OOC Note: I didn't think I would need to clarify this, but any office applied for in this thread has to be located in Ibica.

The Ibican Congress has passed legislation enabling and directing the Department of State to create a consolidated program for foreign nations to maintain embassies and consulates in the country.

About Ibica
The United States of Ibica occupies the Eastern 2/3rds of the Continent of Ibica, hence the name, as well as surrounding islands. The origin of the USI as in the year 1700, when the Ibican Confederation merged with the Kingdom of Albion to form the modern day federation. The earliest predecessor to Ibica is the Monroe Empire, established in 1231, which later entered into the Ibican Confederation.

Modern Ibica consists of 12 states (Albion, Angola, Calahan, Cartier, East Monroe, Edward Island, Hamilton, Ochoa, Panamor, Petra, Romane, and West Monroe) and 3 territories (Haviland, James Island) and is home to 86 million people. The federal government, seated in the City of Willmington in the State of West Monroe, is divided into 3 branches: The executive, headed by President Todd Hunter; The Congress, divided into the House of Representatives (Lower House) and Senate (Upper House); and the judiciary, under the Supreme Court.

Not only are central governments entitled to apply for representation in Ibica, but this privilege also extends to the following types of entities:

  • Supernational Governments
  • Unrecognized States
  • Non-Governmental Organizations

Any governments or organizations that fall into a category listed above are welcome to apply for representative offices in Ibica to engage in paradiplomacy regarding diplomatic relations, and trade and cultural exchange. This offices are not restricted to the capital, and may be located anywhere in the nation.

Embassies

All Embassies must be located within Freemont County, West Monroe, where the seat of government, Willmington, is located. Several Areas have been recommended for Embassies.

Diplomatic Square, Willmington

Near the Capitol Hill area of the city, the Diplomatic Square area of the Historic Rosemont Neighborhood has been a prominent area in Willmington and diplomatic circles for centuries.

Embassy Row, Willmington

Located in the affluent Hamilton Crossing Neighborhood of Northern Willmington, Embassy Row has long been a popular spot for smaller chanceries in historic former row houses. Located only 15 minutes from the Capitol.

Clarkestown Avenue, Ralston

This newly built Avenue in the City of Ralston, Just outside the Willmington city limits, was built with the intention of housing the larger embassy complexes of foreign nations, and is only a ten minute drive from the capitol complex.

Consulates

Any nation with representation in Willmington is allowed to also encouraged to establish consulates in as many cities listed below as they would wish. Consulates and other representative offices are not restricted to the listed cities, and may be located anywhere in the nation. The Trade Ibica website is loaded with maps displaying other cities that any group seeking representation in Ibica may find enticing.

Consulates-General
Additionally, any nation with an embassy in Ibica may establish consulates-general. These establishments serve the regular purpose of consulates, as well as a nations representation to a state or territorial government. Nations may have one of these in each state/territory, but may have two in Albion, since it has two capital cities. Consulates-General are not required for normal consulates and may be entirely foregone by a nation if they choose not to have relations directly with the states.

Elizabeth City, Angola
With a population just short of 4 million, Elizabeth City is the largest settlement in the nation, and is the cultural and economic center of the nation. The City is also home to the headquarters of the International Free Trade Coalition and the Ceralis Forum

Rhone, West Monroe
The modern day capital of the state of West Monroe, Rhone housed the seat of government for the Monroe Empire from 1231-1549. The city is home to 3.3 million people and is a major tourist destination. The city is also home to the headquarters of the Ibican Space Administration.

Olympia, Angola
The second largest city in the state of Angola, Olympia is a major center of trade and manufacturing industry, the Port of Greater Olympia being the largest cargo port in the nation. 2 and a half million people call Olympia home.

Parkland, Petra
Largest city in the state of Petra, Parkland is home to 2.4 Million people, the seat of government for Terhan County, as well as the seat of the Fourth Circuit Federal Appeals Court and the nation's 4th largest port. Parkland is also the center of Ibica's oil industry, home to some of the world's largest refineries.

St. Clarke, Albion
The largest city in the State of Albion, St. Clarke is home to just over 2 million people. The City is home to the Albion Southern and Cartier Railway, the Largest Privately operated railway corporation in Ibica. The city is also home to the Xiaver Royal Estate National Historic Site, where the Albion Royal family resided until 2022.

Cuyoga, Calahan
Home to just under 2 million people, Cuyoga is the largest city in the state of Calahan, and is a major tourist destination due to its proximity to the ski slopes of the Madison Mountain Range. Cuyoga is also home to Aegis Aerodynamics, Ibica's largest defense aerospace contractor.

Coronado, Ochoa
Home to 1.8 million people, the Coronado metropolitan area is home to much of the nation's oil refining and metalworking capabilities

Buena Vista, Romane
The capital of Romane, Buena Vista is home to around 1 million people, and is the hub of Romane's agricultural industry.

Official Visits


Ibica welcomes delegations of senior officials from all nations it maintains diplomatic ties with to make state visits to Ibica. The Department of State operates the Official Visits Program to make sure the planning of these events is as seamless as possible. These visits may range from a head of state vacationing in Ibica, to cabinet ministers coming to meet with their Ibican counterparts, and anything in between. This program also oversee the official visits of Ibican officials, from the President to state governors, when they go overseas, and foreign governments may contact the program to request and arrange these visits.

Security is provided by Ibica, as well as visitors being allowed to bring their own security. Security is provided by the Ibican Secret Service for Heads of State and Heads of Government, while the Diplomatic Security Service provides security to all other foreign dignitaries.

    Dear Secretary Serina Fry,

    Thank you for your email of 10 March 2018 in support of a motion calling for a Parliamentary Confirmation into agreement of embassy exchange between Ibica and the nineteen countries of the Yohannesian continent. I am also responding on behalf of the Rt Hon Chancellor Annabelle Thorndon-Stevensonn and the Rt Hon First Lord Hilda Von und Zu Hartjenstein to whom you also wrote on the matter.

    I want to thank you for meeting with me on Tuesday 6 March to update me on the agreement of embassy exchange between the United States of Ibica and the nineteen countries of the Yohannesian continent, and to also acknowledge your open letter to parliament dated 15 March 2018. As discussed during our meeting, I understand the importance of finalising this diplomatic exchange between our two nation states. The United States of Ibica and the nineteen countries, with no lack of certainty, share the same values of embassy and consulate partnership; of responsible governance; and a history of open diplomacy: three important things to realising a harmonious relationship between two nation states. I have also been impressed by the good manner of the Ibican people during my visit to the prosperous city of Willmington. I would like to begin by acknowledging the strength that you have shown, and are showing, in realising the principles of democracy and equal rights for all before the law. Your governing principles align well with the fourth introductory principle of the Rule of Law of our nation state. That is why I am committed to realising this embassy exchange agreement.

    Following on the discussion and meeting held by our respective diplomats behind the scene over the last few weeks, I would like to clarify that parliament did finally issue their assent on 23 March 2018, Parliamentary Motions — Ambassador Extraordinary and Plenipotentiary: United States of Ibica, which confirmed the letter of credence of Ms Luisa Bötticher in her place as Ambassador Extraordinary and Plenipotentiary of the nineteen countries in Ibica. A copy of the Executive Council’s response and parliament’s final assent and report of stipulations in their entirety will be published on the Collegian and Parliamentary Hansard website shortly.

    I am keen to encourage Yohannesian businesses to participate in the Ibican market. As I said during the meeting, I also note that new commerce and trade between companies of our respective citizen sectors may offer new opportunities to maintain our respective nation states’ growth target for the fiscal year 2018-2019.

    I would like to finish by acknowledging the important contribution the United States Federal Government is making to the cause of open diplomacy and the principle of open embassy exchange between members of the international community of nation states and regions. I hope that I will be able to attend the Ambassador Introduction event next week, and I look forward to seeing you then.

    The head of state is the President of the Confederation, as quoted under the constitution, with the official title of ‘Yohannesian Emperor’.
