Well, yes and no.

It would require long term infiltration, and rising through the ranks by countless people. Basically the infiltrators would have to become the black hawks, and then dismantle it once they assume the majority of the positions of power. This could be done either blatantly or by causing internal strife by finding a crack in the region's internal structure and making that crack bigger until more cracks are created. Then eventually it all falls down upon itself like a poorly built house of cards. However, any infiltration of such a scale risks the people becoming converted to the culture and if one person so much as squeaks about it the whole thing's ruined.

That's how I would go about it. But, personally I like the Black Hawks. They add some semblance of spice to gameplay, it hasn't been truly exciting for a couple years. At least they throw some spice into the mix.

Yes, sadly that's a problem with destroying something from the inside out. If you're not successful all you've done is contribute to it, and made it better. But, as I've said I have no personal beefs with the Black Hawks and personally like what they contribute to gameplay - so I wouldn't do this.

WA Delegate (non-executive):

Sure, you could take the region's WA delegate seat with a big enough force, a tight enough trigger and masterfully timed jump, and a lot of luck; but it wouldn't do you any good, you can't do anything with it. That's basic R/D 101 right there. If a region has an active founder, it's already pretty much impossible to take over. If a region has an active founder and a non-executive WA delegate, it is impossible to take over.

If you are serious about getting involved in the game mechanics driven world of R/D Gameplay, read and review the resources available and educate yourself on the basics. Blindly pushing ahead and making the same mistakes over and over again is not going to get you anywhere.
