The Imperial and Royal Minister for Foreign Affairs and the Chairman of the Foreign Committee of the Imperial and Royal Reichsrath presents their compliments to You and would like to cordially invite and welcome You to the main diplomatic channel of the Imperial and Royal Monarchy and its embassy programme, the purposes of which are to maintain and foster amicable relations with suitable civilised state entities of the world and with the friends and allies of the Monarchy, to provide an official forum for discourse with the Imperial and Royal Monarchy and to ensure that the voice of the Monarchy is heard throughout the four corners of the world. The duty thus of the Imperial and Royal Ministry for Foreign Affairs is to ensure the security of the missions accredited to the Monarchy and their smooth day to day functioning as representatives of their nations' interests in the Monarchy.
For the purpose of hosting official diplomatic missions to the Imperial and Royal Monarchy suitable properties in two districts (Bezirke) of the city of Vienna, Imperial Capitol Region has been set aside: Landstraße and Innere Stadt. Both districts are located centrally with convenient access to central government and legislative functions.
If your government should wish to establish new formal relations with the Monarchy or renew/amend already accredited diplomatic missions please complete the supplied form below (an completed example form is provided after this message) and review the applicable laws and regulations governing diplomatic missions in the Imperial and Royal Monarchy, a summary of which will be provided below.
- By submitting an application to this embassy programme the Sending Nation consents to the formalisation of unilateral relations with the Imperial and Royal Monarchy. The Sending Nation therefore by fiat also consents to the laws and regulations governing such relations with the Imperial and Royal Monarchy, and the possibility of ejection from the Monarchy as a persona non grata should violations of these laws and regulations occur.
- The official diplomatic channel of the Imperial and Royal Monarchy is based on the mutual recognition that peace and cooperation is fundamental to amicable relations. Therefore it would be impossible for state entities with an hostile approach to the Monarchy to sustain a representation. State entities that are currently at war with the Monarchy would therefore also be barred from communicating with the Imperial and Royal Ministry for Foreign Affairs other than through neutral mediators, these belligerents against the Monarchy are welcome however to reestablish bilateral relations once a formal peace agreement has been accomplished.
- State entities that are in stark opposition to the ideals of the Imperial and Royal Monarchy, that of life, liberty and self-determination are similarly unable to sustain a functioning representation in the Monarchy. As a matter of fact the Imperial and Royal Monarchy does not recognise state entities that practice chattel slavery or other similar barbaric measures but refers to them as barbarian realms. Similarly, those nations that are actively oppressing or even exterminating their magic-capable populations are classified as barbarian realms too and are unable to receive official recognition from the Monarchy.
- Applicants will be prioritised properties in Landstraße District unless valid reasons exists for accommodation within Innere Stadt. Applicants are welcome to submit reasons why the Imperial and Royal Ministry for Foreign Affairs should consider placing them in Innere Stadt but expect to be denied.
- The embassy and consulate grounds will remain property of the Imperial and Royal Government, however the embassy and consulate buildings themselves are, as per the Vienna Convention of 1961, property of the Sending Nation and under said State's jurisdiction.
- The diplomatic mission is guaranteed the right to display their national flags, coats of arms, emblems, or symbols on all embassy property, including vehicles. Special license plates will be issued to embassy vehicles by the Imperial and Royal Ministry for Foreign Affairs together with the City of Vienna Council.
- Officials and members of diplomatic missions are expected to maintain the discipline, courtesy and etiquette befitting their high ranks. They are expected to furthermore demonstrate respect to the laws and customs of the Imperial and Royal Monarchy.
- Under the Vienna Convention of 1961, officially accredited diplomats, their premises of embassies, their furnishings and property are inviolable, and officials of the Monarchy may not enter them excepting for reasons of safety, including hostage situations, medical emergencies, fire, acts of terrorism, acts of war et cetera. The Imperial and Royal Monarchy reserves the right to eject as personae non gratae any diplomatic official of the Sending Nation for whatever reason.
- Embassies are to be allowed no more than 80 personnel, of whom no more than 24 may be security staff. Consulates may be allowed no more than 40 personnel of whom no more than 12 may be security staff.
- A maximum of one (1) intermediate-calibre service rifle or non-automatic service rifle of any calibre, 1 pistol, and 1 other small arm per each security officer, declared with the Imperial and Royal Customs Service will be tolerated. A maximum of one (1) magical, thaumaturgical, or other supernatural energy weapon or device capable of discharging a maximum of 4.5 kilojoules (roughly equivalent to a military battle rifle cartridge) in a single 'burst' (a burst being defined as a singular pulse of energy, such as a bullet of energy) is permitted per each security member. Traditional or ceremonial weapons will be judged on a case-by-case basis. Heavy weapons such as anti-material rifles, machine guns, grenade launchers, and recoilless rifles, explosives, chemical and biological weapons, and vehicles armed with such weapons are not tolerated and will be impounded upon arrival and returned to the Sending Nation at the Sending Nation's own expense. Security staff are permitted up to two (2) light vehicles acceptable for road traffic.
