Armed Forces Reestablishment Act

Co-Sponsors:An Act to reestablish the Armed Forces of Galatea in order to protect out sovereignty, our territorial integrity and to render assistance to civilians both domestic and abroad in their hour of need.
BE IT THEREFORE ENACTED, as follows:
§1 - Reestablishment
- Hereby reestablishes the Armed Forces of Galatea in their full capacity as the armed forces of the Galatean Republic, their uniforms, regalia, traditions, branches and their role in society as a protector of the territory of Galatea, her sovereignty and her territorial integrity.
- The branches of the Armed Forces of Galata, herein known as the Army, Navy and Air Force, shall continue to exercise their respective roles in protecting Galatea from foreign and domestic threats.
§2 - Structure
- Hereby reestablishes the structure of the Armed Forces of Galatea in terms of military formations, chain of command, military ranks, and other structures within the Armed Forces of Galatea that were abolished following the end of the military regime.
- Hereby reestablishes executive authority over the Armed Forces of Galatea by affirming the President of the Republic of Galatea as the Commander in Chief of the Galatean Armed Forces.
- Hereby establishes the General Staff of the Armed Forces of Galatea.
- The General Staff of the Armed Forces of Galatea is the supreme command of the Armed Forces of Galatea. It shall conduct everyday practical administration of the Armed Forces of Galatea and act as the supreme command. In addition, it shall conduct operational planning of military operations of the Armed Forces of Galatea both domestically and abroad.
- The General Staff of the Armed Forces shall be subordinate to the Chief of the General Staff of the Armed Forces of Galatea, who shall be appointed by the President of the Republic of Galatea.
- Candidates for Chief of the General Staff shall be members of the armed forces who have been promoted to the rank of Major-General and have served as the respective Chief of Staff of any of the branches of the Armed Forces of Galatea prior to the disestablishment of the Armed Forces commanded by the military regime.
- Hereby establishes General Defence Directorates.
- The General Defence Directorates shall administer affairs regarding cooperation between the branches of the Armed Forces of Galatea on aspects of operational planning, communications, logistics, standardisation, training, finances, intelligence, and cybersecurity. These Directorates shall be subordinated to the General Staff for administrative purposes.
- Hereby reestablishes the Ministry of Defence.
- The Ministry of Defence shall perform the task of forming and implementing the government's defence policy and allocating the budget set aside for the Armed Forces of Galatea.
- The Ministry of Defence shall be subordinate to the Minister of Defence, who shall be appointed by the Prime Minister of Galatea and serve as an official member of the Cabinet of Ministers.
§3 - Deployments
- The Armed Forces of Galatea shall first and foremost act to ensure the territorial integrity and sovereignty of the Republic of Galatea. In order to accomplish this, the Armed Forces of Galatea shall hereby be permitted to conduct official military operations both within and outside the internationally recognised borders of the Republic of Galatea.
- The Armed Forces of Galatea shall hereby be permitted to undergo deployments as part of training operations domestically within and outside of military bases, gunnery ranges and other property owned by the Ministry of Defence without the need for approval of the Parliament of Galatea.
- The Armed Forces of Galatea shall hereby be permitted to undergo combat deployments overseas as part of international peacekeeping missions or at the request of other nations and supranational organisations subject to the approval of the Parliament of Galatea.
- The Armed Forces of Galatea shall hereby be permitted to undergo combat deployments within the borders of Galatea in response to domestic terrorist or other subversive activities subject to appropriate declarations and with the explicit approval of the Commander in Chief of the Armed Forces of Galatea.
- In relation to the above, the Armed Forces of Galatea shall also be permitted to undergo combat deployments in support of national law enforcement agencies under the same conditions and approval requirements as stated in the paragraph above.
- The Armed Forces of Galatea shall hereby be permitted to undergo non-combat deployments overseas as observers to military conflicts or on humanitarian missions in response to man-made and natural disasters, conflicts or other instances requiring such deployments. These shall not be subject to the approval of the Parliament of Galatea.
- In relation to the above, the Armed Forces of Galatea shall also ber permitted to undergo non-combat deployments within the borders of Galatea in a humanitarian capacity in response to man-made or natural disasters.
§4- Army
- The Galatean Army shall be the official ground forces branch of the Armed Forces of Galatea.
- The task of the Army is to respond to invasions of Galatea, domestic and foreign natural and man-made disasters where appropriate humanitarian aid can be rendered, provide personnel and humanitarian aid in peacekeeping missions, respond to and neutralise domestic and foreign terrorist threats, and to provide ground-based military personnel, vehicles, and equipment in addition to services such as logistics and communications assistance to the other branches of the Armed Forces of Galatea.
- The current standing force of the Army shall be no larger than 8,800 personnel during peacetime.
- The reserve forces shall be no larger than 12,500 personnel during peacetime.
- The Army shall fall under the command of the Army General Staff, who shall administer the affairs of the Army and coordinate ground-based military operations with the other branches of the Armed Forces of Galatea.
- The Army General Staff shall be subordinate to the General Staff of the Armed Forces.
- The Army General Staff shall be subordinate to a Chief of the General Staff of the Army.
- The Chief of the General Staff of the Army shall be appointed by the Minister of Defence with the approval of the President.
- The Chief of the General Staff shall be an individual who has been promoted to the rank of Major-General within the Army, with promotions made before the fall of the military regime to be considered valid in the selection and approval of candidates.
- The role of the Chief of the General Staff of the Army shall be to assist in military operations planning, facilitating cooperation between the branches of the Armed Forces of Galatea, to represent the Army and the Galatean Republic in military diplomacy and exchanges between friendly states, and to advise the Chief of Staff of the Armed Forces of Galatea, the Cabinet of Ministers and the President on ground-based military operations.
§5- Air Force
- The Galatean Air Force shall be the official branch of the Armed Forces of Galatea in charge of aerial operations.
- The task of the Air Force is to ensure the sovereignty and territorial integrity of the Republic of Galatea through the defence of her aerospace and denial of enemy air superiority, to provide logistical assistance for both the Navy and the Army, to provide assistance to law enforcement agencies and the Navy in protecting and patrolling Galatea's territorial waters and Exclusive Economic Zone, to provide assistance to law enforcement agencies and the Navy in conducting aerial search and rescue operations, to provide air transportation for the President, Prime Minister and foreign important persons where appropriate, and to perform aerial evacuations of military personnel and civilians where appropriate.
- The Galatean Air Force shall have a standing peacetime force of around 3,500 personnel, with limits subject to number of aircraft operated and operational budget.
- The Galatean Air Force shall have a reserve force of an additional 4,000 personnel, to be called upon in the event of an invasion or other military conflict.
- The Air Force shall fall under the command of the General Staff of the Air Force, who shall administer the affairs of the Air Force and coordinate aerial military operations with the other branches of the Armed Forces of Galatea, and to liase with the government when the President, Prime Minister or very important persons require aerial transportation.
- The General Staff of the Air Force shall be subordinate to the Chief of Staff of the Air Force.
- The Chief of the General Staff of the Air Force shall be appointed by the Minister of Defence with the approval of the President.
- The Chief of the General Staff of the Air Force shall be an individual who has been promoted to the rank of Air Marshall within the Air Force, with promotions made before the fall of the military regime to be considered valid in the selection and approval of candidates.
- The role of the Chief of the General Staff of the Air Force shall be to assist in military operations planning, facilitating cooperation between the branches of the Armed Forces of Galatea, to represent the Air Force and the Galatean Republic in military diplomacy and exchanges between friendly states, and to advise the Chief of Staff of the Armed Forces of Galatea, the Cabinet of Ministers and the President regarding aerial military operations.

§7 - Intelligence
- Hereby establishes the Directorate of Military Intelligence.
- The Directorate of Military Intelligence shall be an agency of the Ministry of Defence responsible for the collection, collation, processing, and dissemination of, intelligence related to or of interest to the Armed Forces of Galatea.
- The Directorate of Military Intelligence shall engage in foreign and domestic intelligence gathering to collect as much information as possible regarding credible domestic and foreign military and terrorist threats.
- The Directorate of Military Intelligence shall cooperate wirth foreign and domestic civilian and military intelligence services in sharing and receiving intelligence and information relevant to or of interest to the Armed Forces of Galatea.
- The Directorate of Military Intelligence shall be composed of members and representatives of each of the branches of the Armed Forces of Galatea, in addition to civilian personnel from the Ministry of Defence.
- The Directorate of Military Intelligence shall be subordinate to the Ministry of Defence.
- The Directorate of Military Intelligence shall be subordinate to the Director of Military Intelligence.
- The Director of Military Intelligence shall administer the Directorate of Military Intelligence and advise the General Staff of the Armed Forces and the President of Galatea on credible foreign and domestic threats.
- The Director of Military Intelligence shall be appointed to their position by the Minister of Defence.
§8 - Policing
- Hereby reestablishes the Military Police of the Armed Forces of Galatea.
- The Military Police of the Armed Forces of Galata shall enforce both civil and military law within military bases of the Armed Forces of Galatea, in addition to non-urban properties owned by the Ministry of Defence.
- The Military Police of the Armed Forces of Galatea shall be composed of active serving member of the Armed Forces of Galatea and shall draw their funding and equipment from that allocated to the Galatean Army.
- The Military Police of the Armed Forces of Galatea shall not infringe on the jurisdiction of the National Police in the event of an member of the Armed Forces of Galatea on active service commit an offence outside of any military base or other property owned by the Ministry of Defence.
- Furthermore the National Police shall not infringe on the jurisdiction of the Military Police of the Armed Forces of Galatea except in the event of a civilian committing an offence within any military base or other property owned by the Ministry of Defence.
- The Military Police of the Armed Forces of Galatea shall be subordinate to the General Staff of the Armed Forces of Galatea.
- The Military Police of the Armed Forces of Galatea shall be subordinate to an Inspector of Military Police.
- The Inspector of Military Police shall be appointed by the Chief of the General Staff of the Armed Forces.
- The Inspector of Military Police shall administer the Military Police of the Armed Forces of Galatea and advise the General Staff of the Armed Forces of Galatea on any breaches of military or civilian law broken by members of the Armed Forces of Galatea on active service. Furthermore the Inspector of Military Police shall also act as the chief liasion between military and civilian law enforcement agencies.
- Hereby establishes Military Tribunals.
- Military Tribunals shall act as the de facto military courts of the Armed Forces of Galatea.
- Military Tribunals shall have the same powers as civilian courts regarding criminal trials.
- Individuals coming before a Military Tribunal shall have the same legal representation rights as civilians.
- Military Tribunals shall be composed of a panel of three senior members of the Armed Forces of Galatea with the rank of Colonel or above.
- Hereby abolishes the use of the death penalty as a punishment within the Armed Forces of Galatea.

- Furthermore the National Police shall not infringe on the jurisdiction of the Military Police of the Armed Forces of Galatea except in the event of a civilian committing an offence within any military base or other property owned by the Ministry of Defence.
- The Military Police of the Armed Forces of Galatea shall be subordinate to the General Staff of the Armed Forces of Galatea.
- The Military Police of the Armed Forces of Galatea shall be subordinate to an Inspector of Military Police.
- The Inspector of Military Police shall be appointed by the Chief of the General Staff of the Armed Forces.
- The Inspector of Military Police shall administer the Military Police of the Armed Forces of Galatea and advise the General Staff of the Armed Forces of Galatea on any breaches of military or civilian law broken by members of the Armed Forces of Galatea on active service. Furthermore the Inspector of Military Police shall also act as the chief liasion between military and civilian law enforcement agencies.
- Hereby establishes Military Tribunals.
- Military Tribunals shall act as the de facto military courts of the Armed Forces of Galatea.
- Military Tribunals shall have the same powers as civilian courts regarding criminal trials.
- Individuals coming before a Military Tribunal shall have the same legal representation rights as civilians.
- Military Tribunals shall be composed of a panel of three senior members of the Armed Forces of Galatea with the rank of Colonel or above.
- Hereby abolishes the use of the death penalty as a punishment within the Armed Forces of Galatea.

No, this is blatantly wrong for a start. It wasn't done in jest, it was a serious proposal. I could have gone to moderation about it but being the better person, I didn't. Having two admins consider this to be acceptable behaviour is not acceptable.
