Galatean Health Services Program Act

An act to provide comprehensive, publicly funded, free at the point of cost health care coverage for all residents of Galatea.

BE IT THEREFORE ENACTED, as follows:



§1 - Definitions
  1. Galatea Health Services Program - The term GHSP shall refer to the program of benefits provided under this act.
  2. GHS Governing Board - the administrative body, established to oversee and implement the provisions outlined in this Act

§2 - Eligibility and Benefits
  1. All individuals residing in Galatea are covered under the GHS program and shall receive a card with a unique number in the mail.
  2. Individuals and families shall receive a GHS Insurance Card in the mail after filling out a GHS application form. The Ministry of Public Services shall mail all residents of Galatea an application form and provide them at health care providers
  3. The health coverage benefits under this Act cover all medically necessary services, including primary care and prevention including health education, specialty care (excluding elective cosmetic care), inpatient care, outpatient care, emergency care, ambulance, prescription drugs, contraceptives, abortions up to 12 weeks, durable medical equipment, pallative and hospice care, long-term care, autopsy, mental health services, dental services (other than elective cosmetic dentistry), substance abuse treatment services, basic vision care and vision correction, and basic hearing care and hearing correction
  4. No deductibles, co-payments, coinsurance, or other cost-sharing measures shall be imposed with respect to covered benefits except for those goods and services that exceed what is defined by the GHS Governing Board as basic covered benefits.
  5. Health care delivery facilities must meet national quality and licensing as a condition of participation in the GHSP.
  6. Participating health care providers must be licensed under guidelines determined by the Galatean Health Licensing Board. No health care provider whose license is under suspension or has been revoked may be a participating provider.
  7. Patients shall have free choice of participating eligible providers, hospitals, and inpatient care facilities.
  8. No medical professional shall be compelled to perform an abortion if they have a moral or religious objection to doing so. Medical professionals shall submit, in writing, their objection and reason(s) to the Ministry of Public Services within 30 days of the passage of this Act.
  9. It is unlawful for a private health insurer to sell health insurance coverage that duplicates the benefits provided under this Act.
  10. Nothing in this Act shall be construed as prohibiting the sale of health insurance coverage for any additional benefits not covered by this Act.

§3 - Billing
  1. The GHSP shall pay all health care providers on a global budget basis. The GHSP shall provide a simple and uniform fee schedule for all clinicians with reimbursement for both clinical and procedural charges. The GHSP may not discriminate for or against health care providers based upon race, religion, ethnicity, gender, country of origin, sexual orientation, profit or non-profit, public or privately sponsored. The GHS Governing Board may make upward modifying adjustments to the fee schedule to encourage providers or institutions to practice in specific areas determined to have shortages or be in high need.
  2. The GHS Governing Board shall establish administrative centres, at least one in each province, for the purposes of local administration, billing processing, and medical directorship, as well as oversight of programs that are specific to each province's needs.
  3. Claims billing from all providers must be uniform and submitted electronically and in compliance with all national privacy laws.
  4. The GHS Governing Board shall make a good faith effort to create and implement a nationwide uniform system of electronic medical records in compliance with all national privacy laws within 6 months of the passage of this Act.
  5. Payment to providers must be made in a timely fashion. Providers who accept payment from the GHSP may not balance bill any patient for covered services, discriminate against any patient covered by the GHSP, and must fully disclose with informed consent any service provided to patients that is not a covered benefit of the GHSP for which they intend to charge for services.
  6. Providers, hospitals, and institutions may elect to participate fully, partially, or not at all in the GHSP.
  7. The GHSP shall provide coverage for all medically necessary mental health care on the same basis as coverage for other conditions. The GHSP shall cover supportive residences, occupational therapy, and ongoing mental health and counseling services outside the hospital for patients with serious mental illness.
  8. The GHSP shall establish a single prescription drug formulary and list of all approved durable medical goods and supplies. The Governing Board shall, at least once per term, meet to discuss, revise, add to or remove items from the formulary based on sound medical practice. The GHS Governing Board shall negotiate the prices of pharmaceuticals and durable medical goods with suppliers or manufacturers on an open bid competitive basis. Prices shall be reviewed, negotiated, or re-negotiated on no less than a yearly basis.
  9. Pharmacy and durable medical goods vendors are prohibited from purchasing at wholesale and marking up prices for re-sale any pharmaceutical or durable medical good that is a covered benefit. Pharmacy and durable medical goods vendors shall be paid a dispensing and handling fee that is fair and reasonable for each dispensing transaction and pro-rated according to the item dispensed. All pharmacy and durable medical goods vendors must be licensed to distribute medical goods through the regulations outlined by the GHS Governing Board.

§4 - Administration
  1. By passage of this Act, the Senate of Galatea hereby creates the GHSP and GHS Governing Board, along with the necessary funding for its establishment.
  2. The GHS Governing Board shall be the body that oversees and provides administrative direction for the GHSP. The decisions of the Governing Board shall be determined to be final in regards to administration and implementation of the provisions of this Act unless otherwise specified by the courts or the Senate of Galatea.
  3. The GHS Governing Board shall consist of seven (7) individuals. Two (2) individuals shall be appointed by the President of Galatea, at least one (1) of whom must be a licensed medical professional. Two (2) individuals shall be appointed by the Prime Minister, at least one (1) of whom must be a licensed medical professional. Two (2) individuals shall be appointed by the Leader of the Official Opposition, at least one (1) of whom must be a licensed medical professional. The Minister of Public Services shall serve as the final member of the GHS Governing Board.
  4. GHS Governing Board members shall serve for a term of two (2) months. There shall not be a limit on the number of terms any member of the GHS Governing Board may serve. The President of Galatea shall designate one individual on the GHS Governing Board to serve as Secretary of the GHSP.
  5. The role of the Secretary of the GHSP is to administrate and implement in a supervisory capacity those provisions outlined in this Act. The Secretary of the GHSP shall serve as Chair of the GHS Governing Board, but may not vote except in case of a tie.
  6. The board shall convene no less than once during their term. The role of the GHS Governing Board is to discuss, direct, debate, and vote upon those issues related to healthcare and the provisions of the GHSP. All provisions and regulations voted on as related to the GHSP shall pass by a simple majority. The GHS governing board must provide and establish a process of public forums for the purposes of grievances, appeals, and recommendations, to occur at least once during their term. All meetings of the GHS Governing Board shall conform to all applicable open records and open meeting laws. The GHS Governing Board shall meet every September and be open to providers to discuss and set the fee schedules for the proceeding year. The GHS Governing Board must create a yearly report and present for approval to the Senate of Galatea its budget and requests for funding or tax adjustments for its fiscal year.

    §5- General Information
    1. Enforcement of this Act shall be the responsibility of the Ministry of Public Services.
    2. The Ministry of Public Services shall conduct a national education and outreach campaign on the GHSP beginning immediately after the passage of this Act.
    3. The provisions of this Act shall go into effect 30 days after the passage of this Act.

Galatean Housing Authority Act

An act to provide housing and housing assistance to all Galateans.

BE IT THEREFORE ENACTED, as follows:



§1 - Definitions
  1. Galatea Housing Authority - The term GHA shall refer to the government entity charged with regulating and providing housing in Galatea.
  2. GHA Governing Board - the administrative body established to oversee and implement the provisions outlined in this Act

§2 - GHA
  1. This bill establishes the Galatean Housing Authority.
  2. The responsibility of the GHA shall be to oversee the housing industry and to provide housing and housing assistance in Galatea.
  3. The objectives of the GHA shall be (1) the production of housing of sound standards of design, construction, livability, and size for adequate family life; (2) the reduction of the costs of housing without sacrifice of such sound standards; (3) the use of new designs, materials, techniques, and methods in residential construction, and the increase of efficiency in residential construction and maintenance; (4) the development of well-planned, integrated, residential neighborhoods and the development and redevelopment of communities.

§3 - Programs and Forms of Assistance
  1. The GHA shall be empowered to oversee and execute the various programs and forms of assistance in this Act.
  2. The GHA Governing Board shall establish administrative centres, at least one in each province, for the purposes of local administration, assistance of individuals seeking housing, as well as oversight of programs that are specific to each province's needs.
  3. The government shall undertake a program of construction of public housing. This housing shall be primarily multifamily. The GHA Governing Board shall contract with businesses to construct this housing. Rent for housing constructed under this program shall not exceed fifteen (15) percent of the median household income for the metropolitan area in which it is constructed.
  4. The GHA shall provide monetary assistance to individuals and families residing in private housing such that they are not paying more than twenty (20) percent of their individual or household income in rent each month.
  5. The GHA shall provide mortgage insurance to private businesses that offer mortgages to individuals and families of modest economic means at interest rates of not more than two (2) percent APR.
  6. The GHA Governing Board shall determine the income threshold below which individuals and families shall be eligible for programs or assistance under this Act and shall meet to revise it not less than once per year.
  7. The GHA Governing Board shall determine other eligibility requirements for the programs and assistance provided under this Act and shall revise the requirements as necessary.

§4 - Administration
  1. The GHA shall be governed by a Board and a Secretary.

  1. Hereby reestablishes the Armed Forces of Galatea in their full capacity as the armed forces of the Galatean Republic, their uniforms, regalia, traditions, branches and their role in society as a protector of the territory of Galatea, her sovereignty and her territorial integrity.
  2. The branches of the Armed Forces of Galatea, herein known as the Army, Navy and Air Force, shall continue to exercise their respective roles in protecting Galatea from foreign and domestic threats.

§2 - Budget
  1. Hereby reestablishes the imperiative of the government to allocate an official budget for the Armed Forces of Galatea as part of overall government spending.
  2. Hereby places a peacetime budget cap equivalent to 2.0% (two point zero percent) of the Gross Domestic Product.
  3. Hereby permits the government to increase spending beyond this cap in times of war wherein the Parliament of Galatea has officially voted in favour of declaring war, is under threat of invasion or is being invaded.
  4. Hereby prohibits debate of, or voting on, the total military budget allocated to the Armed Forces of Galatea for the coming fiscal year.
  5. Hereby establishes a Defence Committee to be composed of members of the House of Representatives.
  6. The Defence Committee shall hear proposals from representatives of the Armed Forces of Galatea regarding the replacement or acquisition of, vehicles, ships, weapons, ammunition, and other military equipment necessary for the Armed Forces of Galatea to function properly. The Defence Committee shall approve or reject requests for additional funding outside of the budget allocated for the coming fiscal year, in addition to approve or reject appropriate replacements and acquisitions.

§3 - Structure
  1. Hereby reestablishes the structure of the Armed Forces of Galatea in terms of military formations, chain of command, military ranks, and other structures within the Armed Forces of Galatea that were abolished following the end of the military regime.
  2. Hereby reestablishes executive authority over the Armed Forces of Galatea by affirming the President of the Republic of Galatea as the Commander in Chief of the Galatean Armed Forces.
  3. Hereby establishes the General Staff of the Armed Forces of Galatea.
  4. The General Staff of the Armed Forces of Galatea is the supreme command of the Armed Forces of Galatea. It shall conduct everyday practical administration of the Armed Forces of Galatea and act as the supreme command. In addition, it shall conduct operational planning of military operations of the Armed Forces of Galatea both domestically and abroad.
  5. The General Staff of the Armed Forces shall be subordinate to the Chief of the General Staff of the Armed Forces of Galatea, who shall be appointed by the President of the Republic of Galatea.
  6. Candidates for Chief of the General Staff shall be members of the armed forces who have been promoted to the rank of Major-General and have served as the respective Chief of Staff of any of the branches of the Armed Forces of Galatea prior to the disestablishment of the Armed Forces commanded by the military regime.
  7. Hereby establishes General Defence Directorates.
  8. The General Defence Directorates shall administer affairs regarding cooperation between the branches of the Armed Forces of Galatea on aspects of operational planning, communications, logistics, standardisation, training, finances, intelligence, and cybersecurity. These Directorates shall be subordinated to the General Staff for administrative purposes.
  9. Hereby reestablishes the Ministry of Defence.
  10. The Ministry of Defence shall perform the task of forming and implementing the government's defence policy and allocating the budget set aside for the Armed Forces of Galatea.
  11. The Ministry of Defence shall be subordinate to the Minister of Defence, who shall be appointed by the Prime Minister of Galatea and serve as an official member of the Cabinet of Ministers.

§4 - Deployments
  1. The Armed Forces of Galatea shall first and foremost act to ensure the territorial integrity and sovereignty of the Republic of Galatea. In order to accomplish this, the Armed Forces of Galatea shall hereby be permitted to conduct official military operations both within and outside the internationally recognised borders of the Republic of Galatea.
  2. The Armed Forces of Galatea shall hereby be permitted to undergo deployments as part of training operations domestically within and outside of military bases, gunnery ranges and other property owned by the Ministry of Defence without the need for approval of the Parliament of Galatea.
  3. The Armed Forces of Galatea shall hereby be permitted to undergo combat deployments overseas as part of international peacekeeping missions or at the request of other nations and supranational organisations subject to the approval of the Parliament of Galatea.
  4. The Armed Forces of Galatea shall hereby be permitted to undergo combat deployments within the borders of Galatea in response to domestic terrorist or other subversive activities subject to appropriate declarations and with the explicit approval of the Commander in Chief of the Armed Forces of Galatea.
  5. In relation to the above, the Armed Forces of Galatea shall also be permitted to undergo combat deployments in support of national law enforcement agencies under the same conditions and approval requirements as stated in the paragraph above.
  6. The Armed Forces of Galatea shall hereby be permitted to undergo non-combat deployments overseas as observers to military conflicts or on humanitarian missions in response to man-made and natural disasters, conflicts or other instances requiring such deployments. These shall not be subject to the approval of the Parliament of Galatea.
  7. In relation to the above, the Armed Forces of Galatea shall also ber permitted to undergo non-combat deployments within the borders of Galatea in a humanitarian capacity in response to man-made or natural disasters.

    We already have a Minister of Defense. Also, allocating funds makes it a money bill, which can only come from the Government, iirc.

    Costa, it's a part of a law we passed, the GEA. If you want to change it, you're going to have to make a repeal of that section. Until then, you can't just ignorecannon what we've voted on.

    European Union Referendum Act

    An act to administer a nationwide referendum on European Union membership

    BE IT THEREFORE ENACTED, as follows:



    §1 - Referendum
    1. A nationwide referendum concerning Galatean membership in the European Union shall be held 60 days [OOC: 10 days] after the passage of this bill.
    2. All voters registered under the Voter Registration and Voting Procedure Act may vote.
    3. The ballot shall read, "Should Galatea join the European Union?"
    4. There shall be two options, "Yes" and "No". Should Yes receive more votes than No, Galatea shall apply to join the European Union. Should No receive more than Yes, Galatea shall not apply to join the European Union.
    5. The ballot may be distributed and cast in English, Greek, Italian, Galatean, or Esperanto at the voter's request.

    OOC: All members of the RP will vote like in presidential elections in previous iterations.


    A bill administering an EU referendum because we voted to have one before this iteration started. Open to questions, comments, criticisms, and sponsors.

    Eh... have fun getting retconned by the admins, and maybe even reprimanded. A money bill has to be given consent by the president as of the first law we passed, the GEA. Now, I'm not sure if it's exclusive to the government, you could try asking Ainin for presidential consent, but you can't just ignore the law lmao

    I think that the government support a referendum as a requirement for DP being a part of the governing coalition, I am not sure though.
