Her proximity and ability to persuade these people, among several others, makes her ridiculously powerful in practice. The Emperor is the Head of State of both countries. The Prime Minister is the Head of Nui-ta's government, while the Lord Governor is the Head of Government for South Zanzes. The Chief Judiciary is the head of Nui-ta's court system and the constitutional regent for an underage Emperor (in case something were to happen to put the underage Eza on the throne)....
