They were wrong
The year is 2018, and Luxembourg-Bavaria is ripe for revolution. Despite the Compromise of 2003, the possibility of a Nationalist rebellion seems all too likely. The elected Chancellor of Bavaria, Frederick Kasel, has worked to pacify both sides, but has seen the folly of appeasement.
The government has imploded, in many small villages, citizens have taken the law into their own hands. In the main population centers, gangs loyal to both factions patrol the streets at night, searching for their enemy. Confrontations are swift and deadly, lasting on average about a minute.
In the capital city of Munich, police barricade the streets, and fire on anyone they can find. The people largely stay in their homes, until nighttime, when militias start to roam the streets, and attempt to clear the police out from their barricades and checkpoints.
Even the mighty Eastern Bloc is helpless, as the conflict is classified as internal and therefore no foreign nation can lawfully intervene.
The situation is indeed perilous for Luxembourg-Bavaria, as they degenerate further and further into a civil war.

The Bavarian Government is fighting to keep the country together. A mix of East and West due to the Compromise of 2003, they stand for a resolution of the problem through further compromise and force if necessary. They have the biggest army of the factions, but the least civilian support due to their many unpopular policies.

Military: 75,000 infantry, 200 battle tanks(light, medium, and heavy) and 50 super tanks.
Government: Western republic with Eastern elements
Goals for Luxembourg-Bavaria: To unite the country and prevent its fracturing, and to preserve the current governmental structure.
Luxembourgian Nationalists:
The Luxembourgian Nationalists are a conglomerate of nationalists from Central Europe. Many of them are fiercely pro-West and wish to see the country of Luxembourg re-established.(explaining the flag) Others just wish to see Luxembourg-Bavaria's government returned to a complete Western democracy, erasing the influence of Communism. They are a dedicated force, lacking somewhat in numbers, but enjoying massive civilian support, especially in the west part of the country.

Government: Western Democracy(unrecognized)
Goals for Luxembourg-Bavaria: To liberate the country of Luxembourg from Communism, or to introduce a new democracy in Luxembourg-Bavaria, free of any communist ideals.
The Marxist Brigade:
The Marxist Brigade is the root of communism in Luxembourg-Bavaria. They are the far left, and they believe that their cause is just. Their members are extremely dedicated, and while the have the smallest amount of troops, they also have the greatest amount of commitment, and have great support in the East. They believe that democracy is a tumor that ails Luxembourg-Bavaria, and only they have the tools to cut it out.

Goals for Luxembourg-Bavaria: To stamp the corruption of the West in Luxembourg-Bavaria.

- Deploy no more than 10,000 troops and 100 tanks. This an intervention, not an invasion. Also, keep in mind most battles outside the main cities will be in the hundreds of troops.
