Condemn The Black Hawks

Recognizing, that the region of The Black Hawks is a hostile raiding region that has terrorized many regions for enjoyment;
Further Recognizing, that The Black Hawks have been condemned for their raids many times, such as in Security Council Resolution # 52 and Security Council Resolution # 217;
Observing, that the World Assembly has withdrawn condemnation of The Black Hawks as the region sees condemnations as rewards;
Further Observing, that a large number of regions have become victim to The Black Hawks since the withdrawing of the region's condemnation;
Concerned, that the raiding of regions has become a constant problem of the World Assembly;
Noting, that The Black Hawks have many puppet regions, such as Violet Irises, that have also been used to attack unsuspecting, vulnerable regions;
Addressing, the need for the World Assembly to take a hard stance against raiding by placing more condemnations upon the region;
Noting, that the The Black Hawks and their repeated, flagrant offenses against regions is impeding on the mission of the World Assembly to promote interregional peace and goodwill. This body must take a vigorous, conclusive, and full censure of this organization;
Therefore, be it resolved that the World Assembly Security Council condemns The Black Hawks for their terrorizing actions.
Presumably due to a mass-telegram campaign (see spoiler below), there were little over 14 hours between my becoming the second delegate to approve it at ~0010 GMT today and Lerica giving it Approval #104 (thus bringing it to quorum) at ~1430 GMT. All told, this proposal recieved 110 approvals. It does not appear that Caplis engaged in any sort of forum drafting whatsoever.
