The Speaker presides over sessions of Parliament. He/she gives the "floor" to members who want to speak. (It's usually a good idea to let him/her know ahead of time because it can be difficult to get his/her attention in a crowd of several hundred.) The Speaker gives a carved "war club" to the member who has the floor, denoting the right to speak. Order is kept by the Sergeant-at-Arms who is, of course, unarmed.
