You really shouldn't give out advice if you don't know what you're talking about. You can certainly commend and condemn nations.

A lot of nations have committed war crimes in RP or via issues. As Atlae said, condemnations are usually done for GP things, like condemning organizations like The Black Hawks. And yet you don't see anyone trying to condemn TKA.

Approve Condemn Atkemri due to the war crimes that Atkemri has committed. Atkemri has attacked and threatened civilians, something that is worth a condemnation in itself. Furthermore, Atkemri has threatened nuclear war. This nation is worthy of being condemned for above reasons.
