This isn't the right place to ask it, you'll want Moderation Forum, but I'm quite sure their answer is going to be "no". I mean, anyone could make two different accounts with different emails and pretend to have a brother.

You can take turns being in the WA, just make sure the other has resigned before you sign up. Also, you only need a WA account for endorsements and proposal submissions. You can partake the debates and draft proposals without being in the WA. :)

So I just joined the WA, what am I able to do? Also, what is proper etiquette for endorsing other nations?

Congrats! As a WA member, you now have the right to vote on WA proposals and, if you have two endorsements, to draft and submit your own legislation. The etiquette for legislators is to read the proposal rules and to post proposal drafts in this forum for several days or weeks of public comments before submission. Endorsements are regulated by regional governments according to their own needs and desires.

Is it okay to use a nations post in a draft against them in a different draft?

You can, since you are a WA member and have at least two endorsements. I would recommend against it until you've posted your draft publicly in this forum and gotten feedback over the course of a couple of weeks on how to improve it and make it best fit the existing body of laws.

If you must submit something, you can do it from the General Assembly (or Security Council, if that's your poison) Proposals page.

First, you need two endorsements, which you're not going to get in your current region. Second, it's strongly recommended that you draft proposals in this forum for several days or weeks before submitting them for delegates' consideration. Proposals that do not follow this norm fail at least a hundred times more often, usually because of GA rules violations.

Is it considered ICly reasonable for a non-WA nation to still have an ambassador to the WA to discuss drafts, or would the ambassador be shoved out since they really don't have a use?

There is no requirement for GA forum participants to be WA members. My nation hasn't been a member in about a decade. As for the IC aspect, it isn't regulated, but I'd be surprised if people got bent out of shape over a non-WA Ambassador.

IC'ly, people don't seem to mind at all. There's a few such ambassadors kicking about, and some of them are very active members of the community, Araraukar being a brilliant example of this.
I highly recommend having your Ambassador visit the Stranger's Bar at some point, so you can get used to the IC craziness that is WAHQ.

So my nation is part of a larger empire, but is granted a lot of autonomy that it doesn't have to obey every word of its overlord. From an IC perspective, though, would the empire it's a part of be affected by WA legislation, or no? Or would it depend based on how much autonomy my nation has from its empire? This matter was also the IC reason why I left the WA after my temporary time here, since the empire is unwilling to obey... probably a good portion of the laws, but I never mentioned it nor made it all the way canon that they'd be rebellious towards the WA since that's a bit of god roleplaying. Well, more god imagining, since I never had the empire say/claim it.

The OOC reason why I left was that I wasn't really doing much in the WA anyway. I could've made drafts, but I didn't know what topics to talk about (although I do write issues, & I'd wager that some of those topics there might be drafts, although I'm not too sure what could be of national importance. We'll see one of these days, I'm sure).

It’s however you want to role play it. One day you can have an imperial overlord insist that they can enslave children because strictly speaking only the Shwe Tu Colony is subject to WA legislation, the next you could have another imperial overlord insist that your empire must arrest and execute all those in the Feng Shui Colony who practice human sacrifice in violation of GAR#416.

Ah, I see. Considering the empire though, I'd wager that any still-existent WA resolution you find would not be obeyed by the empire in question because they have a nonexistent moral compass or they don't have the technology that's relevant to that topic :U.
