Citizens of the United States of America, I have just received confirmation that the reports of a man with superhuman abilities destroying downtown St. Petersburg Russia are true. Today our eyes have been opened: For years there have been conspiracies pertaining to the existence of superhumans, but as of now we can no longer deny their existence. They could be your friends, your family, the little boy next door...

But, we mustn't let panic grip us. The United States is taking the first official move towards containing this threat. Last night, an emergency session of Congress approved the creation of a new Department under the DOD. CADMUS will be responsible for the monitoring, tracking, and necessary containment of Metahumans...

Hello and welcome the true reboot of Are we Heroes. The first time 'round this picked up quite a bit of steam, and I hope it will again. The premise is fairly simple; you are either a human or metahuman living after the existence of superpowered individuals has been revealed in a devastating "mutant attack" on St. Petersburg, Russia. In the first thread, I limited it to the United State, but this time, the entire world is your oyster. Now that your existence has been revealed, will you try and hide, fight for your survival, or go on a crime spree?

Cadmus will be coming for you, and the world fears you. Tread carefully; you do have allies, but they will be sparse.

Terms

Mutants are rather self-explanatory; They derive their powers from mutations in the human genome. They can have a wide variation in abilities that can manifest as almost anything. They are the primary focus of CADMUS' scrutiny and will be the easiest to detect(given a blood test). They are born with their powers which are usually dormant until they awaken, either by an environmental stimulus or by maturity.

Enhanced individuals obtained their powers by an experiment or accident (this does not include cosmic events). This also includes humans which use technology to give themselves 'powers'. They are not born with powers and have to go through an ordeal to get them. They are harder to detect by CADMUS but will be detained if the opportunity presents itself.

Gifted people obtained their powers from magic, cosmic events, or other unexplained phenomena. They have about equal standing with CADMUS as the Enhanced.

Important Players

Created after the St. Petersburg Incident, operates with far more freedom than either the FBI or CIA. Then can "bend" the rules more than normal law enforcement agencies.They will be keeping track of you if you are anything more than human.

Their main headquarters will be located in D.C., but they are quickly setting up field offices in major cities in the United States. Other Countries will be creating their own anti-metahuman agencies, but CADMUS has been approved to operate in multiple countries around the world.

Leaders in genetic engineering, Gencore has been responsible for multiple shady exploits and experimentation that may or may not be considered crimes against humanity. Unbeknownst to the public and the Government,
they have been experimenting with metahumans and their powers for the better part of the last decade.

Their headquarters is in Chicago, Il.

4. Don't kill another player's characters or important NPCs without permission
5. I don't have a set character limit, but don't make more than you can handle
6. If your character does something stupid (like tries to stop an atomic bomb) expect that character to die, no unrealistic Deus ex-machinas
7. I like and respect humor, but try to maintain some level of serousness in your story arcs
8. Understand that CADMUS has access to the full power of the United States. They are more powerful than you, and if you try to take them on alone, you will be captured.

They both met in a vacation and things went good until she was born and at the very least, aged 5. She is more or less an American citizen having been naturalized. She enjoyed good education, but soon her parents divorced due to irrecoverable differences. Her father took the role of the parent as her mother went back to Korea, prioritizing her career over family.

She went into high school, then college, eventually graduated with a Criminologist degree. Soon after she joined the law enforcement and became an officer in the Honolulu Police Department. She has a relatively good career, and eventually transferred into the Narcotics Division. On one occasion while surveying a potential location for drug dealing, she was struck with a lightning bolt. She was put into a coma for 3 weeks, and after woke up she realized she has the energy-based powers.

It did required some self-training and several misdirected accidents, but she eventually found almost all of her potential in the energy-based powers, but still require more training before be able to use it properly. She put up an order for a costume if she needed to use it, but the revelation of a superhuman accident in Russia put the world in an edge, and it put her in an edge. So far she's able to hid herself properly, but who knows for how long...

Personality:Sarcastic, Most of the time very Nice, A Jokester, Sometimes when angered or annoyed very aggressive.

Powers: Grant is able to create and control fire.

Drawbacks: When Grant uses his fire power water begins to feel like acid for him.

Origin of Powers: Mutant

Bio: Grant was born in Cincinnati Ohio to a normal family and had a very normal life. He went to school got decent grades did sports like martial arts etc. But one day a week after he turned 18 he was in his apartment when he reached to grab something and shot a blast of fire. After putting out the fire he learned he had the power to create and control fire. He also learned that when he used it water would feel like acid for him. He decided to hide it until he figured out how to tell someone. Then a super powered person attacked St. Petersburg and revealed super powered humans to the world. Because of the widespread fear Grant decided he would try and counter this by becoming a vigilante and trying to help people and fight crime. He hoped this would help get rid of the negative perception of super powered people. He used hoodies and a mask he had bought to make a costume and took up the name The Emerald Flame.

Additional info: Grant has a black belt in Karate and Judo. The fire he uses is for some unknown reason green.

Alias: Known by three names, including The Eternal

Appearance:

Age: 2,000+

Personality: Mysterious and pragmatic, John never tells you more than you absolutely have to know. He is manipulative and keen, but not necessarily malicious or good. He usually wears a cocky grin but can be driven to rage.

Powers:
Like his names, he has several, but you don't need to know all of them.

• Regenerative Imortality- Can heal himself faster than you could possibly damage him, faster than is physically possible. As far as anyone knows, he cannot die.
• on OP's honor, I promise I have already determined all of his powers, and will not bend them to suit my needs

Drawbacks: He doesn't have super strength or speed or flight, and it can get quite lonely living forever.

Origin of Powers: Gifted

Bio: John Smith was a name given to him sometime in the Fifties. Evidence of him stretches back through most of recorded history, mostly he is recorded as being a trickster, or a stranger who came on the scene, caused a commotion, and then disappeared. Some records report he has more of sinister nature than he lets on.

Powers:
-With her measly power left, she can still convert back into a form that she once used to posses for a single minute. This form gives her increased energy manipulation abilities along with increased mobility through floating.
-Through her heritage and blood, she can manipulate energy which is born from the soul. It takes on a blue appearance that resembles a plasma like liquid that solidifies into anything that she wants to be used.

Drawbacks: Due to her lack of full power, she cannot maintain close ranged combat for too long unless she returns to her former state. If all the spirit energy she had were to be destroyed as well, she would effectively die due to the spirit being essentially her heart as well.

Origin of Powers: Magic

Bio: Born into a family of Historians, Freyja mainly led a regular life among historians, spending all of her time in the libraries of her family over the malls and regular places that most girls usually hung out at. However, she always suspected that there was something wrong in her family. Her mother Victoria never talked about their father nor male side of the family, with the female side of the family being in even more mystery than anything else. This all changed however, when one day she had come across a family heirloom, a spear completely forged out of blue tainted steel. Upon touching it, she fainted and was unconscious for a week.

During her coma, she had met with the spirit that inhabited the spear, Hyrania Arondite. Over a false cup of tea, she had been told of her true family lineage, Victoria's true identity and all before she woke up from her coma. Continually, she thought of the spear, Hyrania's words, and Victoria's true form. Returning to the spear, upon touching it she was suddenly filled with memories. Memories of possessing great power over a grand kingdom. Hyrania soon offered her a contract. In exchange for a small part of power, she was to be her loyal vessel until she could return to her true power.

Accepting the deal, her spirit was destroyed and rebuilt, this time with Hyrania's blessing into it. However, upon realizing that she had been deceived due to how she only got a small shred of energy manipulation, she was intent on removing Hyrania, until she was told that upon returning to her true power she would likewise receive her true power. Leaving behind her old home, she now walks her own path of a power hungry queen, going through any and all means to finally achieve the promised power.

Additional info: Her form transformation takes place in the form of her being consumed by flames before Hyrania takes over for the time being.
