTER REVOLUTIONARIES WILL BE SHOT."
The men got back on horseback. Before they did the commanding officer saw a man crying over the loss of a loved one. The officer shot him too. Better to get every chance to scare them. The officers rode off, atrocity in their wake. In other villages, other reprisals were carried out. Villages with functioning party apparatus's were sometimes rewarded with rubles, but even in places where a local party was present, atrocities were carried out. The news would travel to Moscow soon, that Volodya was unrelenting with counter revolutionaries.

"On today's meeting, we will simply be discussing matters that will be on the agenda of Congress of Soviets. I had no plans for Party Congress in May.

We will first talk about the attacks in Fergana valley and best way to deal with the insurgency. Then we will talk about delineation of borders in Caucus and in The East. Then we will talk about establishment of relations with united kingdom. Our General secretary had expressed his desire to talk about possible military action in Bessarabia and about...Increasing budget to import foreign technology. I believe he will explain that better himself." Mikuliyeev watched two men intently as he spoke, only stopping once to clean his spectacles.

"I agree war cannot be pursued immediately with Romania, however the military needs to be appeased. Lets us tell them we are making preparations for such a conflict, that they may begin planning but the actual execution of such a plan must be delayed for a time. As for the English, a trade agreement with them is vital to the NEP, we must open relations."
