Recognizing, that the region of The Black Hawks is a hostile raiding region that has terrorized many regions for enjoyment;

Further Recognizing, that The Black Hawks have been condemned for their raids many times, such as in Security Council Resolution # 52 and Security Council Resolution # 217;

Observing, that the World Assembly has withdrawn condemnation of The Black Hawks as the region sees condemnations as rewards;

Further Observing, that a large number of regions have become victim to The Black Hawks since the withdrawing of the region's condemnation;

Concerned, that the raiding of regions has become a constant problem of the World Assembly;

Noting, that The Black Hawks have many puppet regions, such as Violet Irises, that have also been used to attack unsuspecting, vulnerable regions;

Addressing, the need for the World Assembly to take a hard stance against raiding by placing more condemnations upon the region;

Noting, that the The Black Hawks and their repeated, flagrant offenses against regions is impeding on the mission of the World Assembly to promote interregional peace and goodwill. This body must take a vigorous, conclusive, and full censure of this organization;

Therefore, be it resolved that the World Assembly Security Council condemns The Black Hawks for their terrorizing actions.

Presumably due to a mass-telegram campaign (see spoiler below), there were little over 14 hours between my becoming the second delegate to approve it at ~0010 GMT today and Lerica giving it Approval #104 (thus bringing it to quorum) at ~1430 GMT. All told, this proposal recieved 110 approvals. It does not appear that Caplis engaged in any sort of forum drafting whatsoever.

Delegates of the World Assembly,

In my region,Gae Sebn Semeb, we have been subject to many raids that have attempted to destabilize our government and destroy us. The most recent one was committed by The Black Hawks puppet region: Violet Irises. We survived, but I want to do have this distinguished body do more than just survive or deal with this attack on our freedoms. That is why I have submitted a proposal to the World Assembly Security Council to condemn The Black Hawks for their attacks. I ask the Delegates of the World Assembly to approve my proposal.

Here is my proposal of condemnation

The Black Hawks have an entire history of disturbing the peace and goodwill of regions, which impedes on the official mission of the World Assembly. The most recent condemnation was repealed because of the raider organization seeing condemnations as rewards. Even if they do see them in this way, we must keep a strong stance against their action. Inaction will show that we are okay with their terrorizing actions.

So... what do these condemnations do? Anything? Are they just a means of basically telling a Region, "You've been a bad boy?" Is there a limit or some type of administrative action after a Region has been given a certain amount of condemnations or reprimands? Are they just allowed to keep going on with business and usual?

Perhaps there should be a proposition put before the Security Council mandating the number of warnings, condemnations or reprimands a region may acquire, before action is taken. What action? As an example: Three condemnations and your region is forfeit and closed down by the administrators. Currently, as you put it, a condemnation is nothing but a badge of honor. Perhaps if there were certain consequences associated with it, things might be a little different?

We've tried coming up with actions to go along with Condemnations, but none ever take. If you feel like it, go to the technical forum and search "SC" or "Security Council".

I feel for you, I really do. However, I just can’t see a third condemnation of TBH passing the Security Council. Even though I am sympathetic towards defenders, in not sure a third is necessary. Three is too many.

And I thank you for that. I feel that a third expresses this issue with emphasis that could possibly cause regions to work together more to stop this atrocity to freedoms.

As part of a syndicate of nations that have had their regions occupied by TBH for years, and was somewhat influential in passing the second one, I feel obligated to support it. However, it has come to the point where this method of action is truly useless to everyone. TBH recognizes it as an award, and everyone worth a damn on this site knows that TBH are an aggressive nuisance. You're trying to reward the Black Hawks by condemning them, no matter how meta you're trying to go here to cover that up. You're actively working in their favor. That is an indisputable fact. If you want to stop the blackhawks, the best thing to do would be to organize with your region to create puppet states, and then start adding them if it appears you are getting raided. Also, quickly ban any unknown country if they seem to be acting suspiciously in your region. Puppet states often have certain characteristics that set them apart from normal nations. It's like preventing illness. If worst comes to worst, certain regions may need to password protect themselves and have certain initiation rites to let in new members.
