Category Five: The Situation

SUBJECT: Hurricane Roxy

As of 07/24/17, Hurricane Roxy has passed through Cuba, Haiti, and other nations in the Caribbean, heading north towards the US East Coast. From the conception of Roxy as a Tropical Depression as of 07/12/17, the storm has grown significantly in strength to become a CAT 5 Hurricane. The National Weather Service is predicting that Hurricane Roxy will move up the East Coast, causing a severe crisis that must be mitigated by federal, state, and local authorities. Threatened communities are in the process of being evacuated by the National Guard. That being said, the Department of Emergency Management has concluded that the town of New Anglia will not be subject to mandatory evacuations.
Although New Anglia is in the Florida Keys and will certainly feel the effects of the storm, the Department of Emergency Management feels that New Anglia is at a sufficient distance from the major threat areas of the storm, and will not necessitate a state evacuation response. Authority over emergency response in New Anglia will be the responsibility of the NAESCC, as per your municipal directives on emergency response. We highly advise that the town of New Anglia enter into a mandatory curfew, for the protection of lives and property, until Hurricane Roxy has proceeded northwards to a significant distance. All non-emergency road, air, and marine traffic should be prohibited.
Prepare for power outages, the disruption of communications and social media, and any other possible effects perpetuated by Hurricane Roxy. A signal of "ALL-CLEAR" is to be given once municipal authorities deem that New Anglia is free of the storm. Be advised that law enforcement and emergency volunteers may be called up after this point, in order to provide relief to the harder-hit communities of Southern Florida. Landfall is expected at approximately 2030 hours on 07/26/17.

Graveyard Shift
I bet you have a gist of the background of the RP, but not yet an understanding of the characters or the plot. For a quick recap, the setting of the RP is New Anglia, a (hopefully) fictitious island town in the Florida Keys. It's your typical boutique community that thrives on tourism from wealthy clients, and its summer profits have been abruptly severed by the appearance of a Category 5 hurricane that is about to ravage South Florida, although state officials believe that New Anglia will be spared. With no tourists to schmooze to, many of the twenty-five-hundred residents have joined the mass-evacuations from Southern Florida, though some have decided to stay, either due to their obligations or because of a lack of desire to pack up and leave for a few days. The RP will open as the effects produced by the hurricane begin to lay waste to Southern Florida.
The characters are all co-workers, bound to remain in New Anglia because they are members of the twenty-strong New Anglia Police Department, working during the first (and hopefully, next several) night shifts that take place during the hurricane. The department is often held in high regard by locals and tourists alike, but compared to other law enforcement agencies, New Anglia has to contend with far less dangerous calls, with the most serious calls involving natural disasters, drunken brawls, and domestic violence. No officers have been killed in the line of duty since the Twenties due to violence.
Graveyard Shift, or Night Shift, is from 8 PM to 8 AM, with a staff of six to eight personnel working. Coincidentally, that will also be our maximum player count. For the ease of directing the RP, you will apply for a specific role that you will further hand-tailor to your own expectations. As of right now, the open spots are:
Beat Cops (2-4) - New Anglia's finest, rated as either PO-1 or PO-2 in terms of rank. These are your typical cops, jokingly referred to as the "Brown & Tans," due to their tan short-sleeve shirts, their brown campaign covers, and their brown trousers. Such professional and traditional clothing is inadequate for the coming storms, thus officers have outfitted themselves in a variety of different uniform items, such as utility vests, polo shirts, cargo pants, rain coats, and boots. The average law enforcement officer is expected to have a grasp on all facets of law enforcement, from constitutional law to practical job skills. During Graveyard Shift, at least one officer is expected to remain at the department while the others patrol the town.
Detective(s) - There is always at least one detective on duty for every shift, and with the lack of Criminal Investigations containing any dedicated units or task forces, the detectives take whatever case is assigned to them.
Watch Sergeant - The senior officer on duty, the Sergeant is responsible for keeping track of all on-duty personnel and running the department. Always an experienced officer.
Civilian Support Staff (1-2) - The New Anglia Police Department also employs civilian support staff. During the night shift, communications specialists are assigned to monitor all emergency communication traffic, as well as CB and other radio bands.
So, we've got the characters and the setting out of the way. You're all cops, mostly, and you're assigned to work during a hurricane. You're definitely wondering about the survival horror aspect. As the stubborn islanders hunker down and prepare for their hurricane parties, a certain uneasiness has accompanied the storm. While the sun shines bright on New Anglia, the dark, voluminous clouds of the hurricane can be seen in the horizon. Although the storm has taken lives already, it is not the sole root of the uneasiness that is clouding over the resort town.
Something else is at play, something dark and brooding. Unknown to the residents is an ancient evil that is preparing to make its debut. As the thin blue line of New Anglia, the Graveyard Shift will be thrust into the forefront of a terrifying crescendo of events to come. It's nothing you have ever prepared for; certainly the remaining denizens of New Anglia can't anticipate what is going to happen. However, you're bound by responsibility and by oath to be the line between order and chaos. With dark forces threatening New Anglia, it is down to you and your fellow officers to protect New Anglia from the coming darkness.

Current State of Affairs

Keep in mind that the New Anglia Police Department is not very large, given that the population of the town barely exceeds two-thousand permanent residents. While the police force operates with state-of-the-art police equipment and a modern arsenal, there are no specialized units such as SWAT maintained by the department. One of the purposes for not maintaining a SWAT team is necessity, especially when the Monroe County Sheriff has a SWAT detail ready to assist. There have been no homicides in New Anglia since 2014, and violent crime is almost unheard of. The police spend most of their time dealing with the large tourist population that resides yearly in New Anglia.
