[PASSED] Repeal:Promoting Sustainable Timber

Postby Kranostav » Wed Feb 07, 2018 1:01 pm

[Repeal]Promoting Sustainable Timber

Resolution:GAR#422 | Proposed by: Uan aa Boa

General Assembly Resolution #422 (Category: Advancement of Industry; Industry Affected: Protective Tariffs) shall be struck out and rendered null and void

This esteemed World Assembly,

Recognizing the laudable efforts and purpose to uphold the quality of timber production in order to provide a sustainable future for timber production,

Acknowledging that a complete ban of timber and timber product imports produced in ways non-compliant with the provisions set by this and preceding resolutions would be a detriment to timber industries of non-WA member nations,

Realizing this damage to the timber industry would decrease business and lower demand, which lowers prices and forces non-compliant nations to use cost-cutting, environmentally harmful methods of production for timber,

Further noting that this ban on importation would greatly hurt trade relations between WA and non WA member nations who consume timber and timber products,

Discerning that this will force WA member nations to spend a significant amount more importing ‘sustainable’ timber, especially when other nations can undercut the sustainable market with unsustainable practices,

Concluding that this resolution will ultimately harm the sustainability of timber rather than protect it, good intentions notwithstanding.

Hereby repeals GAR#422 Promoting Sustainable Timber.

1st Draft
General Assembly Resolution #422 (Category: Advancement of Industry; Industry Affected: Protective Tariffs) shall be struck out and rendered null and void

This esteemed World Assembly,

Recognizing the laudable efforts and purpose to uphold the quality of timber production in order to provide a sustainable future for timber production,

Noting that resources which are procured using standards not approved by the World Assembly should be examined,

Acknowledging that a complete ban on import of timber and any product that contains timber which was produced in a way non-compliant with the provisions set by this and preceding resolutions would prove detrimental to timber industries of non-WA member nations,

Realizing that this damage to timber industries of non-WA member nations would force said nations to use cheaper and more environmentally harmful methods to compensate for lost business with WA member nations,

Furthermore, this ban on importation would greatly hurt trade relations between WA and non WA member nations who consume or produce not only timber but any product that uses timber. This ban would force WA member nations to spend a significant amount more on the importation of ‘sustainable’ timber; especially so when the only surrounding nations who produce timber do so using ‘unsustainable’ methods,

Concluding that despite the good intentions and potential positives provided by this proposal, it will ultimately harm the sustainability of timber rather than protect it,

Hereby repeals GAR#422 Promoting Sustainable Timber.

Lieutenant-Commander MacAlister leans forward at his desk, adjusting his glasses as he skims over the latest repeal brought forth for Promoting Sustainable Timber.

"A well thought out and worded repeal, Ambassador. It's a shame Promoting Sustainable Timber passed in the first place and is being allowed to wreak havoc on international trade."

After a moments consideration MacAlister smiles "The delegation from Kranostav has our full support, we look forward to casting our vote 'For' when the time comes, Ambassador."

Emperor Eliot Litting looks up as his servant brings the latest WA news from his ambassador. He reads it once, then twice

He takes out a piece of parchment and writes

"A very good repeal. This is what we need. Our economy is struggling due to lack of trade with non-WA nations for timber, and we look forward for casting a for, when the resolution makes it to the vote panel"

He gives it to an assistant, who feeds it into a FTL communications machine, and sends it back to earth, to be transmitted to the nation proposing it

(OOC: It looks good. No comments here)

General Assembly Resolution #422 (Category: Advancement of Industry; Industry Affected: Protective Tariffs) shall be struck out and rendered null and void I hope this isn't part of the text.

This esteemed World Assembly,

Recognizing the laudable efforts and purpose to uphold the quality of timber production in order to provide a sustainable future for timber production, Why is it laudable?

Noting that resources which are procured using standards not approved by the World Assembly should be examined, By whom?

Acknowledging that a complete ban on import of timber and any product that contains timber which was produced in a way non-compliant with the provisions set by this and preceding resolutions would prove detrimental to timber industries of non-WA member nations, You have an extra space in this sentence before the word 'any'.

Realizing that this damage to timber industries of non-WA member nations would force said nations to use cheaper and more environmentally harmful methods to compensate for lost business with WA member nations, Why?

Furthermore, this ban on importation would greatly hurt trade relations between WA and non WA member nations who consume or produce not only timber but any product that uses timber. This ban would force WA member nations to spend a significant amount more on the importation of ‘sustainable’ timber; especially so when the only surrounding nations who produce timber do so using ‘unsustainable’ methods. Why does this line have full stops when the other lines have commas? Why is spending more on importing sustainable timber a bad thing? Why would the last part, about unsustainable methods, happen?

Concluding that despite the good intentions and potential positives provided by this proposal, it will ultimately harm the sustainability of timber rather than protect it. Again, punctuation.

Hereby repeals GAR#422: Promoting Sustainable Timber.Don't need the colon.

I'll go ahead and address this point by point in numerical order,

1. No that is not part of the text, simply just a forward statement. I admit it is most likely not necessary.
2. The intention to ensure the protection of environment is generally agreed to be laudable no? I realize the result is much less than laudable however the efforts and general purpose is positive in theory.
3. I think I see your point here, should this work? "Noting that resources which are procured and then imported to WA member nations using standards not approved by the World Assembly should be examined,"
4. Fixed. Thank you!
5. The damage produced by the resolution would effectively hurt the businesses. It would either force them to produce timber at a higher standard and most certainly a higher cost, or lose WA business and have to compensate due to lost business.
6. a)The line possesses full stops to preserve sound grammar. It seemed to run off for far too long without them. However if you have a suggestion on how to edit it properly I would happily change it! Fixed final period
6. b) Spending more on sustainable timber could threaten nations who are operating on a razor thin budget line. It generally would be negative to force a nation to pay more for a product that, in its final stage, is the same as any other produced product.
6. c) The last part happens when non-WA member nations control the local timber supply and choose to not change their methods to abide by WA law for whatever reason they may choose.
7. Fixed
8. Fixed

I'd deleting the Noting clause. I don't really see what it adds to the argument of the repeal.

Regarding what is numbered as 5, I think the link is fewer customers → less demand → lower prices → cost-cutting measures → less investment in sustainability.

For 6, you can split it up into a sublist. Also, why is paying more bad? I think that should be explicitly stated. Paying more is not principally bad, but rather, has bad consequences that themselves need to be dealt with. I think you could probably split that off into a if statement. If X, then Y. But even if that doesn't happen, Z.

Noting clause has been removed.

Regarding #5,
Realizing this damage to the timber industry would cause a decrease in demand due to a lack of WA nation business which would lower prices and subsequently force non-compliant nations to use cost-cutting, environmentally harmful methods of production for timber,

(Is that better?)

Regarding #6,
What exactly do you mean by this sub list? I could see a case for splitting it up into two separate clauses.

As for the if statement, do you mean this in regards to the end of the clause where it talks about paying more?
I suppose paying more would be bad because it could prevent some countries from acquiring timber due to cost. This could create a black market for cheap timber which would most likely be indistinguishable from 'sustainable' timber. I could include a black market aspect.

The use of 'furthermore' to begin the second clause feels a bit awkward. The previous clauses read as a continous idea, but as 'furthermore' is best used at the start of an entirely new argument, it breaks the continuity here. I would suggest that you replace it with something along the lines of 'further noting that...' so that it still reads as something connected to the previous clause. Other than that small detail, you have my complete support, I hope this proposal sees success!

Amerivan ambassador to the World Assembly Lawrence F. Edwards would be sipping his coffee at his desk as he waits patiently for his turn to speak. Finally, he would chime up.

"The delegation of Kranostav has our full support in it's repeal of this frankly horrible piece of legislation, Promoting Sustainable Timber. Since it's passage, the Amerivan timber industry, which makes up for upwards of 10% of our Gross Domestic Product in the east of our nation took a significant hit, and it wont recover until this garbage is repealed. Thank you, ambassador, for writing such a well-worded repeal for this horrible resolution.

I look forward to submitting a for vote for the proposal once it reaches the floor."
