Introduction
For some years now, the Aestorian Commonwealth has, in a spirit of internationalist camaraderie, solidarity, and generosity, maintained a budget of around 2.5% of GDP per year as aid. While most of this has been spent on paying for the initial welfare and educational bills associated with resettling thousands of millions of refugees, a third of the budget is earmarked for more traditional development.
Now, it has become a habit for us to confiscate this aid as an indemnity from countries and organizations that do us harm, for anything from theft of intellectual property to war or embargo, such as has been perpetrated by 3SEIN and SACTO. In the interests of peace, we have, and will continue, to hold back a 50% reserve aid buffer as goodwill, in case we need to confiscate some of it as an alternative to war.
However, it is clear that the nicer liberal countries which are now in estimable credit should now have some of that money earmarked for them, for them to spend as they see fit.
We have also been joined in our mission by thousands of millions of private individuals and millions of companies who are matching the credit we have made available, and by the Panessos Free Trade Zone, with whom we have arranged to admit members and pay their membership fees as part of settling their credit.

Therefore, every nation of the liberal world, as part of joining the International Free Trade Zone free of any charge and fees for perpetuity, or as part of joining the Reichsburg Free Trade Agreement and trading with the Free Trade Zone under the 2nd & 3rd Protocols, may apply for a gift of up to $1000 per person (plus inflation from Q3 of 2017), courtesy of the people and government of the Aestorian Commonwealth. It is envisioned that the average gift for all liberal nations will amount to about $400 per person.
Please note this is only a partial payment of credit, and the amount awarded will only be an installment towards the total, averaging about half of the total deserved sum that applicants are expected to eventually be aided. All unclaimed and unrewarded credit will continue to receive c. 5% interest in perpetuity (i.e. the Alexandrian International Benchmark Rate Approximation). We aim to ensure that at least three quarters of currently unallocated aid (plus interest) is delivered to those who deserve it by 1st April, 2138 AD*.
Please note falsely misleading claims will lead to future credit being confiscated; and attempts to recover all undeserved credit, if any. By signing this form you are acknowledging the right of The International Arbitration Court and any actors operating under its auspices to seize or be recompensated by any assets held by your nation in any jurisdiction, or failing that by any assets held within your jurisdiction, by any means that they think proper, for the purpose of recovering any such undeserved credit or any such determined debit.
